PROPOSED PROVISION AND REMOVAL OF E-CYCLE HIRE PARKING PLACES IN VARIOUS ROADS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton under the powers conferred by sections 6, 45, 46, 49, 63 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 as amended, propose to make the above-mentioned Orders.
2. The general effect of the ‘Pedal Cycles Order’ would be to:
(a) designate a parking place on the carriageway in the lengths of road specified in the Schedule to this notice for the leaving of electric assisted pedal cycles being used in a public hire scheme operated under an agreement with the Council;
(b) remove e-cycle hire parking places in:
(i) South Park Road, the north-east side, adjacent to No. 15 Queens Road and the police station;
(ii) Cherrywood Lane, the north-east side, adjacent to No. 217 Cannon Hill Lane.
3. The general effect of the ‘Parking Places Amendment’ Orders would be to:
(a) remove the existing parking place in the lengths of road specified in the Schedule to this Notice as required to accommodate the introduction of e-cycle hire parking places;
(b) extend the existing resident permit parking place in Princes Road adjacent to No. 24 Kings Road by 6 metres;
(c) extend the existing resident permit parking place in outside No. 28 Kings Road by 6 metres;
(d) provide a ‘pay and display’ parking place to replace the removed e-cycle hire parking place in South Park Road adjacent to No. 15 Queens Road and the police station.
4. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, including plans which indicate the roads or lengths of road to which the Orders relate, can be inspected Monday to Friday during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden. 5. Any person desiring to comment on the proposed Orders should send a statement in writing of their objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively e-mail trafficandhighways@merton.gov.uk, quoting reference ES/CYCLEHIRE89, no later than 9 January 2026.

SCHEDULE
(Proposed locations of e-cycle hire parking places)
CHERRYWOOD LANE, SM4: the north-east side, from a point 16 metres north-west of the common boundary of Nos. 172 and 174 Cherrywood Lane, north-westward for a distance of 7 metres.
PRINCES ROAD, SW19: the north-east side, from a point 11.4 metres north-west of the north-western kerbline of Kings Road north-westward for a distance of 10.6 metres.
SOUTH PARK ROAD, SW19: the north-east side, from a point 12.5 metres north-west of the north-western kerbline of Kings Road north-westward for a distance of 20.5 metres.
ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(BURLINGTON ROAD AND WEST BARNES LANE, KT3) (NO. 2)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecoms maintenance works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in the said road and prohibit waiting by vehicles in Burlington Road.
2. Whilst the works take place, no person will:–
(a) cause or permit any vehicle to enter or proceed in West Barnes Lane, between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;
(b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in:–
(i) the length of West Barnes Lane specified in sub-paragraph (a) above;
(ii) West Barnes Lane, both sides, between the northern building wall of No. 50 West Barnes Lane and its junction with Burlington Road;
(iii) Burlington Road, both sides, between its junction with West Barnes Lane and the Burlington Road Tesco supermarket exit;
(c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph (a) above.
3. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
5. The alternative routes for–
(a) vehicles affected by the road closure will be via Claremont Avenue and Burlington Road, or vice versa;
(b) pedestrians affected by the road closure will be via the adjacent footbridge.
6. Nothing in the Order will apply:–
(a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;
(b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or
(d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above.
7. The Order would come into operation at 12.01am on Sunday 4th January 2026 and remain in force until 7.30am on 4th January 2026.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

(EASTFIELDS ROAD AND GROVE ROAD, CR4)
(TEMPORARY RESTRICTION OF TRAFFIC) (NO. 4) ORDER 2025
1. The London Borough of Merton Council hereby give notice that to facilitate the annual maintenance works at the Eastfields Road level crossing, they have made an Order, the effect of which will be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.
2. Whilst the works take place no person will–
(a) cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading any vehicle, in:
(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and
(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 13 metres; or
(b) enter or proceed on foot in the lengths of road specified in sub-paragraph 2(a) above.
3. The prohibition will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
4. Vehicular access to properties adjacent to the prohibited lengths of road will be maintained insofar as access is reasonably practicable without interference with the said works.
5. Pedestrian access to properties adjacent to the prohibited lengths of road will be maintained at all times.
6. Alternative routes for diverted traffic will be as follows:
(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock’s Lane and Eastfields Road;
(b) for vehicles from Eastfields Road, via Lock’s Lane, London Road, Upper Green West, Upper Green East, Commonside East, Cedars Avenue, Tamworth Lane and Grove Road;
(c) for pedestrians, via the adjacent footbridge.
7. Nothing in the Order will apply to: –
(a) any vehicle being used in connection with the execution of the said works; or
(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or
(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.
8. Nothing in sub-paragraph 2(b) above will apply to persons connected with the execution of the works.
9. The Order will apply from 11pm on Saturday 13th December 2025 until 6am on Sunday 14th December 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(CAMBRIDGE ROAD, OAKWOOD ROAD AND RICHMOND ROAD, SW20)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025
1. The London Borough of Merton Council hereby give notice that to facilitate gas main replacement works in Cambridge Road, Oakwood Road and Richmond Road, SW20; they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said roads.
2. During the works, no person will cause or permit any vehicle to:–
(a) enter or proceed in:–
(i) Cambridge Road, from its junction with Coombe Lane to its junction with Panmuir Road; or
(ii) Richmond Road, from its junction with Cambridge Road, south-eastward for a distance of 15 metres; or
(iii) Oakwood Road, from its junction with Cambridge Road, northward for a distance of 15 metres;
(b) wait, including for the purpose of loading or unloading any vehicle, in the roads or lengths of road specified in sub-paragraphs (2)(a)(i), (ii) and (iii) above.
(NB. The works in Cambridge Road will be carried out on a rolling basis to minimise disruption to residents.)
3. Any designated parking place situated in the roads or lengths of road specified in sub-paragraphs 2(a)(i) to (iii) above will be suspended for the duration of the works in those roads or lengths of road.
4. The restrictions and suspensions will apply only during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.
5. Vehicular traffic affected by:–
(a) the Cambridge Road closure should proceed using Coombe Lane and Durham Road or vice-versa;
(b) the Oakwood Road closure should proceed using Cambridge Road, Durham Road and Cottenham Park Road or vice-versa;
(c) the Richmond Road closure should proceed using Cambridge Road, Coombe Lane and Durham Road or vice-versa.
6. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
7. Nothing in the Order will apply:–
(a) to any vehicle being used in connection with the execution of the said works; or
(b) to anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or
