Cherwell District (Various Roads) - Prohibition and Restriction of Waiting and Permitted Parking
What is happening?

(PROHIBITION AND RESTRICTION OF WAITING AND
PERMITTED PARKING) (VARIATION NO.*) ORDER 20**
NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all enabling powers. The effect of the Order is to help better manage the demand for residents parking and to deter all day parking from commuters or visitors to the Hightown Road area of Banbury by introducing new & amending existing parking restrictions as follows:
1. Proposed parking places:
a) New ‘Residents permit holders parking only’ (Monday Saturday, 8am to 6pm) areas will be introduced on the entire lengths of Dexter Close, Foscote Rise, Green Lane, Lodge Close, Ridge Close, Valley Road, and Windmill Close, allowing permit holders to park on unrestricted parts of the highway. Outside of the permit hours of operation, non-permit holders will be free to park.
2. Proposed parking restrictions:
a) New ‘No Waiting at Any Time’ restriction (Double yellow lines) will be introduced in the area as follows:
i. Dexter Close – around the end of the cul-de-sac adjacent to Nos.10-16, and at its junction with Valley Road;
ii. Foscote Rise – around the ends of the cul-de-sacs, as well as on either side of the cul-de-sac junctions;
iii. Green Lane – around the ends of both cul-de-sacs adjacent to Nos.34-54, and Nos.62-66;
iv. Lodge Close – around the ends of both cul-de-sacs adjacent to Nos.22-46, and ‘Greenhill Court’, and at its junction with Valley Road;
v. Ridge Close – around the end of the cul-de-sac adjacent to Nos.9-14;
vi. Valley Road – around the end of the cul-de-sac adjacent to Nos.37-52, and also either side of its junctions with Dexter Close, Lodge Close, and Windmill Close. vii. Windmill Close – on the east side, adjacent to the hardstanding parking area, and at its junction with Valley Road.
b) Existing ‘No Waiting at Any Time’ (Double yellow lines) & ‘No Waiting Monday-Saturday, 8am to 6pm’ (single yellow lines) within the area will remain as currently marked on-the-ground.
3. Eligible properties:
Residents of Dexter Close, Foscote Rise, Green Lane, Hightown Road (even Nos.58-82 & odd No.39A), Lodge Close, Ridge Close, Valley Road, and Windmill Close (including ‘Greenhill Court’) will be able to apply for annual Residents and Visitors` Parking Permits, and a local identifier of ‘HR’ will be shown on permits and on road signage where restrictions apply.
4. Residents permits:
Will be limited to one per resident with a maximum of two permits per property. A resident may obtain a temporary permit for a replacement vehicle while their permanent vehicle is off the road.
5. Visitors permits:
Will be available for residents at the above eligible addresses, usually a maximum of 50 days’ worth of permits will be issued per year and provided in blocks of 25. A temporary resident will be entitled to 25 visitors permits.
6. Charges:
a) for residents permits per property will be £76 per annum. Visitors permits for residents aged 70 or over will be free of charge. For other residents the first block of 25 visitors permits will be free and the second block will be £31.50.
b) Contractors may apply for a permit to use a resident`s parking place at a charge of £31.50 for any period not exceeding a week.
7. Other Matters:
a) A permit may be withdrawn if found to be granted based on false information, or a permit has not been used in accordance with the provisions of the Order, where it has been abused, or where the agreed terms have not been complied with. This may result in suspension of eligibility for further permits.
b) Exemptions to the waiting restrictions and the restrictions on the use of parking places will include following exemptions: For disabled badge holders (maximum of three hours where there are ‘No Waiting’ restrictions are in force), Carers Permit holders, for loading and unloading, people boarding or alighting a vehicle, emergency services, universal service providers and vehicles being used in connection with road works and works to the utility services, and official funeral vehicles.
c) The Oxfordshire County Council (Various Roads – Cherwell District) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended, updating Map Tiles: ‘AT54’, ‘AT55’, ‘AU54’ & ‘AU55’ in the process.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the end of 09 January 2026. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public. 1. Proposed parking places:
a) New ‘Residents permit holders parking only’ (at all times) area will be introduced on the entire length of Gilkes Yard, allowing only permit holders to park on the unrestricted parts of the highway.
b) Three new ‘Residents permit holders parking only’ (at all times) parking bays will be introduced on the northern side of Broughton Road:
i) for 90 metres adjacent to Nos.40-78,
ii) for 24 metres adjacent to Nos.88-102, and
iii) for 115 metres adjacent to Nos.116-174.
2. Proposed parking restrictions:
a) New sections of ‘No Waiting at Any Time’ restriction (Double yellow lines) will be introduced on Broughton Road:
i) to extend the existing restrictions west of the junction with Gilkes Yard (adjacent to No.88) by 2 metres,
ii) for approx. 11.5 metres, adjacent to Nos.104-1144.
b) Any existing ‘No Waiting at Any Time’ (Double yellow lines) within the area will remain as currently marked on-the-ground.

Residents of the north side of Broughton Road (Even Nos.36176) & Gilkes Yard (all properties) will be able to apply for annual Residents and Visitors` Parking Permits, and a local identifier of ‘BR’ will be shown on permits and on road signage where restrictions apply.
