What is happening?

LONDON BOROUGH OF WALTHAM FOREST (LBWF)

REDUCTION, PROVISION AND EXTENSION OF PARKING SPACE AND WAITING RESTRICTIONS (T24(25))

The Waltham Forest (Parking Places, Loading Places and Waiting, Loading and Stopping Restrictions) (Amendment No. 5) Order 2025

  1. NOTICE IS GIVEN that the Council of LBWF (the Council) on 4th December 2025 made the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Act 1984 (the 1984 Act), as amended.

  2. The general effect of the Orders will be to:

    (a) remove Permit parking space and replace with double yellow lines “at any time” waiting restriction, (extending existing double yellow lines) in:

    i) Odessa Rd E7 both sides, for 3 metres(m) on each side, outside and opposite No. 217,

    ii) Woodhouse Rd E11 south west side, for 4m (2m at either end of the parking place adjacent the flank wall of No. 226/228 Cann Hall Rd)

    iii) Montague Rd E11 both sides, for 6m on each side, outside and opposite Nos. 40 to 46

(b) in Montague Rd both sides, to convert all partial footway parking places to full on-carriageway parking places between Ferndale Rd and Cookes Cl (no change to extents except as mentioned in paragraph 2(a) iii) preceding)

(c) in Woodhouse Rd E11 north east side, convert the single yellow line waiting restriction to double yellow lines between its junction with Cann Hall Rd northwards for a distance of 99m (to accommodate rain garden kerb edge build outs)

(d) in Ellingham Rd E15 both sides, replace double yellow lines with parking space for CF permit holders only operating Mon-Fri 8am to 6.30pm outside and opposite Nos. 1 and 2.

3. Copies of the Order, which will come into operation from 8th December 2025, and all other relevant documents can be inspected until the expiration of a period of 6 weeks from that date on request by either emailing traffic.scheme@walthamforest.gov.uk or visiting (by appointment) the Highways and Traffic Management office, Low Hall, Argall Avenue E10 7AS during normal office hours on Mondays to Fridays inclusive; or alternatively documents can be viewed online at:

4. Any person desiring to question the validity of the Order or of any provisions contained therein on the grounds that they are not within the relevant powers of the 1984 Act, or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to the Order may, within six weeks of the making of the Order, make application for the purpose to the High Court.
