ZONE L

(Reference 25/050)

  1. The Council of the London Borough of Richmond upon Thames on 26 November 2025 made the above Orders under sections 6, 45, 46 and 49 of the Road Traffic Regulation Act 1984, as amended. The Orders will come into force on 1 December 2025.

  2. The general effect of the Parking Places Order will be to introduce a new Controlled Parking Zone, known as L, in lengths of the following roads: Augusta Road, Clarendon Crescent, Fielding Avenue, Fortescue Avenue, Fulwell Park Avenue, Hospital Bridge Road, Lisbon Avenue, Manoel Road, Mill Road, Portugal Gardens, Sixth Cross Road, Turner Avenue, and Twining Avenue. The Controlled Parking Zone will operate between 10am and 4.30pm Mondays to Fridays inclusive.

  3. The general effect of the Waiting and Loading Restriction Order will be to introduce waiting restrictions in various lengths of the roads within the zone, operating either at any time, or between 10am and 4.30pm on Mondays to Fridays inclusive. The Order also introduces single yellow lines operating between 7am and 10am and between 3pm and 6pm on Mondays to Fridays inclusive in Staines Road between its junctions with Manoel Road and Mill Road.

  4. Within the zone, there will be designated permit holder only parking places and permit parking areas where only vehicles which display a valid permit may park during the controlled hours, or shared use bays.

  5. Further details regarding the scheme: -

    (a) can be inspected, quoting Reference 25/050, at the

    Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; and

    (b) may be viewed on the Council’s web-site at

    http://www.richmond.gov.uk/public_notices 

  6. If any person wishes to question the validity of the Orders or of any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of the said Act of 1984 or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Orders were made, apply for the purpose to the High Court.

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 23

PROPOSED ZEBRA CROSSING

HAMPTON ROAD, TWICKENHAM

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames under powers conferred by Section 23 of the Road Traffic Regulation Act 1984 proposes to introduce a zebra crossing in Hampton Road, Twickenham.

The zebra crossing will be sited to the southwest of No. 144 Hampton Road, with the control area being from a point 14.5 metres south-west of the south-western kerb-line of Fourth Cross Road, south-westwards for a distance of 32 metres.

A drawing showing the proposed design will be available for public inspection for a period of 21 days from the date of this notice, quoting reference 25/225: –

(a) at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; or

(b) may be viewed on the Council’s web-site at

PROPOSED ZEBRA CROSSING

HANWORTH ROAD, WHITTON

NOTICE IS HEREBY GIVEN that the Council of the London Borough of Richmond upon Thames under powers conferred by Section 23 of the Road Traffic Regulation Act 1984 proposes to introduce a parallel zebra crossing in Hanworth Road, Whitton.

The zebra crossing will be sited to the southwest of No. 757 Hanworth Road, with the control area being from a point 2.35 metres north-east opposite the north-eastern boundary of 755 Hanworth Road, south-westwards for a distance of 43.5 metres.

A drawing showing the proposed design will be available for public inspection for a period of 21 days from the date of this notice, quoting reference 25/224: –

(a) at the Civic Centre (Central Reception, ground floor), 44 York Street, Twickenham between 9.15am and 5pm on Mondays to Fridays, except for Bank and other public holidays; or

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14 (1)

Temporary Road Closure

St Johns Road & Larkfield Road, Richmond

  1. The Council of the London Borough of Richmond upon Thames HEREBY GIVES NOTICE that to facilitate sewer cleansing works, they intend to make a temporary Traffic Order, the effect of which will be to introduce a temporary prohibition of traffic in Both St Johns Road and Larkfield Road, Richmond.

  2. Whilst the works take place no person shall cause or permit any vehicle to proceed, wait or stand in St Johns Road, Richmond from the junction with Church Road to the junction with Larkfield Road, both St Johns Road and Larkfield Road will become two way.

  3. There will be parking restrictions on the full length of both St Johns Road and Larkfield Road.

  4. Whilst the road is closed an alternative route for diverted traffic will be available via Larkfield Road, Church Road.

  5. The order will come into effect on 09 December 2025. These works are anticipated to be in progress on 09 December 2025 only. The order will remain in force for a period of 18 months, to allow for unexpected events and possible remedial works.

  6. The prohibitions apply only during such time and to such extent as indicated by prescribed traffic signs.

  7. Nothing in the Order applies to:

    (a) any vehicle being used in connection with the execution of the said works or any public service or utility vehicle;

    (b) anything done with the permission or at the direction of a police officer in uniform or a civil enforcement officer; or

    (c) any vehicle being used for Police, fire brigade or ambulance purposes.

  8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.
