ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

(Great George Street, Leeds) (Temporary Prohibition of Traffic) Order 2025

NOTICE IS HEREBY GIVEN that because junction improvements including construction of segregated cycleway, junction realignment & repaving works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to travel along Great George Street, Leeds; between its junctions with Dudley Way and Woodhouse Lane. A diversionary route for vehicles affected by the closure will be available via: Calverley Street, Portland Way & Woodhouse Lane. The Order shall come into operation on Sunday 4th January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. (Spen Crescent, Leeds) (Temporary Prohibition of Traffic) Order 2025

NOTICE IS HEREBY GIVEN that because footway resurfacing works are being or are proposed to be executed on or near the under mentioned highway(s); Leeds City has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to travel along Spen Crescent, Kirkstall, Leeds. Essential access to and from premises and for emergency vehicles will be maintained. Access will be available from one end of Spen Crescent, approaching via Spen Approach (dependent on the progress of the works). In addition, one side of the footway will be kept open throughout the duration of the works. The Order shall come into operation on Monday 5th January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. The works are expected to be completed by Friday 13th March 2026. The closure will be in place between 09:30 and 15:30 hours on weekdays only. G Moate.

(Oakwell Mount & Roundhay Road, Gledhow, Leeds) 

(Temporary Prohibition of Traffic & Parking) Order 2025

NOTICE IS HEREBY GIVEN that because works are being or are proposed to be executed on or near the under mentioned highway(s) involving a mobile crane to carry out telecom works; Leeds City Council has today make an Order, the effect of which is that: 1. No person shall cause or permit any vehicle to travel along Oakwell Mount, Roundhay; between its junction with Roundhay Road and the car park entrance to Bengal Brasserie. 2. No person shall cause or permit any vehicle to park in the 4 parking bays outside numbers 609 - 617 Roundhay Road, nor in the 4 parking bays opposite numbers 633A and 633B Roundhay Road. 3. No 631 Roundhay Road. A diversionary route for vehicles affected by the closure will be available via: Oakwell Mount, Fitzroy Drive, Gledhow Lane, Roundhay Road and vice versa, and via Oakwell Mount, Fitzroy Drive, Gledhow Wood Road, Roundhay Road and vice versa. NOTICE IS HEREBY GIVEN that because heating pipeline installation works are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to travel, stop, park or wait along Flax Place, Leeds; between its junctions with Richmond Street and the access road for the Torsion site on Flax Place. Diversionary routes for vehicles affected by the closure will be available: Northbound: via Richmond Street, East Street, South Accommodation Road, East Street, Marsh Lane, Saxton Lane; & Southbound: via Saxton Lane, Marsh Lane, East Street, Richmond Street. The Order shall come into operation on Monday 12 January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. The works are expected to be completed by Sunday 15 February 2026.

(Temporary Prohibition of Parking) Order 2025

NOTICE IS HEREBY GIVEN that because works requiring chamber access are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council has today made an Order, the effect of which is that: No person shall cause or permit any vehicle to park along Stanningley Road, Armley, Leeds; adjacent to 386 Stanningley Road. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on Thursday 15 January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. The parking restriction is expected to only be required between 10:00 hours and 16:00 hours on 15 January 2026.

(Temporary Prohibition of Traffic) Order 2025

NOTICE IS HEREBY GIVEN that because gas main replacement works are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council has today made an Order the effect of which is that: No person shall cause or permit any vehicle to travel along Hovingham Avenue, Harehills, Leeds, between its junctions with Harehills Lane and Back Hovingham Terrace. A diversionary route for vehicles affected by the closure will be available via: Hovingham Avenue, Dorset Road, Dorset Avenue, Harehills Lane and vice versa. Essential access to and from premises and for emergency vehicles will be maintained. The Order shall come into operation on 15 January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. NOTICE IS HEREBY GIVEN that because electrical connection works are being or are proposed to be executed on or near the under mentioned highways; Leeds City Council has today made an Order the effect of which is that: No person shall cause or permit any vehicle to park along Town Street, Armley, Leeds in the Armley Ward; between property numbers 56-60. Essential access to premises and for emergency vehicles will be maintained. The Order shall come into operation on Monday 12 January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. NOTICE IS HEREBY GIVEN that because building works at the St John’s Centre works are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council intends (in not less than 7 days) to make an Order, the effect of which will be that: No person shall cause or permit any vehicle to stop, park or wait in any of the disabled parking bays situated on Wormald Row, Leeds; adjacent to property number 1. Essential access to and from premises and for emergency vehicles will be maintained. The Order is intended to come into operation on 12 January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. (Old Brandon Lane, Shadwell, Leeds) (Temporary Prohibition of Traffic) Order 2025

NOTICE IS HEREBY GIVEN that because blockage clearance works are being or are proposed to be executed on or near the under mentioned highway(s), Leeds City Council intends (in not less than 7 days) to make an Order, the effect of which will be that: 1. No person shall cause or permit any vehicle to travel along Old Brandon Lane, Shadwell; at its junction with Main Street for a distance of approximately 20 metres. 2. No person shall cause or permit any vehicle to park along Main Street or Gateland Lane, Shadwell; at their mutual junction. No diversionary route is required. Essential access to and from premises and for emergency vehicles will be maintained. The Order is intended to come into operation on 6 January 2026 and will remain in force for a maximum period of 18 months or until the works are completed if earlier. (Definitive Bridleway Austhorpe No.9 & Definitive Footpath Garforth No.6)

(Temporary Prohibition of Use) Order 2025

NOTICE IS HEREBY GIVEN that because of the construction of a new bridleway bridge as part of the TransPennine Route Upgrade project; Leeds City Council intends (in not less than 7 days) to made an Order, the effect of which will be that: No person shall proceed along: 1. Definitive Bridleway Austhorpe 9; from its junction with Definitive Bridleway Barwick 10, to the junction with Barrowby Lane. 2. Definitive Footpath Garforth 6 from its junction with the Non-Definitive Bridleway Barwick to the junction with Barrowby Lane. Diversionary routes for users affected by the closures will be available via 1. Barrowby Lane, Barwick Road, Public Bridleway Barwick 12, Public Bridleway Leeds 123 & Public Bridleway Barwick 10. 2. Barrowby Lane, Barwick Road & Public Bridleway Garforth 6 (Nanny Goat Lane). (Definitive Footpath Leeds No.124) 

(Temporary Prohibition of Use) Order 2025 Extension

NOTICE IS HEREBY GIVEN works involving the dismantling, refurbishment and re-installing works are to be carried out to Crawshaw Bridge (as part of the Transpennine Route Upgrade); the above-named Order that was made by Leeds City Council on 5 June 2025 and which was due to expire on 30 December 2025, is to remain in force (with the approval of the Secretary of State for Transport) until 30 June 2026; or until the completion of the works if earlier. The effect of the Order, as extended, is that: No person shall proceed on foot along Definitive Footpath Leeds No.124, between its junctions with Barrowby Lane and Barnbow Lane, in the

Cross Gates and Whinmoor and Temple Newsam Wards, respectively. Diversionary routes for pedestrians affected by the closure will be available via 1. Amendment Order No.38 2025 

Active Travel Corridor – Rodley To Dawsons Corner; Calverley & Farsley Ward

NOTICE IS HEREBY GIVEN that Leeds City Council, acting as the Local Traffic Authority and in exercise of its powers under Sections 1, 2, 3, 4, 5 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984; the Traffic Management Act 2004 and all other enabling powers, proposes to make the above Order, the effect of which will be to introduce: No Parking or Loading at any time along the length of the shared footway and cycle track that runs along A6120 Ring Road, Farsley; from its junction with A657 Rodley Lane, to a point close to the junction with A647 Bradford Road. NOTICE IS HEREBY GIVEN that Leeds City Council, acting as the Local Traffic Authority and in exercise of its powers under Sections 1, 2, 3, 4, 5, 32, 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (‘the Act’), the Traffic Management Act 2004 and all other enabling powers, proposes to make the above Order, the effect of which will be to introduce within the Middleton Park Ward. 1. (Waiting Restrictions and On Street Parking Places) (Citywide) Order –  Amendment Order No.39 2025 – A660 Headingley Lane/Otley Road/

Woodhouse Lane Red Route & Shared Parking & Loading Bay

NOTICE IS HEREBY GIVEN that Leeds City Council, acting as Local Traffic Authority (and in exercise of its powers under Sections 1, 2, 3, 4, 5, 9, 10, 11 & 124 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, the Traffic Management Act 2004 and all other enabling powers) has today made the above Experimental Traffic Regulation Order. The effect of the Experimental Order which comes into force on the Friday 19 December 2025 (and which will continue in force for a maximum period of 18 months) is to introduce the following traffic management measures.

1. The introduction of a Red Route; the effect of which will be to prohibit vehicles from stopping at any time on carriagway, verge or footway (with the exception of licenced taxis or disable persons vehicles stopping to pick up or set down) on: A660 Otley Rd/Headingley La/ Woodhouse La; from their junctions with Shaw La/St Annes Rd to the junction with Spenceley St and at their junctions with North La/Wood La, Hyde Park Rd/Woodhouse Stt, Cliff Rd & Rampart Rd. (Provided that this restriction does not include a 45m length section of the southern side of Headingley La, adjacent to Norville Terr). 2. The Shared use of a 22m length section of the north-west side of Otley Rd, adjacent to the Arndale Centre; operating as i) a

‘Disabled Persons Parking Only Bay’, between 10:30am to 4:00pm’ and ii) a ‘Loading Bay’ only between 4:00pm to 10:30am (1 hour – no return within 1 hour). The Council’s Chief Officer (Highways and Transportation) may under Section 10(2) of the Road Traffic Regulation Act 1984 modify or suspend the operation of the Experimental Order or any of their provisions if it appears to him to be essential. The Council will be considering in due course whether the provisions of the Experimental Order should be continued indefinitely. Full details in the form of the made Experimental Order together with plans showing the affected lengths of highway and the Council’s Statement of Reasons for the Order are available on request by e-mailing the address below. If you wish to object to or make representations concerning the making of the Experimental Order for the purpose of indefinite continuation, you should write to City Development, Merrion House, Leeds LS2 8LX or e-mail hwayinternal@leeds.gov.uk specifying the grounds on which your objection or representation is made by not later than 19 June 2026 quoting reference Amend Order 39/25 Red Route. NOTICE IS HEREBY GIVEN that Leeds City Council, acting as the Local Traffic Authority and in exercise of its powers under Sections 1, 2, 3, 4, 5, 32, 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984; the Traffic Management Act 2004 and all other enabling powers, has today made the above Order. The effect of the Order which comes into effect on 11 December 2025 is to introduce: 1. No Waiting at any Time restrictions along sections of Aberford Rd, Bentley Crt, Carlton La, Chapel St, Church St, Holmsley La, Juniper Ave; Kielder Way, Lay Garth Grds, Main St, Carlton La, Needless Inn La, Ogilby Mews, Oulton Dr, Pottery La, Pymont Dr & Grove, Sherwood Way, Springfield St, Station La, Stone Brig La, The Grange, The Locks; Victoria Ave and Wakefield Rd. 2. Time Limited Waiting on a section of Aberford Rd; operating Monday to Saturday, 8.00am - 6.00pm (maximum stay 2 hours – no return within 1 hour). 3. No wating at any time by Goods Vehicles weighing in excess of 5 Tonnes, together with Bus Stop Clearways, on sections of Leeds Rd. If you wish to object to or question the validity of the Order or any provision contained within it on the ground that it is not within the powers of the Road Traffic Regulation Act 1984, or on the grounds that any requirements of the Act or any instrument made under the Act has not be complied with in relation to the Order, you may within 6 weeks from the date upon which the Order was made, apply to the High Court for this purpose.

(Off-Street Parking Places) Order 2024 – Golden Acre Park, Middleton Park, 

Otley Chevin Park, Roundhay Park & Temple Newsam

Notice of Variation of Off-Street Parking Place Charges under Sections 35C 

Road Traffic Regulation Act 1984

Leeds City Council made the above Order under the Road Traffic Regulation Act 1984 on 10 December 2024. The effect of the Order was to introduce parking charges in relation the off-street car parks referred to below from Monday 3 February 2025 onwards. Under the powers contained Section 35C Road Traffic Regulation Act 1984, the Council now proposes to vary those parking charges set out in the above Order in respect of the designated off-street parking places, situated within the Car Parks listed below:

1. Arthington Road Car Park and Otley Road Car Park; Golden Acre Car Park.

2. Bike Track Car Park, Middleton Park.

3. East Chevin Quarry Car Park, Lower Shawfield Car Park, Surprise View Car Park, Upper Shawfield Car Park and Yorkgate Car Park; Otley Chevin Country Park.

4. Golf Car Park, Lakeside Car Park, Mansion Car Park, Oakwood Car Park, Soldiers Fields East, Soldiers Fields West, Tram Car Park and Wetherby Road Car Park; Roundhay Park.

5. Event Parking, Event Field Parking, Farm & Go Ape Car Park, House Car Parks, Golf Car Park, Lodge Car Park, Relief Car Park, Rose Garden Car Park and Whitehead Car Park; Temple Newsam.

The current applicable parking charge introduced by the Order each case is: £1 for up to 2 hours; £2.50 for up to 4 hours and £4 for up to 12 hours. In addition Season tickets are available charged at £10 per calendar month or £80 per annum.

The newly proposed applicable parking charge, as varied by this notice will in each case be: £1.20 for up to 2 hours; £2.70 for up to 4 hours and £4.50 for up to 12 hours. In addition Season tickets will be available charged at £10 per calendar month or £85 per annum.

In addition, the additional mandatory electronic payment transaction fee of 20p that was introduced from 21 May 2025 in respect of Surprise View; East Chevin Quarry, Lower Shawfield & Upper Shawfield Car Parks; Otley Chevin Country Park and Lodge Car Park, Temple Newsam; will cease to apply. No parking charge will apply to Disabled Persons Badge Holders or Motor Cycles and the maximum period for which vehicles may wait is 23 hours per day. Parking charges will apply on all days between 8.00am and 8.00pm provide that Soldiers Fields East and West, Roundhay Park, and also Event and Event Field Parking, Temple Newsam, may be used for up to 28 days a year as overflow/event parking. The classes of vehicles eligible to park within the above car parks are; all motor vehicles (not having a trailer attached) the weight of which does not exceed 3.5 tonnes maximum gross weight (except for a motor vehicle or trailer equipped with a container for transporting one or more horses, at all car parks other than those located at Roundhay Park) and mobility vehicles.

The increases detailed in this Notice will come into effect on Friday 16 January 2026. Dated this 11 day of December 2025
