RHODDIR HYSBYSIAD DRWY HYN bod y Cyngor fel yr Awdurdod Priffyrdd ar gyfer yr A48 Pen-y-bont ar Ogwr wrth arfer ei bwerau dan Adran 14(1) Deddf Rheoleiddio Traffig Ffyrdd 1984 (fel y’i diwygiwyd), a phob pŵer galluogi arall, heb fod yn llai na 7 diwrnod o ddyddiad yr Hysbysiad hwn, yn bwriadu creu Gorchymyn a fydd yn cyflwyno terfyn cyflymder is, sef 30mya, dros dro, fel a nodir yn yr atodlen isod. Mae'r Gorchymyn er diogelwch y cyhoedd fel modd i reoli traffig yn rhan o waith Cyngor Bwrdeistref Sirol Pen-y-bont ar Ogwr i wella priffyrdd. Daw'r Gorchymyn i rym ar 05/01/2026 a bydd yn parhau mewn grym tan 31/03/2026, neu nes bydd y gwaith wedi'i gwblhau, am hyd at 18 mis. 

Atodlen: A48, Pen-y-bont ar Ogwr - Ni chaiff neb beri i unrhyw gerbyd gael ei yrru ar gyflymder dros 30mya o Gylchfan Picton Court yr A48 ar hyd Ffordd Osgoi'r A48 o Gylchfan Picton Court i Gylchfan Ewenni, Pen-y-bont ar Ogwr, ac o Ffordd Osgoi'r A48 o Gylchfan Ewenni i Gylchfan Broadlands am bellter o oddeutu 285 metr. Bydd eithriad i'r Gorchymyn yn berthnasol i gerbydau sydd wedi'u heithrio fel y'u diffinnir isod. Yn yr Hysbysiad hwn ystyr "cerbyd wedi’i eithrio" yw: (a) unrhyw gerbyd a ddefnyddir gan y gwasanaethau brys at y dibenion a ddisgrifir yn adran 87 Deddf Rheoleiddio Traffig Ffyrdd 1984; (b) unrhyw gerbyd sy’n cael ei ddefnyddio at ddibenion y llynges, y fyddin neu’r awyrlu ac a yrrir gan rywun dros gyfnod y gorchymyn sy’n aelod o luoedd arfog y Goron neu'r lluoedd arbennig- (i) cerbyd sy’n ymateb, neu ymarfer ymateb, i argyfwng diogelwch gwladol gan berson a hyfforddwyd i yrru’n gyflym: neu (ii) at ddibenion hyfforddi rhywun sy’n gyrru cerbydau'n gyflym. Ystyr “lluoedd arbennig” yw unedau o’r lluoedd arfog, y mae cynnal eu galluoedd yn gyfrifoldeb i Gyfarwyddwr y Lluoedd Arbennig, neu sydd ar y pryd yn ddarostyngedig i awdurdod gweithredol y Cyfarwyddwr hwnnw. Nid oes angen llwybrau amgen ar gyfer cerbydau gan fod hwn yn gyfyngiad cyflymder dros dro. Dyddiedig: 04/12/2025

BRIDGEND COUNTY BOROUGH COUNCIL
(A48, BRIDGEND) (30MPH SPEED LIMIT) TEMPORARY TRAFFIC ORDER 2025

NOTICE IS HEREBY GIVEN that the Council as Traffic Authority for the A48, Bridgend, in exercise of its powers under Section 14(1) of the Road Traffic Regulation Act 1984 (as amended), and all other enabling powers, intends not less than 7 days from the date of this Notice to make an Order which will temporarily implement a reduced speed limit of 30mph as set out in the schedule below. The Order is necessary in the interests of public safety as a means to control traffic as part of Bridgend County Borough Council works to carry out highway improvement. The Order will come into force on 05/01/2026 to 31/03/2026, or until such time as the as the works have been completed, for a maximum period of 18 Months. 

Schedule: A48, Bridgend - No person shall cause any vehicle to be driven at a speed in excess of 30mph from A48 Picton Court Roundabout along A48 Bypass Road from Picton Court Roundabout to Ewenny Roundabout, Bridgend, and from A48 By-pass Road from Ewenny Roundabout to Broadlands Roundabout for a distance of approximately 285 metres. An exemption to the Order will apply to an exempted vehicle as defined below.

In this Notice “exempted vehicle” means: (a) any vehicle being used by the emergency services for the purposes described in section 87 of the Road Traffic Regulation Act 1984; (b) any vehicle being used for naval, military or air force purposes, and being driven by a person for the time being subject to the orders of the member of the armed forces of the Crown, who is a member of the special forces- (i) in response, or for practice in responding, to a national security emergency by a person who has been trained in driving at high speeds: or (ii) for the purposes of training a person in driving vehicles at high speeds. “Special Forces” means those units of the armed forces the maintenance of whose capabilities is the responsibility of the Director of Special Forces or which are for the time being subject to the operational command of that Director. There are no alternative routes for vehicles required as this is a temporary speed restriction. Dated: 04/12/2025
