What is happening?

LONDON BOROUGH OF RICHMOND UPON THAMES

Road Traffic Regulation Act 1984 – Section 14 (1)Temporary Footbridge Closure
Kew Gardens Station Footbridge, Kew.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate handrail replacement works they intend to make a temporary Traffic Order, the effect of which will be to introduce a closure of The Kew Gardens Station Footbridge.

2. Whilst the works take place no person may enter or exit The Kew Gardens Station Footbridge from Station Approach to the junction with North Road.

3. The order will come into effect on 15th December 2025. The works are expected to be in progress from 15th December to 19th December 2025. The order will remain in force for a period of 6 months.

4. An alternative route for persons affected by the closure will be available via the stairs that go underneath the station.

5. The prohibitions will apply only during such time and to such extent as indicated by prescribed traffic signs.

    1. Nothing in the Order will apply to:

      (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

      (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

      (c) emergency service vehicles, subject to site conditions at the time of any emergency.

Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

Road Traffic Regulation Act 1984 – Section 14 (1) - Temporary Prohibition Of Vehicular Access And Temporary Parking Restrictions

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate essential highway maintenance, improvement and construction works, street lighting works and public cleansing works, including works for the pruning or felling of trees within the extent of the public highway, they have made an Order, the effect of which will allow the Council to introduce any temporary road closure or any temporary parking restriction or any other temporary traffic management scheme on any road within its area as may be required to allow the safe and efficient execution of such works.

2. Whilst any such works may be in progress, no person will be permitted to drive a vehicle along any borough street, which may be temporarily closed, or to park or wait in any borough street whilst temporary waiting restrictions or parking suspensions may be in force or to do anything or to fail to do anything which, from time to time, may be prohibited or required as indicated by traffic signs and/or cones.

3. Temporary road closures, waiting restrictions, parking suspensions and any other temporary prohibition, restriction or requirement in respect of vehicular movement will be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016, as may be amended or re-enacted and which are in force when such signs are displayed.

 - If any road is closed to through traffic by this Order an alternative route will be signposted.

 - Nothing in the Order will apply to:

(a) any vehicle being used in connection with the execution of the said works or any public or utility vehicle;

(b) anything done with the permission, or at the direction of: a Police officer in uniform or a civil enforcement officer.

(c) any emergency vehicle which on an occasion when it is being used; or

(d) any road which is a "red route" or a GLA road for which Transport for London is the highway and traffic authority.

The Order will come into operation on the 4th December 2025 and shall remain in force for a maximum period of 18 months.

Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations.

ZONE L

(Reference 25/050)

1. The Council of the London Borough of Richmond upon Thames on 27th November 2025 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended. The Orders came into force on 1st December 2025.

2. The general effect of the Parking Places Order will be to introduce a new Controlled Parking Zone, known as L, in lengths of and/or incorporating the following roads: Clarendon Crescent, Fielding Avenue, Fortescue Avenue, Natalie Mews, Sixth Cross Road, Staines Road (part), Turner Avenue, and Twining Avenue. The Controlled Parking Zone will operate between 10:00am and 4:30pm Mondays to Fridays inclusive.

3. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of the roads within the zone except Natalie Mews, operating either at any time, or between 10:00am and 4:30pm on Mondays to Fridays inclusive. The Order also introduces single yellow lines operating between 7:00am and 10:00am and between 3:00pm and 6:00pm on Mondays to Fridays inclusive in Staines Road between its junctions with Hospital Bridge Road and Mill Road.

Within the zone, there will be designated permit holder only parking places and permit parking areas where only vehicles which display a valid permit may park during the controlled hours, or shared use bays, or bays where payment can be made by mobile phone.

1. The footway parking exemptions on the slip road island adjacent to Nos 2-12 Hospital Bridge Road and on the slip road island adjacent to Nos 330-332 Staines Road, Twickenham will be removed.

- Further details regarding the scheme: –

(a) can be inspected, quoting Reference: 25/050, at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9:15am and 5:00pm on Mondays to Fridays, except for Bank and other public holidays; and

(b) may be viewed on the Council’s web-site at: http://www.richmond.gov.uk/public_notices.

If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

This notice replaces the notice published on 27th November 2025.

Road Traffic Regulation Act 1984 – Section 14 (1) - Temporary Road Closure Sydney Road, Teddington.

1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate water connection works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Sydney Road, Teddington.

2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in Sydney Road, Teddington, outside numbers 13–23.

3. The order will come into effect on 13th December 2025. These works are anticipated to be in progress from 13th December to 14th December 2025. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

4. The prohibitions apply only during such times and to such extent as indicated by prescribed traffic signs.

Nothing in the Order applies to:

(a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

(b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

(c) any vehicle being used for Police, fire brigade or ambulance purposes.

Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
