THE BARNET (FREE PARKING PLACES, LOADING PLACES, WAITING, LOADING AND STOPPING RESTRICTIONS) (AMENDMENT NO.286) ORDER 2025

THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.190) ORDER 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 4th December 2025 the above-mentioned Orders under Sections 6, 32, 35, 45 and 46 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to effectively manage the kerbside space and to deter all-day commuter-type parking on Mays Lane and Underhill thus improving resident parking opportunity and reducing traffic congestion and to help improve turnover of customer parking in the vicinity of local businesses, the Council consider that it will be beneficial to extend the existing Chipping Barnet Controlled Parking Zone “Zone D” to include Underhill EN5 and Mays Lane EN5 between Leeside and Barnet Lane.

  1. The general effect of the Charged for Parking Places Order will be to:

    (a) introduce parking places for the use of residents and their visitors on Mays Lane between Leeside and Barnet Lane EN5

    (b) provide that the parking places referred to in (a) above will operate between 2pm and 3pm, Monday to Friday, during which motorists will be required to have a valid ‘C’ resident’s permit associated with their vehicle, or have a ‘D’ visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

    (c) introduce ‘pay by phone’ payment parking places with a maximum stay of 1 hour, in Mays Lane outside Nos.189 to 199 Mays Lane and outside Nos.92 to 94 Mays Lane EN5

    (d) provide that the parking places referred to in (c) above will operate between 8am and 6.30pm, Monday to Saturday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

    (e) introduce shared-use resident permit, business permit parking places on certain lengths of Mays Lane between Leeside and Barnet Lane EN5.

    (f) provide that the parking places referred to in (e) above will operate between 2pm and 3pm, Monday to Friday, during which motorists will be required to have a valid ‘D’ resident’s permit or a valid ‘D’ business permit associated with their vehicle or have a visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

    (g) provide that residents residing in the range of addresses detailed in the Schedule to this notice will be eligible to obtain/purchase resident’s permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places referred to in (a) above.

    (h) provide that retail-trade businesses operating in the range of addresses detailed in the Schedule to this notice will be eligible to purchase ‘D’ Business parking permits which will enable the motorist to park their vehicle without limitation during the controlled hours in the parking places referred to in (e) above.

    (i) provide that vehicles displaying a valid disabled badge or motorcyclists will be able to park in the parking places referred to above during their operational periods without need to have a permit associated with their vehicle or a voucher displayed in their vehicle.

    For the parking places referred to in (c) the following tariff will apply:

      • Up to 15 mins £0.80

      • Up to 30 mins £1.63

    • Up to 1 hour £3.26

    1. In order to help maintain traffic flow, deter obstruction, improve sightlines and improve general road safety, the general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to introduce waiting restrictions as follows:

      (a) ‘At any time’ waiting restrictions on certain lengths of Underhill and Mays Lane between Barnet Lane and Leeside EN5.

      (b) Monday to Friday 2pm to 3pm waiting restrictions along certain lengths of Mays Lane EN5 between Leeside and Barnet Lane.

      (c) Lengths of existing waiting restrictions situated on Mays Lane between Elton Avenue and Barnet Lane and on Underhill, operating 10am to 11am Monday to Friday and 10am to 11pm on match days will be upgraded to operate ‘At any time’.

    Loading will be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 2 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

    Permit prices are based on the engine size and emissions of your vehicle.

    Business permit prices are charged by band. Bands are calculated by the engine size and CO2 emissions of the vehicle.

    Visitor's vouchers

      • Virtual visitor parking permits are £2.50 each, minimum order is 3.

    • Printed scratch card visitors parking permits are available in books of 4 and cost £3.00 each (1 book is £12.00), minimum order is 12 vouchers (3 books of 4).

    Parking permits and voucher charges are subject to review and change.

    Any person wishing to question the validity of the Orders or any of their provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulations made there under have not been complied with in relation to the Orders may, within six weeks of the date on which the Order was made, make application for the purpose to the High Court.
