HYSBYSIR gyda hyn fod Cyngor Bwrdeistref Sirol Merthyr Tudful, drwy arfer ei bwerau o dan Adrannau 1(1) a 2(1) i (3) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (“y Ddeddfi (fel y’i diwygiwyd), a phob pŵer galluogol arall ac ar ôl ymgynghori â Phennaeth yr Heddlu yn unol â Rhan III o Atodlen 9 o’r Ddeddf wedi gwneud y Gorchymyn a ganlyn, fel y’i disgrifir isod.

Mae effaith y Gorchymyn fel a ganlyn: -

1. Ni chaiff unrhyw berson beri i unrhyw gerbyd aros ar unrhyw adeg ar hyd ac ar ochrau darnau o’r ffordd a bennir yn yr Atodlen isod.

2. Ni fydd unrhyw beth yn Erthygl 1 yn ei gwneud yn anghyfreithlon i gerbydau’r gwasanaeth brys aros ar y darnau o ffyrdd ac ochrau darnau o’r ffyrdd a bennir ‘yno’ ac i Ymarferwyr Meddygol a Milfeddygon ymweld â nhw tra “ar alwad”.

Caniateir i gerbydau aros at ddibenion casglu, disgyn, llwytho a dadlwytho, adeiladu a gwaith ffordd, ar gyfer cynnal a chadw, gwella, ailadeiladu, arolygu neu arolygu darnau ffyrdd ac ochrau darnau o ffyrdd a chynnal a chadw gwasanaethau hanfodol, priodasau, angladdau a dosbarthu pecynnau post gan gerbydau gwasanaeth Swyddfa’r Post. Caniateir i gerbydau pobl anabl sy’n arddangos y bathodyn personau anabl perthnasol aros am hyd at dair awr (gyda dychwelyd wedi’i wahardd o fewn awr).

3. Gellir gweld dogfennau sy’n rhoi manylion manylach am y Gorchymyn yng Nghyngor Bwrdeistref Sirol Merthyr Tudful, Uned 5, Parc Busnes Triongl, Pentrebach, Merthyr Tudful, CF48 4TQ.

4. Os oes unrhyw berson yn dymuno cwestiynu dilysrwydd y Gorchymyn, neu unrhyw un o’i ddarpariaethau ar y sail nad yw ef neu hwy o fewn y pwerau a roddir gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), neu fod unrhyw ofyniad o’r Ddeddf, neu offeryn a wneir heb gydymffurfio â hwy, caiff y person hwnnw o fewn chwech wythnos o’r dyddiad y gwneir y Gorchymyn, wneud cais i’r Uchel Lys ar gyfer y dibenion hyn. Gwnaed y Gorchymyn ar 26 Tachwedd 2025.

MERTHYR TYDFIL COUNTY BOROUGH COUNCIL
HEOLGERRIG, HEOLGERRIG, MERTHYR TYDFIL (PROHIBITION OF WAITING AT ANY TIME) ORDER 2025 

NOTICE is hereby given that Merthyr Tydfil County Borough Council in exercise of its powers under Sections 1(1) and 2(1) to (3) of the Road Traffic Regulation Act 1984 (“the Act”) (as amended), and all other enabling powers and after consultation with the Chief of Police in accordance with Part III of Schedule 9 of the Act has made the following Order, the general effect of which is described below.

The effect of the Order is as follows: -

1. No person shall cause any vehicle to wait at any time on the lengths and sides of lengths of road specified in the below Schedule. 

2. Nothing in Article 1 shall render it unlawful for emergency service vehicles to wait on the lengths of roads and sides of lengths of roads specified ‘therein’ and for Medical Practitioners and Veterinary Surgeons to visit while “on call”. Vehicles are allowed to wait for the purposes of boarding, alighting, loading and unloading, building and road works, for maintenance, improvement, reconstruction, inspection or survey of the lengths of roads and sides of lengths of roads and the maintenance of essential services, weddings, funerals and the delivery of postal packets by vehicles of the service of the Post Office. Disabled persons’ vehicles displaying the relevant disabled persons badge are allowed to wait for up to three hours (with a return prohibited within one hour).

3. Documents giving more detailed particulars of the Order can be viewed at Merthyr Tydfil County Borough Council, Unit 5, Triangle Business Park, Pentrebach, Merthyr Tydfil, CF48 4TQ.

4. If any person wishes to question the validity of the Order, or any of its provisions on the ground that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended), or that any requirement of the Act, or of any instrument made under it has not been complied with, that person may within six weeks from the date on which the Order is made, apply to the High Court for these purposes. The Order was made on 26th November 2025.
