A580 East Lancashire Road, Lowton – Proposed Speed Restriction
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 84(1) and (2) of the Road Traffic Regulation Act 1984, Part IV of Schedule 9 to the 1984 Act and all other enabling powers, proposes to make the Wigan Borough Council (A580 East Lancashire Road, Lowton) (40 MPH Speed Restriction) Order 2026.
The effect of the Order will be to revoke a speed limit of 50 miles per hour and impose a speed limit of 40 miles per hour, on the following roads:
• A580 East Lancashire Road, Lowton, from the eastbound carriageway from a point 275 metres west of Stone Cross Lane North to a point 400 metres east of Newton Road
• A580 East Lancashire Road, Lowton, from the westbound carriageway from a point 400 metres west of Newton Road to a point 36 metres west of Stone Cross Lane north
A copy of the proposed Order and of the relevant map and of a statement of the reasons for proposing to make the Order may be requested by emailing s.eccles-churton@wigan.gov.uk
Any objection to the Order must be made in writing and specify the grounds on which it is made and must be made to the Assistant Director – Legal Governance and Elections, Town Hall, Library Street, Wigan, WN1 1YN quoting reference RD/LS/SEC/3260644/SPEED not later than 4th January 2026.
A580 East Lancashire Road, Lowton – Toucan Crossing
Notice of Intent
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of its powers under Section 23(1) of the Road Traffic Regulation Act 1984 and all other enabling powers, has resolved to introduce a toucan crossing on the following street:
A580 East Lancashire Road, Lowton from a point 23 metres east of its junction with Heath Lane for a distance of 4.5 metres in an easterly direction.

Lowton Road, Golborne – Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers under Section 14 of the Road Traffic Regulation Act 1984 and Regulations made thereunder, and of all other enabling powers, has made the Wigan Borough (Lowton Road, Golborne) (Temporary Closure) Order 2025 which comes into operation on 15th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Lowton Road, Golborne on the 15th January 2026 during the period of 7.00PM and 10.00PM.
The alternative route for traffic is: Church Lane – East Lancashire Road – Warrington Road – Bridge Street – High Street – Church Street.
The Order is necessary to allow the replacement of frame and cover.
Spa Road, Atherton at Railway Bridge – Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Spa Road, Atherton at Railway Bridge) (Temporary Closure) Order 2025 which will come into operation on 12th December 2025.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Spa Road, Atherton at Railway Bridge on 12th December 2025 during the period of 10.00AM and 3.00PM.
The alternative route for traffic is: Fletcher Avenue – Devonshire Road.
The Order is necessary to allow access/assessment of bridge.
Merton Grove, Tyldesley – Temporary Closure
Notice of Making
NOTICE IS HEREBY GIVEN that the Assistant Director Infrastructure and Regulatory Services of Wigan Borough Council in exercise of the powers conferred by Section 14 of the Road Traffic Regulation Act 1984 and delegated to her by the said Council has made the Wigan Borough (Merton Grove, Tyldesley) (Temporary Closure) Order 2025 which will come into operation on 19th January 2026.
The effect of the Order will be to prohibit any person from driving a vehicle or causing or permitting a vehicle to be driven on Merton Grove, Tyldesley during the period of 19th January 2026 to 30th January 2026.
The alternative route for traffic is: Brook Drive – Manor Road.
The Order is necessary to allow a new service connection.
Church Street, Golborne – Prohibition of Driving
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Sections 1, 2, 3, and 92 of the Road Traffic Regulation Act 1984, and all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, proposes to make the Wigan Borough Council (Church Street, Golborne) (Prohibition of Driving) Order 2026.
The effect of the Order will be to Prohibit Driving on:
• Church Street, Golborne from its junction with the section of Church Street classified as the A573 to its southwestern extent during the period of school opening and closing - 8:00am to 9:30am and 2:00pm to 4:00pm.

Moorfield Crescent and Pocket Nook Lane, Lowton – Prohibition of Waiting
Notice of Proposals
NOTICE IS HEREBY GIVEN that Wigan Borough Council, in exercise of the powers under Section 1, 2, 3 and 4 of the Road Traffic Regulation Act 1984 and the Traffic Management Act 2004 and of all other enabling powers and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act 1984, proposes to make the Wigan Borough (Decriminalisation of Parking) (Various Roads in Wigan Borough) (Traffic Regulation Consolidation) Order 2004 (Amendment No.618) Order 2026.
The effect of the Order will be to introduce a no waiting at any time on:
• Moorfield Crescent, Lowton (Both Sides) from its junction with Pocket Nook Lane to a point 10 metres southwest of its junction with Pocket Nook Lane.
• Pocket Nook Lane, Lowton (South) from a point 10 metres northwest of its junction with Moorfield Crescent to a point 10 metres southeast of its junction with Moorfield Crescent.
There will be limited exceptions permitting vehicles to wait to enable people to board or alight; for the purposes of building and similar operations, removing obstructions to traffic, road works and works by statutory undertakers; for local authority, Water Companies and Police duties; for disabled persons vehicles; and to take on or set down passengers (where the vehicle is not a bus or a funeral); to load or unload, wear or air at any time clothing, vehicles, collection of goods and for loading/unloading; or the avoidance of an accident.
The Order is to clarify that if any vehicle is left in any road or length of road affected by the said Order in contravention of any provision of the Order a penalty charge (in the amount set by the Council) shall be payable and the vehicle may be removed.
