Leigh, Wigan – Diversion and Path Stopping Up

On the 30th October 2025 Wigan Borough Council confirmed the above order.

The effect of the order as confirmed is to divert the public footpath:

• Public footpath Leigh No. 154 is described in the Definitive Statement for Leigh as: “Known as the Causeway. Starts on the S. side of Firs Lane near the Sportsman Hotel and runs due S. between property on left and close boarded fence on right for about 100 yards to broken F.G. and stile. Cart track now proceeds S.W. over open fields to the corner of Westleigh Lodge at the foot of Barton’s Bridge. Crosses the Canal via Bridge and proceeds along the S. foot of the canal for about 200 yards. Turns at this point and proceeds as footpath only across fields and alongside ditch to F.B. over same at junction with footpaths 159 and 160.”

This public footpath is to be stopped up at point A on Map 1 at grid reference 364579 399917, in a generally north easterly direction for approximately 112 metres to point B on Map 1 at grid reference 364629 400016. And from point C on Map 1 at grid reference 364744 400119, in a generally northerly direction for approximately 80 metres to point D on map 1 at grid reference 364760 400187.

And create a diversion footpath:

• Public Footpath Leigh No. 154 will run from Point A on Map 1 at grid reference 364579 399917 in a generally northeasterly direction off the canal bank, then north westerly to Point B on Map 1 at grid reference 364629 400016. To continue in a north easterly direction to Point C at grid reference 364744 400119, where the path heads south east then north to run for a distance of approximately 105 metres to the footpath end point D on Map 1 at grid reference 364760 400187 where the footpath continues north towards Firs Lane. The width will be 2 metres and the surface will be crushed gravel and bitmac, where adjacent to roadways.

And to stop up:

• Unnamed Path A-B will be stopped up from Point A on Map 2, at grid reference 363478 399800 to Point B, near the canal bank at grid reference 363708 399580, a distance of approximately 363 metres, in a south easterly direction.

• Unnamed Path C-D will be stopped up from Point C on Map 2, at grid reference 363666 399626 to Point D, at the junction with Johnson Close at grid reference 363704 399671, a distance of approximately 65 metres in a generally easterly direction.

• Unnamed Path D-E will be stopped up from Point D on Map 2, at the junction with Johnson Close at grid reference 363704 399671 to Point E, near the canal bank at grid reference 363871 399605, a distance of approximately 190 metres in a generally south easterly direction.

• Unnamed Path F-G will be stopped up from Point F on Map 2, at the junction with Unnamed path A-B at grid reference 363699 399592 to Point G, near the canal bank at grid reference 363956 399650, a distance of approximately 265 metres in a generally south easterly direction.

• Unnamed Path H-I will be stopped up from Point H on Map 2, at the junction with Unnamed path D-E at grid reference 363736 399656 to Point I at grid reference 363929 399793, a distance of approximately 240 metres in a generally north easterly direction.

• Unnamed Path J-G will be stopped up from Point J on Map 2, at the junction with Common Lane at grid reference 363923 399814 to Point G, near the canal bank at grid reference 363956 399650, a distance of approximately 168 metres in a generally southerly direction.

• Unnamed Path I-K will be stopped up from Point I on Map 2, at the junction with Unnamed paths H-I and G-J at grid reference 363929 399793 to Point K, at the junction with public footpath Leigh No. 158 at grid reference 363994 399740, a distance of approximately 100 metres in a generally south easterly direction.

• Unnamed Path G-K will be stopped up from Point G on Map 2, near the canal bank at grid reference 363956 399650, to Point K, at the junction with public footpath Leigh No. 158 at grid reference 363994 399740, a distance of approximately 100 metres in a generally north easterly direction.

• Unnamed Path M-N will be stopped up from Point M on Map 2, at the cul-de-sac end of Common Lane at grid reference 364057 399745, to Point N at grid reference 364254 400109, a distance of approximately 450 metres in a generally north easterly direction.

• Unnamed Path O-P will be stopped up from Point O on Map 2, at its junction with Unnamed path M-N at grid reference 364185 399845, to Point P, near the canal bank at grid reference 364238 399769, a distance of approximately 95 metres in a generally south easterly direction.

• Unnamed Path Q-R will be stopped up from Point Q on Map 2, at its junction with Unnamed path O-P at grid reference 364205 399800, to Point R, at the junction with Unnamed path S-T at grid reference 364589 400009, a distance of approximately 494 metres in a generally north easterly direction.

• Unnamed Path S-T will be stopped up from Point S on Map 2, at its junction with Unnamed path M-N at grid reference 364218 399916, to Point T, near the canal bank at grid reference 364681 400022, a distance of approximately 467 metres in a generally easterly direction.

• Unnamed Path U-V will be stopped up from Point U on Map 2, at its junction with Unnamed path S-T at grid reference 364342 399977, to Point V, near the canal bank at grid reference 364420 399789, a distance of approximately 230 metres in a generally southerly direction.

• Unnamed Path W-X will be stopped up from Point W on Map 2, at its junction with Unnamed path M-N at grid reference 364237 399976, to Point X, at the junction with Unnamed path S-T at grid reference 364266 399959, a distance of approximately 35 metres in a generally south easterly direction.

• Unnamed Path Y-Z will be stopped up from Point Y on Map 2, at its junction with Unnamed path S-T at grid reference 364419 399973, to Point Z, at the junction with Unnamed path U-V at grid reference 364385 399924, a distance of approximately 75 metres in a generally southerly direction.

• Unnamed Path AA-BB will be stopped up from Point AA on Map 2, at its junction with Unnamed paths Q-R and U-V at grid reference 364437 399858, to Point BB, near the canal bank at grid reference 364513 399852, a distance of approximately 83 metres in a south easterly direction.

• Unnamed Path CC-DD will be stopped up from Point CC on Map 2, near the canal bank at grid reference 364661 400009, to Point DD, at the junction with public footpath Leigh No. 154 at grid reference 364668 400044, a distance of approximately 40 metres in a generally north easterly direction.

• Unnamed Path EE-FF will be stopped up from Point EE on Map 2, near the canal bank at grid reference 364771 400047, to Point FF, at the junction with public footpath Leigh No. 154 at grid reference 364758 400143, a distance of approximately 115 metres in a generally northerly direction.

The order comes into force on the date on which Wigan Borough Council certifies that the terms of Article 2 of the order have been complied with.

If you wish to challenge the validity of the order on the grounds that it is not within the powers of the Act or on the ground that it is not within the powers of the above Act, or on the ground that any requirement of the Act or any regulation made under it has not been complied with in relation to the order, you may make an application to the High Court for the purpose. Such an application must be made within 6 weeks from the date on which the notice is first published as required by Paragraph 7 of Schedule 14 to that Act.
