What is happening?
GUILDFORD ON-STREET PARKING MANAGEMENT REVIEW – PROPOSED AMENDMENTS TO THE GUILDFORD TOWN AREA OUTSIDE OF THE GUILDFORD TOWN CENTRE CONTROLLED PARKING ZONE
NOTICE IS HEREBY GIVEN that Surrey County Council (“the County Council”) proposes to make two Orders under Sections 1, 2, 4, 32, 35, 36, 45, 46, 49, 51 and 53 of and Parts III and IV of Schedule 9 to the Road Traffic Regulation Act 1984 (‘the 1984 Act’) the effect of which will be to make certain changes to some of the existing parking controls in the area of the town of Guildford lying outside of the Guildford Town Centre Controlled Parking Zone as described below in this Notice and to further amend “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting Restrictions Street Parking Places and Revocation) Order 2004” (“the Order of 2004”). The Orders, to be known as, respectively, “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Prohibition of Waiting and On-Street Parking Places) (No. ) Order 202-” (hereinafter called “the No. 1 Order of 202-”) and “The Surrey County Council Various Roads in the Borough of Guildford (Guildford Town Area Outside of the Guildford Town Centre Controlled Parking Zone) (Consolidation of Waiting Restrictions Street Parking Places and Revocation) Amendment Order (No. ) 202-” (hereinafter called “the No. 2 Order of 202-”) propose to make the changes as described below.
The general purpose and effect of the No. 1 Order of 202- will be to:
(a) amend and revoke some of the existing parking controls,
(b) introduce new At Any Time and 8am to 6 pm on any day of the week waiting restrictions,
(c) introduce new on-street pedal cycle parking only parking places and an electric vehicle charging only parking place,
(d) introduce a formalised disabled persons (Blue Badge holders) only parking place for use by any disabled person holding a “Blue Badge” free of charge and without time limit;
(e) remove a formalised disabled persons (Blue Badge holders) only parking place for use by any disabled person holding a “Blue Badge” free of charge and without time limit;
(f) in respect to paragraph (b) above, provide that, in respect to the proposed at any time and 8am-6pm on any day of the week waiting restrictions, the usual exemptions for loading and unloading vehicles, boarding and alighting from vehicles, using vehicles for works on or adjoining the affected lengths of sides of roads and the services in them and for disabled persons’ vehicles in accordance with the “Blue Badge” Scheme would apply;
(g) in respect to paragraphs (c) and (d) above (but excluding the pedal cycle parking places referred to in paragraph (c) above), any vehicle may wait in those parking places for the purposes of boarding and alighting (for a period not exceeding two minutes), or for the purposes of loading/unloading goods (for a period not exceeding twenty minutes)
The general purpose and effect of the No. 2 Order of 202- will be to revoke (remove) some of the existing parking controls within the area of the town of Guildford lying outside of the Guildford Town Centre Controlled Parking Zone as described below in this Notice.
INTRODUCE NO WAITING AT ANY TIME (DOUBLE YELLOW LINES)
Ardmore Avenue (At the south-western corner of the road between Nos 7 and 17 and the north-western corner between Nos. 51 and 57). Bellfields Road (Various lengths on both sides from its junction with Woking Road (D4025) to approximately 25 metres north of the northern boundary of No. 19 Bellfields Road).
Bowers Farm Drive (On the western side from 22 metres south of the roundabout next to Ockley Court to 50 metres south-west thereof).
Bridgehill Close (Various lengths, both sides, from 10 metres south of its junction with Aldershot Road to 50 metres south-east thereof).
Broadacres (Various lengths either side of and opposite its junction with Wood Rise and extending along the front of Nos. 32 to 40, and then from the end of the lay by outside No. 52 round to the entrance of the parking area next to No. 52).
Burpham Lane (On the southern side of the north-west spur from 15 metres to 85 metres north-west of its junction with the main part of Burpham Lane).
Bushy Hill Drive (On the south-western side from 15 metres northwest of its junction with Finches Rise to 25 metres south-east thereof).
Cunningham Avenue (Various lengths, both sides, from 12 metres to 97 metres north-west of its junction with Collingwood Crescent).
Cypress Road (On the west side for 20 metres and on the east side for 75 metres from the junction with Stoughton Road).
Epsom Road (From its western junction with Levylsdene to 10 metres south-west thereof).
Finches Rise (Both sides, from its junction with Bushy Hill Drive to 10 metres south-west thereof.
Johnston Walk (Various lengths, all sides of the entrance to the road at its junction with Worplesdon Road extending about 35 metres into the road and along the spur road in front of Nos. 280 to 292 Worplesdon Road to the metal gate situated opposite the Recreation Ground).
Levylsdene (Various lengths on all sides of the entrance to the road at its junction with Epsom Road).
Lockside (From its junction with Slyfield Green for approximately 10 metres on the western side and 15 metres on the eastern side).
Merrow Common Road (approximately 40 metres on both sides from the roundabout at the junction with Park Lane).
Old Farm Road (On the southern side, from the western end of the lay by outside Nos. 5-8 Slyfield Court westwards to a point approximately 3 metres west of the boundary line of Nos. 92 and 90, and for 5 metres on the eastern side of the northern entrance to the parking area next to Parrot Court).
One Tree Hill Road (On both sides for an additional 26 metres from the existing double yellow lines at its junction with Warren Road and Downside Road).
Parkhurst Road (On the east side along the entire length between the existing double yellow lines at the junctions of Parkhouse Road with Aldershot Road and Weston Road at each end).
Slyfield Green (On the northern side over most of its length from its junction with Jacobs Green up to and either side of its junction with Lockside and various lengths on the southern side between its two junctions with Old Farm Road.)
Southway (On the west side from 21 metres to 43 metres south of its junction with West Way).
Stoughton Road (On the northern side, from 10 metres west to 10 metres east of its junction with Cypress Road).
Vernon Way (around the whole of the turning circle at the western end of the road, in front of Nos. 23 to 28).
Woodlands Road (On the southern side from a point approximately 7 metres west of the boundary of Nos. 39 and 40 to the existing double yellow lines at the junction with Old Farm Road, and various lengths over the same extent on the northern side of the road).
Worplesdon Road (From its junction with Johnston Walk to 10 metres north thereof).
Woodrise (Both sides from its junction with Broadacres to 15 metres south-west thereof).
INTRODUCE NO WAITING EVERY DAY BETWEEN 8AM AND 6PM (SINGLE YELLOW LINE)
Bellfields Road (Two lengths on the east side, one outside No. 28 and the other outside Nos. 12, 14, 16 and 18).
REVOKE (REMOVE) NO WAITING AT ANY TIME DOUBLE YELLOW LINES
Old Farm Road (On the northern side from approximately 3.5 metres to 21.5 metres west of the southern entrance to the parking area
next to Parrot Court, and from approximately 2.5 metres to 10 metres west of its junction with Slyfield Green).
Slyfield Green (On the southern side from approximately 6 metres to 10 metres east of the northern entrance to the parking area next to Parrot Court).
Woodlands Road (On the northern side from approximately 6 metres to 10 metres north-west of the entrance to Darwin Court).
INTRODUCE PEDAL CYCLE ONLY ON-STREET PARKING PLACES
Bushy Hill Drive (On the north side fronting the Bushy Hill Community Centre, from 7 metres to 13 metres west of its junction with Finches Rise).
Moorfield Road (On the south side that part of the lay-by fronting the Abattoir, from 6 metres to 12 metres east of its junction with the access to The Moorfield Centre).
Moorfield Road (On the south side that part of the lay-by fronting the former BT Engineering Centre, from 63 metres to 66 metres east of its junction with the access to the Enterprise Estate).
CONVERT PART OF EXISTING MON - SAT 8.30 - 6PM MAX STAY 2 HOURS NO RETURN WITHIN 4 HOURS PARKING PLACE TO AN ON-STREET PEDAL CYCLE PARKING PLACE
Southway (On the south side fronting the shops “Rooster & Bun” and “Guildford Community Learning Centre” from 25 metres to 30 metres east of its junction with Woodside Road).
CONVERT EXISITING MON - SAT 8.30 - 6PM MAX STAY 3 HOURS NO RETURN WITHIN 3 HOURS PARKING PLACE TO ON STREET PEDAL CYCLE PARKING PLACE
Kingpost Parade (On the east side fronting the shop “The Beach”, from the boundary of Nos. 1 and 2 Kingpost Parade to 6 metres north thereof).
INTRODUCE ELECTRIC VEHICLE ONLY MAX STAY 3 HRS PARKING PLACE
Moorfield Road (On the south side that part of the lay-by fronting the Abattoir, from 12 metres to 46 metres east of its junction with the access to The Moorfield Centre).
INTRODUCE BLUE BADGE HOLDERS ONLY PARKING PLACE
Greville Close (On the north side from 3 metres to 6 metres west of the extended boundary line of Nos. 15 and 16 Greville Close).
REVOKE (REMOVE) THE EXISITING BLUE BADGE HOLDERS ONLY PARKING PLACE
Greville Close (On the west side from 28 metres to 31 metres south of its junction with Southway).
