What is happening?

TRAFFIC ORDER PROPOSALS – 30 AND 40 MILES PER HOUR SPEED LIMIT ON ANDOVER ROAD / ANDOVER ROAD NORTH, HARESTOCK ROAD AND WELLHOUSE LANE, WINCHESTER
NOTICE IS HEREBY GIVEN that Hampshire County Council (“the Council”) proposes to make the above-mentioned Order, in exercise of its powers and duties under Sections 84 and 122 of the Road Traffic Regulation Act 1984 (“the Act”), Part IV of Schedule 9 to the Act, and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act and having discharged its duty under section 122 of the Act.
GENERAL NATURE AND EFFECTS OF THE ORDER: Will be to:
(i) implement 30 miles per hour speed limits as described below:
(a) B3420 Andover Road North / Andover Road between a point 61 metres north of its junction with Park Road and a point 120 metres north of its junction with Harestock Road, an approximate distance of 1,660 metres.
(b) Harestock Road between its junction with Andover Road North and a point 62 metres west of that junction.
(c) Wellhouse Lane between its junction with Winchester Avenue and a point 244 metres east of that point.
(ii) implement 40 miles per hour speed limits as described below:
(a) B3420 Andover Road North (southbound carriageway) between a point 120 metres north of its junction with Harestock Road and a point 400 metres further north.
(b) Wellhouse Lane between a point 244 metres east of its junction with Winchester Avenue and a point 460 metres south-west of its junction with School Lane, an approximate distance of 602 metres.

(i) Winchester Library, The Arc, Jewry Street, Winchester, SO23 8SB (Opening hours: Monday, Tuesday & Thursday – Saturday: 09.30 – 17.00; Wednesday: 09.30 – 13.30)
(ii) Winchester City Council, Colebrook Street, Winchester, SO23 9LJ (Opening hours: Monday – Friday 10.00 – 15.00
(iii) Hampshire County Council Headquarters, The Castle, Winchester, SO23 8UJ (Opening hours: Mondays to Thursdays 8.30 – 17.15; Fridays 8.30 – 16.45)

OBJECTIONS AND OTHER REPRESENTATIONS: All objections/other representations in respect of this proposal must be made in writing to The Castle, Winchester, SO23 8UD or email public.notices@hants.gov.uk quoting reference: C863b/KK, by Friday 2nd January 2026. All objections must state the grounds on which they are made. Under the requirements of current access to information legislation, any statement you make to the Council in response to this Notice may be made available to the press and to the public, who would be entitled to take copies of it if they so wished.
TITLE: The order, if made, will be known as “The Hampshire (Andover Road / Andover Road North, Harestock Road and Wellhouse Lane) (30, 40 and 50 Miles Per Hour Speed Limit) Order 2026.”
