THE BARNET (CHARGED-FOR PARKING PLACES) (AMENDMENT NO.188) (EXPERIMENTAL) ORDER 2025

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Barnet have made on 4th December 2025 the above-mentioned Orders under Section 9 to the Road Traffic Regulation Act 1984 and all other enabling powers.

In order to effectively manage kerbside space in the Colindale South area and deter commuter-type parking from taking place thus improving resident parking opportunity and reducing traffic congestion in the affected area, the Council considers that it will be beneficial to introduce a scheme, on an experimental basis that will introduce the Colindale South ‘CLS’ Controlled Parking Zone which will operate between the hours of 8am to 6.30pm Monday to Friday.

1. The general effect of the Charged-for Parking Places Order will be to on an experimental basis:

(a) introduce parking places for the use of residents and their visitors in the roads listed in Schedule 1 to this Notice.

(b) provided that the parking places referred to in (a) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid ‘CLS’ resident’s permit associated with their vehicle, or have a ‘CLS’ visitor voucher displayed in their vehicle, to be entitled to park in the parking places.

(c) introduce resident permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 2 to this Notice.

(d) provided that the resident permit holders only ‘Past this point’ parking areas referred to in (c) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid ‘CLS’ permit associated with their vehicle or have a ‘CLS’ visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area.

(e) introduce resident permit holders only ‘Past this point’ parking areas in the roads listed in Schedule 3 to this Notice.

(f) provided that the resident permit holders only ‘Past this point’ parking areas referred to in (e) above will operate between 8am and 6.30pm Monday to Friday, during which motorists will be required to have a valid ‘CLS’ and ‘CLX’ permit associated with their vehicle or have a ‘BON’ and ‘BOA’ visitor voucher displayed in their vehicle to be parked in the ‘Past this point’ parking area.

(g) introduce ‘pay by phone’ payment parking places with a maximum stay of 1 hour (No return within 1 hour) at Varley Parade NW9.

(h) provided that the parking places referred to in (g) above will operate between 8am to 6.30pm, Monday to Friday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(i) introduce ‘pay by phone’ payment parking places with a maximum stay of 2 hours (No return within 2 hours) at Varley Parade Sheaveshill Avenue and Hillfield Avenue NW9.

(j) provided that the parking places referred to in (i) above will operate between 8am to 6.30pm, Monday to Friday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(k) introduce ‘pay by phone’ payment parking places with a maximum stay of 4 hours (No return within 2 hours) at Crossway and Rushgrove Avenue NW9.

(l) provided that the parking places referred to in (k) above will operate between 8am to 6.30pm, Monday to Friday, during which motorists will be required to pay the requisite tariff to be entitled to park in the parking places.

(m) introduce shared-use resident permit, business permit and ‘pay by phone’ payment parking places with a maximum stay of 2 hours (No return 2 hours) at Sheaveshill Avenue NW9 and Hillfield Avenue NW9.

(n) provided that the parking places referred to in (m) above will operate between 8am and 6.30pm, Monday to Friday, during which motorists will be required to have a valid resident permit, business permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(o) introduce shared-use business permit and ‘pay by phone’ payment parking places with a maximum stay of 2 hours (No return 2 hours) at Sheaveshill Avenue NW9.

(p) provided that the parking places referred to in (o) above will operate between 8am and 6.30pm, Monday to Friday, during which motorists will be required to have a valid business permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(q) introduce shared-use resident permit and ‘pay by phone’ payment parking places with a maximum stay of 2 hours (No return 2 hours) in Lynton Avenue NW9, Rushgrove Avenue, Colin Park Road NW9 and Court Way NW9.

(r) provided that the parking places referred to in (q) above will operate between 8am and 6.30pm, Monday to Friday, during which motorists will be required to have a valid resident permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(s) introduce shared-use resident permit, business permit and ‘pay by phone’ payment parking places at Hillfield Avenue NW9, New Way Road NW9, Woodfield Avenue NW9 and Lynton Avenue NW9.

(t) provided that the parking places referred to in (s) above will operate between 8am and 6.30pm, Monday to Friday, during which motorists will be required to have a valid resident permit, business permit associated with their vehicle or pay the requisite tariff to be entitled to park in the parking places.

(u) provided that residents residing in the range of addresses detailed in the Schedule 4 to this notice will be eligible to purchase ‘CLS’ resident’s permits and vouchers which will enable that motorist to park their vehicle without limitation during the operational hours of the parking places and ‘Past this point’ parking areas referred to in (a), (c) and (e) above

(v) provided that vehicles displaying a valid disabled badge or motorcycles will be able to park in the parking places and

‘Past this point’ areas during their controlled periods without need to display a permit or voucher.

2. For the parking places referred to in 1(g) and above, the following tariff will apply:

  • Up to 30 mins £1.63

  • Up to 1 hour £3.26

3. For the parking places referred to in 1(i), 1(m), 1(o) and 1(q) above, the following tariff will apply:

  • Up to 30 mins £1.63

  • Up to 2 hours £6.51

4. For the parking places referred to in 1(k) above, the following tariff will apply:

  • Up to 30 mins £1.06

  • Up to 90 minutes £3.18

  • Up to 1 hour £2.11

  • Up to 4 hours £5.85

5. For the parking places referred to in 1(s) above, the following tariff will apply:

  • Up to 30 mins £1.06

  • Up to 4 hours £5.29

  • Up to 1 hour £2.11

  • Over 4 hours £7.40

  • Up to 2 hours £4.24

The general effect of the Free Parking Places, Loading Places, Waiting, Loading and Stopping Restrictions Order will be to on an experimental basis:

(a) Introduce new lengths of Monday to Friday 8am to 6.30pm waiting restrictions in the streets detailed in Schedule 1 to this notice.

(b) Introduce new lengths of ‘At any time’ waiting restrictions on certain lengths of the streets detailed in Schedules 1 to 3 to this notice.

(c) Introduce new ‘at any time’ waiting restrictions at the junctions of Colin Crescent and Colin Gardens NW9 (Both junctions); Colin Gardens and Crossway NW9; Crossway and Scottwell Drive NW9

(d) Upgrade existing lengths of 7am to 10am & 4pm to 7pm Monday to Saturday waiting restrictions to operate ‘at any time’ outside Nos. 6 to 8 Colin Parade, Sheaveshill Avenue NW9; outside Nos. 6 to 8 Sheaveshill Parade, Sheaveshill Avenue NW9; Hillfield Avenue NW9 (Side of Lexus Cars); Hillfield Avenue NW9 (Side of Volvo Cars); outside Nos. 1 to 18 Rushgrove Court, Rushgrove Avenue NW9; A5 The Hyde between the junctions of Sheaveshill Avenue and Rushgrove Avenue.

(e) Upgrade existing lengths of 7am to 7pm Monday to Saturday waiting restrictions to operate ‘at any time’ at the junction of A5 The Hyde and Rookery Way NW9; at the junction Rookery Way and Rushgrove Avenue NW9; at the junction Rookery Way and Rushgrove Avenue NW9; at the junction Rookery Close and Rushgrove Avenue NW9; at the junction Rookery Way NW9 – southside gulley between A5 The Hyde and 7a Rookery Way.

(f) Upgrade existing lengths of 8am to 6.30pm Monday to Saturday waiting restrictions to operate ‘at any time’ at Rushgrove Avenue NW9 – west side between the junction of A5 The Hyde and 10 Rushgrove Court NW9; at the junction of Rushgrove Avenue NW9 and Matthias Court Close NW9.

(g) Upgrade existing lengths of 12pm to 10pm Monday to Friday waiting restrictions to operate ‘at any time’ at the junction of Rushgrove Avenue NW9 and Rookery Close NW9.

Loading will be permitted in parking places referred to in 1 above, and on waiting restrictions referred to in 6 above, for up to 40 minutes provided that the loading/unloading activity was seen to be actively taking place.

Visitor’s vouchers

  • Virtual visitor parking permits are £2.50 each, minimum order is 3.

  • Printed scratch card visitors parking permits are available in books of 4 and cost £3.00 each (1 book is £12.00), minimum order is 12 vouchers (3 books of 4).

NOTICE IS ALSO HEREBY GIVEN that the Council of the London Borough of Barnet by the powers conferred under section 15 of the Greater London Council (General Powers) Act 1974 is resolving to formalise lengths of footway parking in the following roads listed below:

(a) Woodfield Avenue NW9 between A5 The Hyde and New Way Road

(b) Hillfield Avenue NW9

(c) Silkfield Road NW9

(d) New Way Road NW9

A copy of the Orders, which will come into operation on Monday 15th December 2025, a plan of the relevant areas and the Council’s Statements of Reasons for making the Orders can be obtained or published by emailing parking.consultations@barnet.gov.uk or by writing to the Design Team, Highways Section, 3rd Floor,

Any person wishing to question the validity of the Orders or any of its provisions on the grounds that they are not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any regulation made thereunder have not been complied with in relation to the Orders may within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

The Order provides that, in pursuance of Section 10(2) of the Road Traffic Regulation Act 1984, the Chief Executive of the Council or some person authorised in that behalf by him, may, if it appears to him essential in the interests of the expeditious, convenient and safe movement of traffic or for preserving or improving the amenities of the area through which any road affected by the Orders run, modify or suspend the operation of the Orders or any provision thereof.

If the provisions of the Orders continue in operation for a period of not less than six months, the Council will consider in due course whether the provisions of the Orders should be reproduced and continued in force indefinitely. Anyone who wishes to object to the making of such Orders for the purpose of such reproduction and continuation in force may, within the period of six months from the date on which the Orders came into operation, send a statement in writing of their objection and the grounds thereof to Design Team, 3rd Floor, 2 Bristol Avenue, Colindale, London, NW9 4EW or via email to parking.consultations@barnet.gov.uk
