THE BARNET (CHARGED FOR PARKING PLACES) (AMENDMENT NO.191) (EXPERIMENTAL) ORDER 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 4th December 2025 the above-mentioned Orders under Sections 9 and 10 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to effectively manage kerbside space in the Brent Cross Town area and deter commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected area, the Council considers that it will be beneficial to introduce a scheme, on an experimental basis that will introduce the Brent Cross Town ‘BA/BZ’ Permit Parking area and the Brent Cross Town ‘GG/GZ’ Controlled Parking Zone/ Permit Parking areas which will operate between the hours of 9am to 6pm Monday to Sunday.

  1. The general effect of the Charged-for Parking Places Order will be to on an experimental basis:

    (a) introduce shared use parking places for the use of residents, businesses and their visitors in the roads listed in Schedule 1 to this Notice.

    (b) provided that the parking places referred to in (a) above will operate between 9am and 6pm Monday to Sunday, during which motorists will be required to have a valid ‘BA’ resident’s permit or a valid ‘BZ’ business permit associated with their vehicle, or have a ‘BA’ visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

    (c) introduce shared use parking places for the use of residents, businesses and their visitors in the roads listed in Schedule 2 to this Notice.

    (d) provided that the parking places referred to in (c) above will operate between 9am and 6pm Monday to Sunday, during which motorists will be required to have a valid ‘GG’ resident’s permit or a valid ‘GZ’ business permit associated with their vehicle, or have a ‘GG’ visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

    (e) introduce permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 3 to this Notice.

    (f) provided that the permit holders only ‘Past this point’ parking areas referred to in (e) above will operate between 9am and 6pm Monday to Sunday, during which motorists will be required to have a valid ‘BA’ resident permit or a valid ‘BZ’ business permit associated with their vehicle or have a ‘BA’ visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area.

    (g) introduce permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 4 to this Notice.

    (h) provided that the permit holders only ‘Past this point’ parking areas referred to in (g) above will operate between 9am and 6pm Monday to Sunday, during which motorists will be required to have a valid ‘GG’ resident permit or a valid ‘GZ’ business permit associated with their vehicle or a ‘GG’ visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area.

    (i) introduce provision for resident permit, business permit, and ‘pay by phone’ parking places in the roads listed in Schedule 5 to this Notice.

    (j) provided that the resident permit, business permit and ‘pay by phone’ parking places referred to in (i) above will operate between 9am and 6pm Monday to Sunday, during which motorists will be required to have a valid permit or visitor voucher as appropriate, or make payment using the ‘pay by phone’ service, in order to be entitled to park in the parking place.

    (k) introduce shared-use resident permit, business permit and ‘pay by phone’ payment parking places with a maximum stay of 3 hours (No return 1 hour) in Cotswold Gardens NW2, Pennine Drive NW2, Pennine Parade NW2 and Cheviot Gardens NW2.

    (l) provided that the parking places referred to in (k) above will operate between 9am and 6pm, Monday to Sunday, during which motorists will be required to have a valid ‘GG’ resident’s permit or a business ‘GZ’ permit associated with their vehicle, or a ‘GG’ visitor voucher displayed in their vehicle, or pay the requisite tariff to be entitled to park in the parking places.

    (m) provided that residents residing in the range of addresses detailed in the Schedule 5 to this notice will be eligible to purchase ‘BA’ resident’s permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (a), (e), and (i) above as appropriate.

    (n) provided that residents residing in the range of addresses detailed in the Schedule 6 to this notice will be eligible to purchase ‘GG’ resident’s permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and Past this Point parking areas referred to in (c), (g), and (k) above as appropriate.

    (o) provided that retail-trade businesses operating in the range of addresses detailed in the Schedules 5 and 6 to this notice will be eligible to purchase business permits which will enable the motorist to park their vehicle without limitation during the controlled hours in the parking places referred to in (a), (c), (i) and (k) above.

    (p) introduce a dedicated doctor’s parking bay on Cotswold Gardens NW2 (Side of No.10 Pennine Drive).

    (q) provided that the parking places referred to in (l) above will operate between the hours of 8.45am and 6.30pm, Monday to Friday, during which motorists will be required to have a doctor’s permit associated with their vehicle.

    1. For the parking places referred to in 1(i) and 1(k) above, the following tariff will apply:

    • Up to 30 mins — £1.63

    • Up to 1 hour — £3.26

    • Up to 3 hours — £6.51

    1. The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on experimental basis:

      (a) introduce Monday to Sunday 9am to 6pm waiting restrictions on both sides of Pennine Drive NW2 between Nos.26 to 72 Pennine Drive.

      (b) introduce ‘At any time’ waiting restrictions on certain lengths of the streets detailed in Schedules 1 to 4 to this notice.

      (c) introduce lengths of No loading ‘At any time’ restrictions at Claremont Road NW2 between the junctions of Tilling Road and Whitefield Avenue and Prayle Grove NW2 at its junction with Claremont Road.

      (d) introduce a Loading Only parking place outside Nos.1 to 3 Pennine Parade, Pennine Drive NW2.

      (e) provided that the loading place referred to in (d) above will operate with a restriction of ‘At any time’, for the purposes of allowing vehicles to load and unload continuously.

      (f) introduce 2 disabled parking bays on the southwest side of Claremont Road NW2 approximately 20 metres southeast of the southeastern kerbline of Claremont Crescent. These parking bays will operate between the hours of 8.45am to 6.30pm Monday to Friday, during which motorists will be required to have a valid disabled badge displayed in their vehicle.

      (g) introduce 2 disabled parking bays on the southwest side of Claremont Road NW2 in the vicinity of No.60 Claremont Road NW2. The disabled bays will operate between the hours of 8.45am to 6.30pm Monday to Friday and motorists will be required to display a valid blue badge in their vehicles.

      Loading will be permitted in parking places and the permit parking areas referred to in 1 and 2 above, and on waiting restrictions referred to in 3 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

      Business permit prices are charged by band. Bands are calculated by the engine size and CO2 emissions of the vehicle.

      Visitor’s vouchers

      Virtual visitor parking permits are £2.50 each, minimum order is 3.

      Printed scratch card visitors parking permits are available in books of 4 and cost £3.00 each (1 book is £12.00), minimum order is 12 vouchers (3 books of 4).

      Permit and voucher charges are subject to review and change.

      NOTICE IS ALSO HEREBY GIVEN that the Council of London Borough of Barnet by the powers conferred under section 15 of the Greater London Council (General Powers) Act 1974 is resolving to formalise lengths of footway parking in the following roads listed below.

      Cotswold Gardens NW2, Cleveland Gardens NW2, Cheviot Gate NW2, Cumbrian Gardens NW2, Malvern Gardens NW2, Purbeck Drive NW2, Pennine Drive, Mendip Drive NW2, Cotswold Gate NW2, Claremont Road and Chiltern Gardens NW2

      A copy of the Orders, which will come into operation on Monday 15th December 2025, a plan of the relevant areas and the Council’s Statements of Reasons for making the Orders can be obtained for a period of 6 months from the date on which this notice is published by emailing parking.consultations@barnet.gov.uk

      Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made thereunder have not been complied with in relation to the Orders may within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

      The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof.

      If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Orders came into operation, send a statement in writing of their objection and the grounds thereof to:
