Winchester District - Proposed Changes to Off-Street Parking Orders and Regulations

NOTICE OF PROPOSALS FOR MAKING
TWO TRAFFIC REGULATION ORDERS AFFECTING THE DISTRICT OF
WINCHESTER CITY COUNCIL
The Proposed Orders:

1. The Winchester City (Greyfriars Car Park and Lower Brook Street Parking) (Revocation) Order 2026
Winchester City Council, with the consent of Hampshire County Council, proposes revoking The Hampshire (Various Roads Winchester) (Off Street Parking Places and Restriction of Waiting) Order 2016 in its entirety.
The effect of the Order’s revocation will be to:
• Remove Greyfriars car park from the Winchester Residents Controlled Parking Zone to allow only housing tenants of the Greyfriars residences to park their vehicles closer to their homes.
• Remove 5 parking spaces within the off street area in Lower Brook Street from the Winchester Residents Controlled Parking Zone to allow parking for housing tenants of nearby properties.
2. Winchester City (Off Street) Parking Places Order 2026
Winchester City Council, with the consent of Hampshire County Council, proposes making the above traffic regulation order which is intended to simplify and update the management of all City Council owned or managed car parks in the Winchester District. This includes the Park and Ride sites as well as off street car parks in Alresford, Wickham, Bishops Waltham and Denmead and car parks which are free to park in.
The effect of this order will be to consolidate The Winchester City (Off Street) Parking Order 2003 and its 11 variations, the Winchester City (Off Street) Parking Places Alresford Order 2009 and Winchester City (Off Street) Parking Places Alresford (No.2) Order 2012, the Winchester City (Off Street) Parking Places Order 2010 and the Winchester City (Barfield Close and St Catherine’s View) (Off Street Parking Places) Order 2003 and its two variations.
The new order will also:
• Update articles and definitions to reflect 2025 terminology and technology.
• Include Electric Vehicle Parking Places and associated articles.
• Include changes to weight limits of multi-storey car parks to take into account the weight of electric vehicles and current larger vehicles.
• Remove the Park & Ride RingGo Wallet discounted tickets, due to the supplier removing this product.
• Introduce no return within 4 hours for Alresford Station Car Park.
• Include proposed Variation 12 to The Winchester City (Off Street) Parking Order 2003 (yet to be made) reflecting the current opening hours of The Brooks Car Park.
