ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(BLACKBURN ROAD, BLACKBURN NEW ROAD AND MILLENNIUM WAY, CHORLEY, CHORLEY BOROUGH) (REVOCATION, 40MPH AND 50MPH SPEED LIMITS) ORDER 2025
NOTICE IS HEREBY GIVEN that on 28 November 2025 Lancashire County Council made the above Speed Limit Order under Section 84 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1) Revoke the "Lancashire County Council (Blackburn Road, Blackburn New Road, Wheelton, Chorley Road, Withnell, Millennium Way, Chorley, Chorley Borough) (Revocation and Introduction of 50mph Speed Limit) Order 2018" insofar as it relates to Items a), b) and c) of Schedule 2.
2) Introduce a 40mph speed limit on the following lengths of road:
a) A674 Millennium Way, Chorley, from a point 141.5 metres south west of its junction with the centreline of the entrance to Temple Way to its junction with A674 Millennium Way, Whittle le Woods in a north easterly direction;
b) A674 Millennium Way, Whittle-le-Woods, from its junction with A674 Millennium Way, Chorley to a point 301.5 metres south of its junction with the centreline of B6229 Moss Lane in a north westerly direction.
3) Introduce a 50mph speed limit on the following lengths of road:
a) A674 Blackburn Road, Whittle-le-Woods, from its junction with A674 Millennium Way, Whittle-le-Woods to its junction with A674 Blackburn New Road, Whittle-le-Woods;
b) A674 Blackburn New Road, Wheelton, from its junction with A674 Blackburn New Road, Whittle-le-Woods to a point 57 metres south west of its junction with the centreline of Whins Lane in a northerly direction;
c) A674 Blackburn New Road, Whittle-le-Woods, for the entire length;
d) A674 Millennium Way, Whittle-le-Woods, from a point 301.5 metres south of its junction with the centreline of B6229 Moss Lane to its junction with A674 Blackburn Road, Whittle-le-Woods in a northerly direction.
This Order will come into force on the 12 December 2025. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Chorley Borough Council, Town Hall, Market Street, Chorley, PR7 1DP, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, Fishergate, Preston PR1 8XJ, and on Lancashire County Councils Website
