What is happening?

TRAFFIC ORDER PROPOSALS – INTRODUCTION OF VARIOUS PARKING RESTRICTIONS ON BROOK CLOSE, CHURCH ROAD AND NEW ROAD

NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 1, 2, 4, 5, 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.

GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to make permanent the temporary no waiting at any time restrictions on the north west side of New Road, by the new traffic calming build outs and opposite Goodlad Road; to make the no stopping on school zig zag marking on Church Road enforceable at all times; and to correct errors in the order for existing restrictions on street in New Road, Church Road and Brook Close, Swanmore as outlined in the schedules below:

Road Side Description

Brook Close Both Between its junction with New Road and a point 16 metres north-east thereof.

Church Road North-West Between its junction with Vicarage Lane and a point 10 metres north-west thereof.

New Road North West (i) Between a point 193.3 metres south-west of its junction with Crofton Way and a point 274.2 metres south-west of that junction, an approximate distance of 80.9 metres.

(ii) Between a point 298.8 metres south west of its junction with Crofton Way and a point 136 metres south-west of that point.

(iii) Between a point 50 metres south-west of its junction with Church Road and a point 20 metres south-west thereof.

No Waiting Monday-Friday between 8am-4pm

Road Side Description

Church Road North-East Between a point 134 metres north-west of its junction with New Road and a point 27 metres north-west of that junction.

North-East Between a point 11 metres south-east of its junction with New Road and a point of 33 metres south-east of that junction.

South-West Between a point 134 metres north-west of its junction with New Road and a point 33 metres south-east of that junction.

New Road Both Between its junction with Church Road and a point 50 metres south-west thereof.

No Stopping on School Entrance Markings at any time

Road Side Description

Church Road North-East Between a point 27 metres north-west of its junction with New Road and a point 43.56 metres south east of that point.

(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 5.15; Fridays 8.30 – 4.45)

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: - [A2103/MJB], by Friday 16th January 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.

TITLE: The order, if made, will be known as “The Hampshire (Various Roads Swanmore and Newtown) (Parking Places and Restriction of Waiting) Consolidation Order 2016 (Variation No. 1) (Church Road and New Road) Order 2026”.
