Market Street, Cleethorpes - Restrictions on Movement

What is happening?

The North East Lincolnshire Borough Council
(Market Street, Cleethorpes) (Restrictions on Movement) (No.25-19B) Order 2025

Notice is hereby given that on 2nd December 2025 North East Lincolnshire Borough Council made the above Traffic Regulation Order under powers contained in the Road Traffic Regulation Act 1984 the effect of which will be to:

1. Introduce a one way direction of travel restriction along the following streets in Cleethorpes:
CROSS STREET - in a north-westerly direction only for its entire length
MARKET STREET - in a south westerly direction only for its entire length
SHORT STREET - in a north easterly direction only for its entire length

2. Introduce a "Goods Vehicle Weight Limit, Except for Access" restriction along the following streets in Cleethorpes:
CROSGROVE STREET - 3.5 tonnes for its entire length
DE LACY LANE - 3.5 tonnes for its entire length
CROSS STREET - 7.5 tonnes for its entire length
DOLPHIN STREET - 7.5 tonnes for its entire length
MARKET STREET - 7.5 tonnes for its entire length
MILL LANE - 7.5 tonnes for its entire length
OSBORNE STREET - 7.5 tonnes for its entire length
SHORT STREET - 7.5 tonnes for its entire length

3. Introduce a "Prohibition of Traffic Movement (Pedestrian Zone) - No Vehicles 10am to 6pm" restriction along the following street section in Cleethorpes:
MARKET STREET - From a point 2.8 metres south west of the extension of the south western kerbline of COSGROVE
STREET to a point 3.3 metres north east of the extension of the north eastern kerbline of CROSS STREET as measured along the centreline of the carriageway of MARKET STREET.

4. Introduce a "Prohibition of Traffic Movement - No Vehicles except for loading by goods vehicles and access to off-street premises" restriction along the following street sections in Cleethorpes:
MARKET STREET - The area of carriageway of MARKET STREET adjacent to it's south western and south eastern kerblines that provides vehicular loading and unloading access to the rear of the properties located at 25-29 ST PETER'S AVENUE and the off-street access to the properties at 49-51 MARKET STREET.

A copy of the proposed Traffic Regulation Order giving more detailed information The Order will come into force on the 1st October 2026.

A copy of the sealed Order which gives more detailed information including all Schedules and the Council's Statement of Reasons for introducing the Order are available via the North East Lincolnshire Council's Website by searching 'Advertised Traffic Regulation Orders'. The full website address is: https://www.nelincs.gov.uk/streetstravel- and-parking/traffic-and-road-safety/traffic-regulationorders/ Electronic copies can also be viewed on request at the Municipal Offices, Town Hall Square, Grimsby, during normal office hours.

If any person wishes to challenge the validity of the Order, or any provision contained in it, on the grounds that it is not within the powers conferred by the Act, or that any requirement of the Act or any instrument made under it has not been complied with may, within 6 weeks from the date on which the Order was made, apply for the purpose to the High Court.
