Irwell Avenue - Prohibition of Waiting and Residents Permit Parking Expansion

What is happening?

Notice is hereby given that Salford City Council has made the CITY OF SALFORD (IRWELL AVENUE, BARTON AND WINTON) (PROHIBITION OF WAITING AND RESIDENTS’ PERMIT PARKING EXPANSION) ORDER 2025 (advertised as the CITY OF SALFORD (IRWELL AVENUE, BARTON AND WINTON) (RESIDENTS’ PERMIT PARKING EXPANSION) AMENDMENT AND ORDER 2024) under the Road Traffic Regulation Act 1984, the effect of which is to introduce: NO WAITING AT ANY TIME: Irwell Avenue, both sides from Irwell Grove for 5m in a south easterly direction. Irwell Grove, south east side from the south westerly extended kerbline of Irwell Avenue for 5m in a south westerly direction. RESIDENTS PARKING PLACES MONDAY TO SATURDAY 8AM TO 6PM: Irwell Avenue, both sides, for its full length. Irwell Grove, both sides, from the south westerly extended kerbline of Irwell Aveue to 10m north east of the north eastern extended kerbline of Irwell Avenue. ELIGIBILITY FOR PARKING PERMITS Residents and businesses at all properties listed in the Schedule to this notice who meet the qualifying criteria will be eligible to apply for a residents parking permit at a cost of £50 per annum. Residents at all properties listed in the Schedule to this notice who meet the qualifying criteria will also be eligible to apply for a Visitor’s Parking Permit. Carer’s Parking Permit - residents that require essential care and support on a regular basis may be eligible to apply for a carer’s parking permit.

SCHEDULE Properties eligible for issue of Resident’s Parking Permit: Irwell Avenue Properties numbered 2-10 (even numbers), Alma Street Property numbered 12a, 29a, The Grove Properties numbered 5a, 5b (odd numbers), Irwell Grove Property numbered 49 (odd number). The Order was made on 9th December 2025 and will come into effect on the 15th December 2025.

A copy of the Order and a plan are available for inspection at Swinton Gateway, 100 Chorley Road, Swinton, M27 6BP Monday to Friday 9am to 6pm.

Anyone wishing to question the validity of the Order or any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order may within 6 weeks from 9th December 2025 apply to the High Court for such purpose.
