NOTICE IS HEREBY GIVEN under Section 123 (2A) of the
Local Government Act 1972 and Section 233 of the Town and Country Planning Act 1990 that Wigan Borough Council intends to dispose of the land described below for the purpose of commercial and residential development including supporting
infrastructure and services
DESCRIPTION OF LAND
A parcel of land at Westwood Way/Poolstock comprising of
2,324,117sq ft (21.61Ha)

This notice is given in so far as the above land consists of or forms part of an open space within the meaning of the above Section.
Any objections to this intended disposal must be made in writing to the Assistant Director – Legal, Governance and Elections, Town Hall, Library Street, Wigan WN1 1YN quoting reference: RD/LS/LA/10424636 no later than 6th January 2026 at 4pm.
Heath Road, Ashton Heath & Mill Street, Ashton – Prohibition of Waiting
Notice of Making
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, has made the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.616) Order 2025 which will come into operation on 5th January 2026.
The effect of the Order will be to introduce no waiting at any time on:
• Mill Street, Ashton-in-Makerfield (East Side) from its junction with Ashton Heath to a distance of 30 metres in a northeasterly direction.
• Ashton Heath, Ashton-in-Makerfield (Both Sides) from its junction with Heath Road to a distance of 10 metres in a southeasterly direction.
• Heath Road, Ashton-in-Makerfield (South Side) from its junction with Ashton Heath to a distance of 40 metres in a northwesterly direction.
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident. Any person who desires to question the validity of the Order or any provision contained therein on the ground:
(a) that it is not within the powers of Section 1 of the Road Traffic Regulation Act 1984; or the Traffic Management Act 2004, or
(b) that any requirement of the said Section 1, or of Part III of Schedule 9 to the Road Traffic Regulation Act 1984, or of any regulations made under the said Part III of Schedule 9 or of any requirement of the 2004 Act, has not been complied with, may within six weeks of 4th December 2025 make application for the purpose to the High Court.
Walthew Lane, Platt Bridge at Railway Bridge – Temporary Closure

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Walthew Lane, Platt Bridge at Railway Bridge) (Temporary Closure) Order 2025 which will come into operation on 4th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Walthew Lane, Platt Bridge at Railway Bridge on 4th January 2026 between the hours of 7.00am and 1.00pm.
The alternative route for traffic is: Liverpool Road – Wigan Road – Manchester Road – Darlington Street – Warrington Road.
The Order is necessary to allow access/assessment of bridge.
Bus Lane on Wigan Road, Standish –
Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Bus Lane on Wigan Road, Standish) (Temporary Closure) Order 2025 which will come into operation on 13th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven in the bus lane on Wigan Road, Standish on 13th January 2026 until 15th January 2026.
There will be no diversion in place – Bus Lane closure only. The Order is necessary to allow new water connection.
Wigan Road, Aspull – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Wigan Road, Aspull) (Temporary Closure) Order 2025 which will come into operation on 25th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Wigan Road, Aspull on 25th January 2026 during the period of 9.30am and 3.30pm. The alternative route for traffic is: Scot Lane – Manchester Road – Chorley Road.
The Order is necessary to rectify defective reinstatement.
Cycle Lane on Ormskirk Road, Wigan – Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Cycle Lane on Ormskirk Road, Wigan at Saddle Junction) (Temporary Closure) Order 2025 which will come into operation on 26th January 2026.
The effect of the Order will be to prohibit any person from riding a bicycle or causing or permitting a bicycle to be ridden in the Cycle Lane on Ormskirk Road, Wigan at Saddle Junction during the period of 26th January 2026 to 30th January 2026 (for 24 hours each day). The alternative route for traffic is: Mesnes Road – Spencer Road – Gidlow Lane.
The Order is necessary to allow telecommunications pole.
Kenyon Road and Hornby Street, Wigan – Various Road Restrictions
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Wigan Roads) (Traffic Regulation Consolidation) Order 2004 (Amendment No.197) Order 2026.
The effect of the Order will be to introduce no waiting at any time on:
• Kenyon Road, Wigan (East) from its junction with Walkden Avenue East to its junction with Bridgeman Terrace.
• Hornby Street, Wigan (Both sides) from its junction with Kenyon Road to a point 15 metres east of its junction with Kenyon Road.
The effect of the Order will be to introduce restricted waiting on Monday to Saturday from 9:00am to 5:00pm on:
• Kenyon Road, Wigan (West) from a point 15 metres north of its junction with Hornby Street to its junction with Bridgeman Terrace. There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purpose of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Post Office purposes; if the vehicles are fire service or police vehicles or ambulances, (liveried vehicles) or in connection with a funeral; to take on fuel, water or air at any garage; for the delivery or collection of goods and for loading or unloading; or the avoidance of an accident. The effect of the Order will be to revoke no waiting at any time on:
• Kenyon Road, Wigan (East) from its junction with Walkden Avenue
East to a point 64 metres south of its junction with Walkden Avenue.
• Kenyon Road, Wigan (East) from a point 6 metres south of its junction with Hornby Street to its junction with Bridgeman Terrace. The effect of the Order will be to revoke restricted waiting, at the times specified below, on:

NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Walkden Avenue, Wigan at Railway Bridge) (Temporary Closure) Order 2025 which will come into operation on 31st January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Walkden Avenue, Wigan at Railway Bridge between 31st January 2026 and 1st February 2026 between the hours of 7.30am and 4.00pm.
The alternative route for traffic is: Mesnes Road – Spencer Road – Gidlow Lane.
The Order is necessary to allow access/assessment of bridge.
Longridge Avenue, Standish – Temporary Half Road Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Longridge Avenue, Standish) (Temporary Half Road Closure) Order 2025 which will come into operation on 28th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Longridge Avenue, Standish on 28th January 2026 during the period of 9.00am and 4.30pm.
Access will be maintained where possible.
The Order is necessary to allow access to water valve chamber.
Ellis Street, Wigan – Temporary Closure Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Ellis Street, Wigan) (Temporary Closure) Order 2025 which will come into operation on 5th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Ellis Street, Wigan between 5th January 2026 and 16th January 2026.
The alternative route for traffic is: Whelley – Moore Street East
– School Avenue
The Order is necessary to allow gas mains replacement.
