LONDON BOROUGH OF MERTON
PROPOSED MODIFICATIONS TO THE PEDESTRIAN CROSSING IN MORDEN ROAD NEAR ITS JUNCTION WITH DEER PARK GARDENS

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton, after consultation with the Commissioner of Police of the Metropolis and under powers conferred by section 23 of the Road Traffic Regulation Act 1984, to improve pedestrian safety, intend to upgrade the existing zebra crossing in Morden Road, near its junction with Deer Park Gardens into a signalised pedestrian crossing.

2. The pedestrian crossing will remain at its current location with an improved and widened refuge island.

3. A copy of this notice and a plan showing the location of the proposed crossing can be inspected during normal office hours on Monday to Friday at Merton Link, Merton Civic Centre, London Road, Morden, Surrey. Information is also available on Merton Council’s website at www.merton.gov.uk/mordenrd-pedx and will be updated as the scheme progresses.

4. Any persons desiring to comment on the proposals should send a statement in writing to the Environment, Civic Pride and Climate Department, Merton Civic Centre, London Road, Morden, SM4 5DX, or alternatively by email to

Traffic.andHighways@merton.gov.uk quoting reference ES/MORDENRD-PEDX no later than 19 December 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(EASTFIELDS ROAD AND GROVE ROAD, CR4)
(TEMPORARY RESTRICTION OF TRAFFIC)
(NO. 4) ORDER 2025

1. The London Borough of Merton Council hereby give notice that to facilitate the annual maintenance works at the Eastfields Road level crossing, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in Eastfields Road and Grove Road.

2. Whilst the works take place no person would:

(a) cause or permit any vehicle to enter, proceed or wait, including for the purpose of loading or unloading any vehicle, in:

(i) Eastfields Road, between its junction with Grove Road and a point 25 metres north-west of the level crossing in Eastfields Road; and

(ii) Grove Road, from its junction with Eastfields Road south-eastward for a distance of 13 metres; or

(b) enter or proceed on foot in the lengths of road specified in sub-paragraph 2(a) above.

3. The prohibition would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

4. Vehicular access to properties adjacent to the prohibited lengths of road would be maintained insofar as access is reasonably practicable without interference with the said works.

5. Pedestrian access to properties adjacent to the prohibited lengths of road would be maintained at all times.

6. Alternative routes for diverted traffic would be as follows:

(a) for vehicles from Grove Road, via Tamworth Lane, Cedars Avenue, Commonside East, Upper Green East, London Road, Raleigh Gardens, Holborn Way, London Road, Lock’s Lane and Eastfields Road;

(b) for vehicles from Eastfields Road, via Lock’s Lane, London Road, Upper Green West, Upper Green East, Commonside East, Cedars Avenue, Tamworth Lane and Grove Road;

(c) for pedestrians, via the adjacent footbridge.

7. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions.

8. Nothing in sub-paragraph 2(b) above would apply to persons connected with the execution of the works.

9. The Order would apply from 11pm on Saturday 13th December 2025 until 6am on Sunday 14th December 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(CHRISTCHURCH ROAD AND PRINCE GEORGE’S ROAD, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer cleaning and associated works in Christchurch Road and Prince George’s Road, SW19, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

2. During the works no person would cause or permit any vehicle to:–

(a) enter or proceed in:–

(i) Prince George’s Road, from its junction with Christchurch Road to its junction with Tandem Way; or

(ii) Christchurch Road, the southbound nearside lane, from its junction with Tandem Way to its junction with Western Road; or

(b) wait, including for the purpose of loading or unloading a vehicle, in the roads or lengths of road specified in paragraph 2(a) above.

3. Any designated parking place, situated in the roads or lengths of road specified in sub-paragraph 2(a) above would be suspended for the duration of the works in those roads or lengths of road.

4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Nothing in the Order would apply to:–

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes or

(d) any person requiring vehicular access to properties adjacent to the prohibited roads or lengths of road insofar as access is reasonably practicable without interference with the said works.

6. Vehicular traffic affected by the closure of Prince George’s Road should proceed by way of Tandem Way and Christchurch Road.

7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

8. The Order would come into force on Wednesday 17th December 2025 and it is expected that the works would be completed the following day. However, the Order would remain in force for a period of 3 months should further works be required.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)
LONDON BOROUGH OF MERTON
(POPLAR ROAD SOUTH, SW19)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The London Borough of Merton Council hereby give notice that to facilitate gas mains replacement works in Poplar Road South, they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said road.

2. During the works, no person would cause or permit any vehicles to wait, including for the purposes of loading or unloading any vehicle, in Poplar Road South, from its junction with Crown Lane northward to its junction with Craneligh Road.

3. Any designated parking place situated in the length of Poplar Road South specified in sub-paragraph 2 above would be suspended for the duration of the works. (Parking provision would be made for local residents directly affected by the works).

4. The restrictions and suspensions would apply only during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

5. Any vehicle that is in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

6. Nothing in the Order would apply to: -

(a) any vehicle being used in connection with the execution of the said works; or

(b) anything done with the permission or at the direction of a police officer in uniform or police community support officer in uniform; or

(c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

(d) any vehicle prevented from accessing adjacent properties due to the works.

7. The Order would come into operation on Monday 8th December 2025, with the works anticipated to be completed on 22nd December 2025. However, the Order would remain in force for a maximum period of 3 months and its provisions would be re-introduced during that period should further works be required.

(MONKLEIGH ROAD, SM4)
(TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

1. The London Borough of Merton Council hereby give notice that to facilitate sewer connections works in Monkleigh Road, SM4; they intend to make an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

2. During the works, no person would:–

(a) cause or permit any vehicle to enter or proceed in Monkleigh Road, between the common boundary of Nos. 59 and 61 Monkleigh Road and the common boundary of Nos. 63 and 65 Monkleigh Road; or

(b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the length of street specified in sub-paragraph (a) above; or

(c) enter or proceed on the eastern footway of the length of road specified in sub-paragraph (a) above.
