Flintshire – Temporary Road and Footpath Closures, Waiting Restrictions, and Parking Enforcement Orders
What is happening?
NOTICE OF EXTENSION OF TEMPORARY PROHIBITION OF PEDESTRIANS ORDER ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14
FLINTSHIRE COUNTY COUNCIL (PUBLIC FOOTPATH NO. 38 IN THE COMMUNITY OF BUCKLEY) (TEMPORARY PROHIBITION OF PEDESTRIANS) ORDER 2022
The above Order came into force on the 9 December 2022 for a period of 6 months, until and including 9 June 2023, the order has since been extended with the approval of the Welsh Government until and including 7 December 2025.
Notice is now hereby given that the said Order made by Flintshire County Council on the 6 December 2022 is extended with the approval of the Welsh Government and will continue in force until and including 8 June 2026, or until works are completed, whichever is earlier.
The effect of the Order is that no person shall proceed in using that section of Public Footpath No.38 in the Community of Buckley from a point at NGR 326958 363512 for an approximate distance of 45 metres across the Wrexham to Bidston Railway Line to a point at NGR 328581 363474.
The reason for the continued closure is due to the likelihood of increased danger to members of the public using this route due to additional timetable services. The closure is on the grounds of safety whilst measures to permanently address the risks are progressed with associated works by Network Rail.
The alternative route available is an already existing level crossing approximately 100 metres south of the footpath closure.

PROHIBITION OF WAITING AT ANY TIME
Notice is hereby given that on the 25th November 2025, Flintshire County Council made an Order in exercise of its powers under the Road Traffic Regulation Act 1984, the Traffic Management Act 2004, Part IV of Schedule 9 and all other enabling powers, the effect of which will be to amend the Flintshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2013, so as to:
1. Introduce ‘No Waiting at Any Time’ restrictions:-
a. At the junction of Wepre Lane with Halkyn View, Connah’s Quay,
b. At the junction of Wepre Park with Richmond Road, Connah’s Quay,
c. At the junction of Wepre Lane with Ffordd Newydd, Connah’s Quay,
d. At the junction of Llwyni Drive with Ffordd Newydd, Connah’s Quay,
e. At the junction of Wepre Lane with Wepre Park, Connah’s Quay,
f. At the junction of Mountain View Close with Wepre Lane, Connah’s Quay,
g. At the junction of Wepre Park with Wepre Park Service Road, Connah’s Quay,
h. At various locations on both sides of Wepre Lane, Connah’s Quay,
i. At various locations on both sides of Stamford Way, Ewloe.
j. At various locations on both sides of Wepre Park, Connah’s Quay,
k. On both sides of Richmond Road in the vicinity of its junction with Wepre Park, Connah’s Quay.
l. At various locations on both sides of Ffordd Newydd, Connah’s Quay
In all other respects the present provisions of the “The Flintshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2013” will remain in force.

Flintshire County Council propose to make an Order in exercise of its powers under the Road Traffic Regulation Act 1984, the Traffic Management Act 2004, Part IV of Schedule 9 and all other enabling powers, the effect of which will be to amend The Flintshire County Council (Prohibition and Restriction of Waiting and Loading and Parking Places) (Civil Enforcement and Consolidation) Order 2013, so as to: -
