Essex County Council
(Colchester City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) (Amendment No. 62) Order 2025

Notice is hereby given that the Essex County Council has made the above Order under sections 1(1), 2(1) to (3), 4(1), 4(2), 32(1), 35(1), 45, 46, 49, 53 and Parts III and IV of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended)

Effect of the Order:
1. To Revoke 'Residents Permit Parking Area C1' and Implement 'Disabled Badge Holders Only' bay restrictions on the following length of road in the City of Colchester

Road:
Fairfax Road
Description: SOUTH SIDE: From a point in line with the property boundary of 15 and 17 Fairfax Road, east for approximately 5 metres.

2. To Upgrade: 'Disabled Badge Holders Only' bays on the following lengths of road:

Road:
Devon Road
Description: SOUTHWEST SIDE: From a point in line with the western boundary of 32 Devon Road, west for approximately 2.5 metres (Length Approximately 5.5 metres).

Road: New Park Street
Description: EAST SIDE: From a point approximately 1 metre south of the northern boundary of 24 New Park Street, south for approximately 4.5 metres.

This Order will be incorporated into ‘The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting map tiles:

Date of operation: The Order will come into operation on 01 December 2025.

Application to the High Court: Anyone who wishes to question the validity of the Order or any of its provisions on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 (as amended), or that any requirement of the Act, or any instrument made under it, has not been complied with in relation to the Order, may, within six weeks from the date of the making of the Order apply to the High Court for this purpose. (Barn Hall Avenue, Colchester) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order (No.22) 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of road in the City of Colchester as specified in the schedule.

2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on the above length of road and those in the schedule for the duration of the closure to facilitate the works. Signs will be installed indicating when the No Waiting restriction will be in force.

The Essex County Council (Colchester Borough) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019" will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above lengths of roads only. All other restrictions and exemptions contained in the Consolidation Order and Amendments to that Order shall remain in force.

The works being undertaken will take place within an 18-month period from 4th December 2025 exact dates will be specified on One.Network. The roads will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion route will be signed for each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on site.

(Chapel Road/Moor Road, Langham) (Temporary Prohibition of Traffic) Order 2025

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:
1. To temporarily close that length of Chapel Road, Langham in the City of Colchester, from its junction with Moor Road for a distance of approximately 250m in a north westerly direction.

2. To temporarily close that length of Moor Road, Langham in the City of Colchester, from its junction with Chapel Road to its junction with High Street distance of approximately 350m.

The closures are scheduled to commence on 5th January 2026 for 40 days, or where stated on a valid permit (AD00366111975/3 & AD00366111975/4 – Anglian Water).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closures are required for the safety of the public and workforce while sewer maintenance works are undertaken by Anglian Water.

An alternative route is available via High Street, School Road, Wick Road, Park Lane and vice versa. (with access only into Moor Road and Chapel Road).

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Chitts Hill, West Bergholt) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Chitts Hill, West Bergholt/Colchester in the City of Colchester, from its junction with Cooks Lane for a distance of approximately 25m in a north westerly direction. The closure is scheduled to commence on 24th December 2025 for 1 night – (23:00 - 11:00), or where stated on a valid permit (KL735LTN1-49-41-241225A – Network Rail Infrastructure Ltd). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network.The closure is required for the safety of the public and workforce while level crossing beam replacement works are undertaken by Network Rail Infrastructure Ltd.

An alternative route is available via Chitts Hill, Newbridge Hill, Lexden Road, B1508, A134, A1341, A12, A1124, Halstead Road, Chitts Hill and vice versa.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Church Lane, Stanway) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Church Lane, Stanway in the City of Colchester, from a point approximately 550m south east from the south west junction at its junction with London Road for a distance of approximately 50m in a south easterly direction. The closure is scheduled to commence on 13th January 2026 for 2 days, or where stated on a valid permit (BC411002WGGFDP6W – Openreach).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while replacement pole works are undertaken by Openreach.

An alternative route is available via Church Lane, Plover Road, Western Approach, London Road and vice versa.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Dedham Road, Langham) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Dedham Road, Langham in the City of Colchester, from its junction with Low Lift Cottage for a distance of approximately 60m in a north easterly then south easterly direction. The closure is scheduled to commence on 12th January 2026 for 1 day, or where stated on a valid permit (BC008PLT3162528130032025 – Openreach).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing works are undertaken by Openreach.

An alternative route is available via Dedham Road, Straight Road, Boxted Road, A134, A12, Birchwood Road, Dedham Road and vice versa.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(East Lane, Dedham) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of East Lane, Dedham in the City of Colchester, from a point approximately 105m north east of its junction with Long Road East for a distance of approximately 20m in a north easterly direction. The closure is scheduled to commence on 5th January 2026 for 4 days, or where stated on a valid permit (MT00110288185 – Affinity Water).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while boundary box replacement works are undertaken by Affinity Water.

An alternative route is available via East Lane, Castle Hill, The Heath, Long Road East, East Lane and vice versa.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(East Street, Colchester) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of East Street, Colchester in the City of Colchester, from its junction with Greenstead Road to its junction with Moorside a distance of approximately 80m. The closure is scheduled to commence on 3rd January 2026 for 1 night (23:10 - 08:00) or where stated on a valid permit (KL735C0C-53-13-03012026 – Network Rail Infrastructure Ltd).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while overhead testing works are undertaken by Network Rail Infrastructure Ltd.

An alternative route is available via Harwich Road, Harwich Road Roundabout, St Andrews Avenue, Ipswich Road, East Street and vice versa.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Rectory Road, Langham) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Rectory Road, Langham in the City of Colchester, from a point approximately 300m south west of its junction with Dedham Road for a distance of approximately 60m in a south westerly direction. The closure is scheduled to commence on 12th January 2026 for 1 day, or where stated on a valid permit (BC008PLT3161076630032025 – Openreach).

The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole testing and tree cutting works are undertaken by Openreach.

An alternative route is available via Rectory Road, Whalebone Corner, Dedham Road, Greyhound Hill, School Road, Grove Hill, Nightingale Hill, Rectory Road and vice versa.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Roberts Road, Colchester) (Temporary Prohibition of Traffic & Introduction of a Clearway) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close that length of Roberts Road, Colchester, in the City of Colchester, from a point approximately 50m south west of its junction with Military Road for a distance of approximately 150m in a south westerly direction.

2. To temporarily introduce a ‘No Waiting, No Loading and No Stopping’ in the above length of road for the duration of the closure only.

The Essex County Council (Colchester) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions.

The Order will come into effect on 4th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

(Takeleys, Mount Bures) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Takeleys, Mount Bures in the City of Colchester, from its junction with Dowling Road and Fordham Road for a distance of approximately 145m in a north westerly direction. The closure is scheduled to commence on 6th January 2026 for 1 day, or where stated on a valid permit (BC411002WG3N697K – Openreach).

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close that length of Tog Lane, Great Horkesley in the City of Colchester, from a point approximately 730m south west then south east then south west from the north west of its junction with The Causeway for a distance of approximately 100m in a north westerly then south westerly direction. The closure is scheduled to commence on 22nd December 2025 for 2 days, or where stated on a valid permit (BC411001WGHP5F3F – Openreach).

Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order: To temporarily close those lengths of road in the City of Colchester, as detailed in the Schedule.

The works are scheduled to commence after 4th December 2025, as stated on a valid permit. The scheduled dates may vary for these works with appropriate signs showing and/or displayed on One.Network. Notice is hereby given that the Essex County Council intends, not less than seven days from the date of this notice, to make the above Order under section 14(1) of the Road Traffic Regulation Act 1984.

Effect of the order:

1. To temporarily close those lengths of road in the City of Colchester, as detailed in the Schedule.

2. To temporarily suspend the 7.5T weight restriction on that length of The Avenue/ The Cross/Colchester Road, Wivenhoe, from the junction of Rosabelle Avenue to the junction of Heath Road as detailed in “The Colchester Borough (Rectory Road Etc., Wivenhoe) (Weight Restriction) Order, 1984” for the duration of the closures only.
