8. The Order would come into operation on Monday 19th January 2026 and it is anticipated that the works would be completed on Friday 27th February 2026. However, the Order would remain in force for 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(HAMILTON ROAD MEWS, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The London Borough of Merton Council hereby give notice that to facilitate electrical connection works in Hamilton Road Mews, SW19, they have made an Order, the effect of which will be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person will:–

(a) cause or permit any vehicle to enter or proceed in Hamilton Road Mews, between a point 3 metres east of the eastern boundary of No. 2 Hamilton Road Mews and a point 14 metres east of its junction with Merton Road;
or

(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph 2(a) above;
or

(c) enter or proceed on foot in the length of road specified in sub-paragraph 2(a) above.

3. The restrictions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular traffic affected by the road closure should proceed via Hamilton Road, Quicks Road and Merton Road or vice-versa, whilst pedestrians affected by the closure should proceed using Merton Road, Merton High Street and Hamilton Road.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order will apply to: –

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions;

(d) so as to prevent pedestrian access to properties adjacent to the length of footway specified in sub-paragraph 2(c) above.

7. The Order will come into operation on Monday 5th January 2026 with the works anticipated to be completed within one week. However, the Order will remain in force for a maximum period of 3 months and its provisions will be re-introduced from time to time should further works be required.

(SALCOMBE DRIVE, SM4)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The Council of the London Borough of Merton hereby give notice, that to facilitate gas mains replacement works in Salcombe Drive, SM4; they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in Salcombe Drive, SM4, the north-west side, from its junction with Lynmouth Avenue north-eastward for a distance of 40 metres.

3. Any designated parking place or loading bay situated in the roads or lengths of road specified in paragraph 2 above would be suspended.

4. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to: –

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, on 3 December 2025, made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984, as amended and all other enabling powers.

2. The general effect of the ‘Electric Vehicle Charging Points’ Order will be to: 

(a) designate parking places for electric vehicle charging at the locations listed in the Schedules to this notice;

(b) provide that the parking places will operate at all times, unless otherwise stated;

(c) specify that the parking places listed in Schedule 1 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, without charge, provided that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed;

(d) specify that the parking places in the controlled parking zones referred to in Schedule 2 to this notice will be available for fully electric and plug-in hybrid electric vehicles only, for up to 12 hours, provided that during controlled parking zone operational hours the applicable charge for the relevant controlled parking zone permit has been paid with respect to the vehicle and that any electric vehicle is connected via a charging lead to a lamp column upgraded to enable electric charging at all times while it is left in a parking place. Electric vehicles having left a parking place for electric vehicle charging will be able to return after 4 hours have elapsed.

3. The general effect of the ‘Parking Places Amendment’ Orders will be to remove lengths of parking place in the lengths of road specified in the relevant notices and make amendments to accommodate the introduction of parking places designated for electric vehicle charging.

4. A copy of each of the Orders, which will come into force on 15 December 2025, and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected during normal office hours Mondays to Fridays, until the end of six weeks from the date on which the Orders were made, at Merton Link, Merton Civic Centre, London Road, Morden.

5. Any person desiring to question the validity of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984, or that any of the relevant requirements thereof, or of any relevant regulations made thereunder has not been complied with in relation to the Orders may, within six weeks from the date on which the Orders were made, make application for the purpose to the High Court.

Electric Vehicle Charging Parking Places Not in a Controlled Parking Zone

MEREVALE CRESCENT, SM4; the south-east side, from the common boundary of Nos. 9 and 10 Merevale Crescent, north-eastward for a distance of 7.8 metres.

MORTON ROAD, SM4; the south-east side, from a point 2.3 metres north-east of the common boundary of No. 7 Morton Road and No. 43 Pollard Road, north-eastward for a distance of 6 metres.

CARTER ROAD, SW19; the north-east side, from a point 6.7 metres south-east of the south-eastern kerb-line of Boundary Road, south-eastward for a distance of 5.5 metres.

FORTESCUE ROAD, SW19; the south side, from a point 27 metres west of the western flank wall of No. 29 Fortescue Road, westward for a distance of 5.5 metres.

IPSWICH ROAD, SW17; the south-east side, from a point 4.2 metres north-east of the south-western boundary of No. 150 Seely Road, north-eastward for a distance of 5.5 metres.

VEXFORD ROAD, SW17; the north-east side, from a point 1.7 metres north-west of a point in line with the common boundary of Nos. 2 and 2C Vexford Road, north-westward for a distance of 6 metres.
