Barclay Road - Revocation And Various Parking Restrictions

What is happening?

NOTICE OF MAKING
ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(BARCLAY ROAD, LONGRIDGE AND HALL LANE, ST MICHAELS, RIBBLE VALLEY AND WYRE BOROUGHS) (REVOCATION AND VARIOUS PARKING RESTRICTIONS (24-25 NO1C)) ORDER 2025

NOTICE IS HEREBY GIVEN that on 25 November 2025 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the "Lancashire County Council (Ribble Valley Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates Item (6)a) of Schedule 10.01.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Barclay Road, Longridge, the north west and north east side, from its junction with the centreline of Berry Lane for a distance of 111.5 metres in a south westerly then north westerly direction;
b) Barclay Road, Longridge, the south east side, from a point 58.5 metres south west of its junction with the centreline Berry Lane for a distance of 26 metres in a south westerly direction;
c) Barclay Road, Longridge, the south west side, from a point 99 metres south west then north west of its junction with the centreline of Berry Lane for a distance of 4 metres in a north westerly direction;
d) Barclay Road, Longridge, the south west and north west side, from a point 84.5 metres south west of its junction with the centreline of Berry Lane for a distance of 36 metres in a north easterly then north westerly direction.
3. Introduce a restriction of waiting between 8am and 6pm in Barclay Road, Longridge, the south east side, from a point 14.5 metres south west of its junction with the centreline of Berry Lane for a distance of 25 metres in a south westerly direction.
4. Introduce a prohibition of stopping on school keep clear markings Monday to Friday between 8am and 6pm in Hall Lane, St Michaels, the south side, from a point 74 metres east of its junction with the centreline of Blackpool Road for a distance of 25.56 metres in an easterly direction.
5. Introduce a goods vehicle loading bay in Barclay Road, Longridge, the south west side, from a point 73 metres south west then north west of its junction with the centreline of Berry Lane for a distance of 10 metres in a north westerly direction.
6. Introduce a disabled persons parking place in the following lengths of road:
a) Barclay Road, Longridge, the south west side, from a point 83 metres south west then north west of its junction with the centreline of Berry Lane for a distance of 7 metres in a north westerly direction;
b) Barclay Road, Longridge, the south west side, from a point 92 metres south west then north west of its junction with the centreline of Berry Lane for a distance of 7 metres in a north westerly direction.

This Order will come into force on the 05 December 2025. A copy of the Order, and all other relevant documents may be inspected during normal office hours at the offices of Wyre Borough Council, Civic Centre, Breck Road, Poulton-le-Fylde, FY6 7PU, and at the offices of Ribble Valley Borough Council, Council Offices, Church Walk, Clitheroe, BB7 2RA, and at the offices of The Director of Law and Governance, Lancashire County Council, County Hall, PO Box 100, Preston PR1 0LD, and on Lancashire County Councils Website

Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
