Waltham Forest, Temporary Road Closures Due To Water Infrastructure Works
What is happening?

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
THE WALTHAM FOREST (TWL INFRASTRUCTURE WORKS) (CARLTON ROAD E17 AND ASHLEY ROAD E4) (TEMPORARY MEASURES) (NO. 1) ORDER 2025
The Council of the LBWF HEREBY GIVES NOTICE that on 27th November 2025 it made an Order to enable water infrastructure works, by M Group on behalf of Thames Water Utilities, to be carried out in a safe and efficient manner in various roads within the borough.
The general effect of the Order will be, only at such times and to such extent as regulatory signs are displayed, to prohibit vehicles from entering, proceeding, waiting or loading for any purpose, at “any time”, in:
a) Carlton Rd E17 – from its junction with Higham Hill Rd eastward for 14m
b) Ashley Rd E4 – from its junction with Westward Rd southwards to the common boundary of Nos. 5 and 7.
Vehicular access to properties affected by these temporary measures will be maintained wherever possible, subject to the extent and operation of the closures.
Whilst the prohibitions referred to above remain in force, advance warning signage and alternative routes for traffic shall be in place. Vehicles waiting or loading in disregard of the Order would be removed.
The restrictions mentioned above would not apply in relation to any vehicle being used:
(a) in connection with the said works; or
(b) for ambulance, fire brigade or police purposes (if the works allow).
The Order will come into operation on 11th December 2025 for a maximum period of 6 months or until the works are completed, whichever is the sooner (ref: TFS4ab(25))
NOTE: These works will not be carried out simultaneously in all roads but in a sequence as directed by the Council. Signage will be placed in advance of any works in the above-mentioned roads with updates for more specific details on the exact dates of the effects and of any temporary traffic management measures necessary. The works at Ashley Rd have been set for 1 month and Carlton Rd for 9 days. The order has been extended to allow for contingencies.
