What is happening?

THE BOROUGH OF LUTON (PROHIBITION AND RESTRICTION OF WAITING AND LOADING) (CONSOLIDATION) (AMENDMENT NO. **) ORDER 202*

FERRARS ACADEMY – SAFER ROUTES TO SCHOOLS SCHEME



1. NOTICE IS HEREBY GIVEN that Luton Borough Council, the Highway Authority for the said Borough, proposes to make the above-mentioned Order under sections 1, 2, 4 and 124 of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984 (as amended).
2. The general effect of the Order would be:
(a) to alter the lengths on which double yellow line ‘at any time’ waiting restrictions apply, so that they apply:
(i) at the junction of Macaulay Road and Carmelite Road:
(A) on the north-west side of Macaulay Road, for 15 metres south-west of Carmelite Road and for 15 metres north-east of Carmelite Road; and
(B) on both sides of Carmelite Road, for 10 metres north-west of Macaulay Road;
(ii) at the junction of Macaulay Road and Byron Road:
(A) on the south-east side of Macaulay Road, for 15 metres south-west of Byron Road and for 15 metres north-east of Byron Road; and
(B) on both sides of Byron Road, for 10 metres south-east of Macaulay Road;
(iii) at the junction of Macaulay Road and Shakespeare Road:
(A) on the south-east side of Macaulay Road, for 15 metres south-west of Shakespeare Road; and
(B) on the south-west side of Shakespeare Road, for 10 metres south-east of Macaulay Road; and
(iv) at the junction of Shakespeare Road and Hathaway Close:
(A) on the south-west side of Shakespeare Road, for 10 metres north-west of Hathaway Close and for 10 metres south-east of Hathaway Close;
(B) on the north-west side of Hathaway Close, for 10 metres south-west of Shakespeare Road; and
(C) on the south-east side of Hathaway Close, for 20 metres south-west of Shakespeare Road; and
(b) to provide single yellow line waiting restrictions operating between 8am and 9am and between 3pm and 4pm on Mondays to Fridays inclusive, in the following lengths:
(i) in Macaulay Road:
(A) on the north-west side: (I) between 15 metres north-east of Carmelite Road and the north-eastern boundary of No. 26 Macaulay Road; and (II) between the south-western boundary of No. 24 Macaulay Road and 60 metres north-east of that boundary; and
(B) on the south-east side: (I) between 90 metres south-west of Byron Road and 15 metres south-west of Byron Road; and (II) between 15 metres north-east of Byron Road and 15 metres south-west of Shakespeare Road; and
(ii) in Shakespeare Road:
(A) on the north-east side, between 10 metres south-east of the north-western kerb-line of Macaulay Road and a point 10 metres south-east of the extended south-eastern kerb-line of Hathaway Close; and
(B) on the south-west side, between 10 metres south-east of Macaulay Road and 10 metres north-west of Hathaway Close.
3. A copy of the proposed Order, of the Council's statement of reasons for proposing to make the Order and of maps which indicate each length of road to which the Order relates can be inspected during normal office hours on Mondays to Fridays inclusive until the end of a period of 6 weeks from the date on which the Order is made or the Council decides not to make the Order at Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU. 4. Persons desiring to make representations or to object to the proposed Order should send a statement of their representations or objections, and the grounds thereof, via email to

or in writing to Luton Borough Council, Building 14, Central Depot, Kingsway, Luton LU4 8AU, quoting the reference HW/TRO/P2247, to arrive no later than 21st January 2026.
