Temporary Prohibition of Traffic Order (No.2) 2025
On 28 November 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to:- (a) prohibit vehicles from entering or proceeding in that length of Brickhouse Lane (D373) Newchapel as extends from its junction with Clay Lane (X34072) to the access for the property known as “Foxhole Farm House”; and (b) suspend “The Surrey County Council Brickhouse Lane (D373) Newchapel Temporary Prohibition of Traffic Order 2025” insofar as it relates to the road described in (a) above.
Alternative route – Brickhouse Lane, Bones Lane and Croydon Barn Lane, or this route in reverse.
This Order is required to enable UKPN to facilitate a new service connection and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 15 December 2025 for 1 day between the hours of 8.00am and 6.00pm. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation for 24-hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.
Tithepit Shaw Lane (D1382) Warlingham
Temporary Prohibition of Traffic Order (No.2) 2025
On 28 November 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Tithepit Shaw Lane (D1382) Warlingham as extends from its junction with Martin Close (D1382) to the access for Warlingham School “Sports Facilities Entrance A” and the property known as “School House”.
Alternative route – B269 (Limpsfield Road and The Green) and B270 (Westhall Road and Hillbury Road), or this route in reverse.
This Order is required to enable Sunbelt Rentals to facilitate access to an overhead structure and associated works.
These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 14 December 2025 for 1 day between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and dismounted equestrians will be maintained at all times.
Harriotts Lane (D2584) Ashtead
Temporary Prohibition of Traffic Order (No.2) 2025
On 28 November 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to:- (a) prohibit vehicles from entering or proceeding in that length of Harriotts Lane (D2584) Ashtead as extends from the eastern to the western boundary of the property known as “47 Harriotts Lane”; and (b) suspend “The Surrey County Council

Temporary Prohibition of Traffic Order 2025”
insofar as it relates to the road described in (a) above. Alternative route – Barnett Wood Lane, West Farm Avenue, Ottaways Lane and Harriotts Lane, or this route in reverse. This Order is required to enable Thames Water to facilitate a new service connection and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 15 December 2025 for 3 days between the hours of 7.30am and 5.00pm. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation for 24-hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.
Weare Street (D293) Capel
Temporary Prohibition of Traffic Order 2025
Further to the issue of a Notice under Section 14(2) of the Road Traffic Regulation Act 1984 (“the Act”), on 3 December 2025, Surrey County Council made the above-mentioned Temporary Traffic Order under Section 14(1) of the Act, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Weare Street (D293) Capel as extends from its junction with Coles Lane (B2126) to the access for the property known as “Russets”.
Alternative route – B2126 (Coles Lane), A29 (Stane Street) and Weare Street, or this route in reverse.
This Order is required to enable the Council to facilitate enable highways improvement and/or major highway maintenance and associated works. These works are anticipated to be carried out as soon as possible during period of operation of this Temporary Order that commences on 6 December 2025 until 31 January 2026. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner.
Norwood Hill Road (C57) Charlwood
Temporary Prohibition of Traffic Order (No.3) 2025
On 3 December 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984 the effect of which will be to; (a) prohibit vehicles from entering or proceeding in that length of Norwood Hill Road (C57) Charlwood as extends from its junction with Stan Hill (C21) and Pudding Lane (D327) and to its junction with Old Farm Close (X8232); and (b) Suspend “The Surrey County Council D330 Norwood Hill, Charlwood Temporary Prohibition of Traffic Order (No.2) 2025” insofar as it affects that length of road specified in part (a) of this Notice. Alternative Route: Tapners Road, Smalls Hill Road, Norwood Hill Road, Stan hill, Blanks Lane, Partridge Lane, Parkgate Road, Broad Lane, Shellwood Road, Bunce Common Road.
This Order is required to enable D & T Surfacing Limited to facilitate new ducting works and/or other associated works. These works are anticipated to be carried out over 3 days, between the hours of 8am and 8pm, during the 12-month period of operation of this Temporary Order that commences on 15 December 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times and access for pedestrians will be provided by a banksman on site. The Council are satisfied that, in accordance with Section 3(2)(a) and 3(2)(b) of the Act, vehicular access to and from premises within the length of road above, or accessible only therefrom, may be restricted in order to avoid danger to persons or other traffic using the road and/or for preventing the likelihood of any such danger arising.
Bones Lane (C66) Horne/Newchapel
Temporary Prohibition of Traffic Order 2025
On 3 December 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) and 15(8)(b) of the Road Traffic Regulation Act 1984 “the Act” (as amended) the effect of which will be to prohibit vehicles from entering or proceeding in that length of Bones Lane (C66) Horne/Newchapel which extends from its junction with Croydon Barn Lane to its junction East Park Lane. This Order is required to enable BT Openreach to facilitate pole replacement and/or cabling works. This Order is also required to enable Road Traffic Management Solutions to facilitate pole testing works. The Order will commence on 5 December 2025 for a period of 12 months and continues in force the provisions of a Notice issued on 2 December 2025 under Section 14(2) of the Act, namely “Surrey County Council Bones Lane (C66) Horne/Newchapel Temporary Prohibition of Traffic Notice 2025”. Advanced warning signs will be displayed and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties, will be maintained at all times as will access for pedestrians and dismounted cyclists. Alternative Route – Croydon Barn Lane, Brickhouse Lane and Bones Lane.
Schedule
From the eastern property boundary of “Stock Cottage” westwards for a distance of 100m. Works are anticipated to be carried out from 17/12/2025 until 18/12/2025, between 9am and 5pm.
Park Lane (D2628) Ashtead
Temporary Prohibition of Traffic Order (No.2) 2025
On 03 December 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Park Lane (D2628) Ashtead as extends from its junction with (D2628) Chalk Lane to its junction with (D2627) Oaken Coppice. Alternative Route: Park Lane, Farm Lane, Downs Road, Headley Road, Wilmerhatch Lane, Woodcote Side, (A24) Dorking Road, (A24) Epsom Road, and Park Lane, or this route in reverse. This Order is required to facilitate new electrical connection works for, or on behalf of UKPN. These works are anticipated to be carried out over 5 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 15 December 2025. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via road plates or the banksmen on site, as will access for pedestrians and dismounted cyclists.
Whitewood Lane (C71) South Godstone
Temporary Prohibition of Traffic Order 2025
On 03 December 2025 Surrey County Council made the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Whitewood Lane (C71) South Godstone as extends from its junction with (C65) Hornecourt Hill to its junction with (XZZ) Tedham Lane. Alternative Route: Whitewood Lane, Brickhouse Lane, Croydon Barn Lane, and Church Road, or this route in reverse. This Order is required to facilitate telecom pole testing works for, or on behalf of BT Openreach. These works are anticipated to be carried out over 1 day, between the hours of 9.30am and 3.30pm, during the 12-month period of operation of this Temporary Order that commences on 19 December 2025. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via the banksmen on site, as will access for pedestrians and dismounted cyclists.
Tilburstow Hill Road (D395) South Godstone
Temporary Prohibition of Traffic Order 2026
Surrey County Council propose to make the abovementioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Tilburstow Hill Road (D395) South Godstone as extends from its junction with Harts Lane (D396) to its junction with Terracotta Road (X34168).
Alternative route – Tilburstow Road, B2236 (Eastbourne Road) and A22 (Eastbourne Road), or this route in reverse. This Order is required to enable UKPN to facilitate a new service connection and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 26 January 2026 for 5 days between the hours of 8.00am and 6.00pm. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation for 24-hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, cyclists and equestrians will be maintained at all times.
Whyteleafe Road (C227) Caterham
Temporary Prohibition of Traffic Order 2026
Surrey County Council propose to make the abovementioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Whyteleafe Road (C227) Caterham as extends from its junction with Broad Walk (D1401) to its junction with Burntwood Lane (D1402).
Alternative route – Burntwood Lane, B2208 (Croydon Road) and B2030 (The Square, Station Avenue, Church Hill and Church Road), or this route in reverse.
This Order is required to enable Openreach to facilitate pole replacement and associated works. These works are anticipated to be carried out during the 12-month period of operation of this Temporary Order that commences on 23 January 2026 for 1 day between the hours of 9.30am and 3.30pm. Advanced warning signs will be displayed and the temporary closure, will only operate when the relevant traffic signs are displayed. Access for emergency services, residents, pedestrians, dismounted cyclists and dismounted equestrians will be maintained at all times.

Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of; (a) Headley Road (C55) Leatherhead as extends from its junction with (X15119) The Drive to its junction with (C55) Clay Lane; (b) Clay Lane (C55) Headley as extends from its junction with (C55) Headley Road to its junction with (C56) Tilley Lane; (c) Clay Lane (C56) Headley as extends from its junction with (C56) Tilley Lane to its junction with (C55) Hurst Lane; (d) Suspend “The Surrey County Council Clay Lane (C56) Headley Temporary Prohibition of Traffic Order 2025” in its entirety; (e) Suspend “The Surrey County Council Various Roads in Mole Valley Temporary Prohibition of Traffic Order (No.1) 2025” insofar as it affects the lengths of roads specified in this Notice. Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in that length of Randalls Road (A245) Leatherhead as extends from its junction with (D2540) Cleeve Road to its junction with (X2566) River Lane. Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) and 14(7) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of; (a) Ranelagh Road (D1265) Redhill, and; (b) Suspend “The Surrey County Council Ranelagh Road (D1265) Redhill Temporary Prohibition of Traffic Order 2025” in its entirety. Alternative Route: Elm Road, Whitepost Hill, Shrewsbury Road, and (A25) Hatchlands, or this route in reverse. This Order is required to carry out drainage utility works, for or on behalf of Hobart Paving Company. These works are anticipated to be carried out over 7 weeks, between the hours of 8am and 5pm, during the 12-month period of operation of this Order which will commence on 05 January 2026. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists.
Waterer Gardens (D1031) Burgh Heath
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984 the effect of which will be to prohibit vehicles from entering or proceeding in that length of Waterer Gardens (D1031) Burgh Heath as extends from a point in line with the common boundary between No.44 and No.45 Waterer Gardens to a point in line with the common boundary between No.52 and No.54 Waterer Gardens. This Order is required to facilitate mains water pipe replacement works for, or on behalf of SES Water. These works are anticipated to be carried out over 5 days, between the hours of 7.30am and 5.30pm, within the 12-month period of operation of this Order which will commence on 19 January 2026. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access for emergency service vehicles, pedestrians and dismounted cyclists will be maintained at all times. Due to the nature of the works, there will be no other vehicular access. No sole access will be affected by this closure. There is no alternative route for this closure.
Gravelly Hill (D1441) Caterham
Temporary Speed Limit Order 2025
Surrey County Council propose to make the above mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from driving or proceeding at a speed greater than 30 MPH in that length of Gravelly Hill (D1441) Caterham as extends from its junction with (D1442) Weald Way and for a distance of 600 metres along Gravelly Hill. This Temporary Speed Limit Order is required to facilitate cabling works, and a safe working zone for, or on behalf of UKPN. These works are anticipated to be carried out over 5 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Traffic Order which commences on 12 January 2026. Advanced warning signs will be displayed and the temporary speed limit, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. The speed limit imposed by this Order shall not apply to vehicles used by special forces in accordance with the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 or in respect of anything done with the permission or at the direction of a police constable in uniform or in accordance with any restriction or requirement indicated by traffic signs placed on the road by or on behalf of the Police.
Warwick Wold Road (D388) Merstham
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Warwick Wold Road (D388) Merstham. Alternative Route: Hilltop Lane, Springbottom Lane, White Hill Lane, Brewer Street, Sandy Lane, Pendell Road, and Bletchingley Road, or this route in reverse. This Order is required to facilitate mains water replacement works for, or on behalf of SES Water. These works are anticipated to be carried out over 9 weeks, between the hours of 7.30am and 4.30pm, during the 12-month period of operation of this Temporary Order that commences on 5 January 2026. Advanced warning signs will be displayed and the temporary closure, which is anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, via road plates, if required, as will access for pedestrians and dismounted cyclists.
Waterfield Drive (D1357) Warlingham
Temporary Prohibition of Traffic Order 2025
Surrey County Council propose to make the above mentioned Temporary Traffic Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to prohibit vehicles from entering or proceeding in the entire length of Waterfield Drive (D1357) Warlingham. This Order is required to facilitate utility works for, or on behalf of Circet UK. These works are anticipated to be carried out over 5 days, between the hours of 8am and 6pm, during the 12-month period of operation of this Temporary Order that commences on 22 January 2026. Advanced warning signs will be displayed, and the temporary closure will only operate when the relevant traffic signs are displayed. Access to premises within the affected length of road, including access by emergency service vehicles to these properties will be maintained at all times, as will access for pedestrians and dismounted cyclists. There is no alternative Route for this closure.
Various Roads in Horley
Temporary Traffic Management Order 2025
Surrey County Council propose to make the above-mentioned Temporary Order under Section 14(1) of the Road Traffic Regulation Act 1984, the effect of which will be to (a) prohibit vehicles from entering or proceeding in those lengths of road specified and described in the First Schedule to this Notice; and (b) suspend the Orders listed in the Second Schedule to this Notice in their entirety. This Order, which will commence on 01 January 2025 for a period of 18 months is required because works are being or are proposed to be executed on or near the said roads, to be carried out by or on behalf of Surrey County Council, including but not limited to: highways improvement works and/or resurfacing works and/or drainage infrastructure works and/or raised table installation works and/or and/or any other associated works. Works are anticipated to be carried out as soon as possible in seven separate phases. The details of the roads included in each phase is specified in the First Schedule to this Notice. For Phases 1 to 4 the working hours are anticipated to be between 8am and 6pm, for Phases 5 to 7 the working hours are anticipated to be between 8am and 6pm with occasional night works of between 8pm and 6am and occasional Saturday works between 9am and 1pm. Advanced warning signs will be displayed and the temporary closures, restrictions and suspensions, which are anticipated to be in operation 24 hours per day, will only operate when the relevant traffic signs are displayed. Any vehicle found to be obstructing the highway during these works will be removed to outside the limits of the works after all reasonable methods have been undertaken to identify and contact the vehicle’s owner. Access for pedestrians and dismounted cyclists will be maintained at all times. Vehicular access for residents and businesses and emergency service vehicles will be maintained only when safe to do so, if necessary, via the diversion routes.
First Schedule
Phase 1 – (1) that length of Lumley Road (D351) Horley as extends from its junction with (D353) High Street northwestwards for a distance of 25 metres. Alternative Route – Lumley Road, A23 Brighton Road, Albert Road and High Street or this same route in reverse; Phase 2 – (2) that length of Consort Way East (D1408) Horley as extends from its junction with (D353) High Street south-eastwards for a distance of 25 metres. Alternative Route – Consort Way East, Victoria Road, Consort Way, Albert Road, and High Street or this same route in reverse; Phase 3 – (3) that length of High Street (D353) Horley as extends from its junction with (D351) Lumley Road and (D1408) Consort Way East to its junction with (D352) Yattendon Road in any direction other than north-eastwards; (4) that length of Yattendon Road (D352) Horley was extends from its junction with (D353) High Street to a point in line with the common boundary between No.4 and No.5 Yattendon Road in any direction other than north-eastwards and northwards. Alternative Routes – (a) Yattendon Road, Oakwood Road, A23 Brighton Road, Albert Road, and High Street, or (b) Yattendon Road, Oakwood Road, A23 Brighton Road and Victoria Road; Phase 4 – (5) that length of Albert Road (D350) Horley as extends from the southern kerb-line of (D1048) Consort Way to its junction with (D353) High Street in any direction other than southwards. Alternative Route – Consort Way East, Victoria Road, and Consort Way; (6) that length of High Street (D353) Horley as extends from its junction with (D350) Albert Road to its junction with (D351) Lumley Road in any direction other than north-eastwards. Alternative Route – Consort Way East, Victoria Road, and Consort Way; Phase 5 – (7) that length of Albert Road (D350) Horley as extends from the southern kerb-line of (D1048) Consort Way to its junction with (D353) High Street. Alternative Route – Consort Way East, Victoria Road, and Consort Way or this same route in reverse; (8) that length of High Street (D353) Horley as extends from its junction with (D350) Albert Road to the western kerb-line of its junction with (D351) Lumley Road. Alternative Route – Consort Way East, Victoria Road, and Consort Way or this same route in reverse; Phase 6 – (9) that length of Albert Road (D350) Horley as extends from the southern kerb-line of (D1048) Consort Way to its junction with (D353) High Street. Alternative Route – Albert Road, Consort Way, and Victoria Road; (10) that length of High Street (D353) Horley as extends from its junction with (D350) Albert Road to a point 5 metres east of its junction with (D1408) Consort Way East.
