NOTICE OF PROPOSED ISSUE OF 10 NEW HACKNEY CARRIAGE VEHICLE LICENCES

NOTICE IS HEREBY GIVEN that Luton Borough Council invites written requests for an application pack from any person wishing to apply for one of 10 new Hackney Carriage Vehicle Licences to be issued.

There is a 2 stage process in relation to the issue of the additional Hackney Carriage Vehicle Licences. The first stage involves vehicle applications being checked in order to ascertain whether they comply with the criteria adopted by the Regulation Committee and set out below.
The second stage will consist of all applicants who appear to comply with the criteria as set out at stage one, their names being forwarded to an independent organisation, Civica (formerly the Electoral Reform Society), in order for them to undertake a random selection of 10 names. The proprietors who have been selected will then be issued with a Hackney Carriage Vehicle Licence provided they comply with the Council’s Hackney Carriage Policy and the criteria as adopted by the Regulation Committee. The criterion adopted by the Regulation Committee is as follows: -

The applicant must: -


1. Be a fit and proper person between the ages of 21 and 65 years and have held a full- authorised drivers licence issued by the DVLA for not less than 12 months.
2. Satisfy Luton Borough Council’s conviction policy in respect of Private Hire and Hackney Carriage Drivers i.e. have not more than 9 penalty points in respect of offences under the Road Traffic Acts, and/or any “unspent” Criminal Convictions, as set out in Luton Borough Council Minute 427/200 of 11th April 2000.
3. Give a written undertaking in the following terms: -
a) Undertake not to sell or transfer the Hackney Carriage Vehicle Licence within two years of
the licence being granted.
b) Undertake that the Hackney Carriage will ply for hire, within the district of Luton (not to service the private stands/ranks at the Stations or Airport for a period of three years from the licence being granted), during weekdays, at night-time and at weekends.
4. Confirm in writing that the applicant: -
a) is not an existing Hackney Carriage Proprietor or holder of a current Hackney Carriage Vehicle Licence issued by Luton Borough Council.
b) has not been the holder in the last two years of a Hackney Carriage Vehicle Licence issued
by Luton Borough Council.
5. Give a written undertaking that he/she will comply with Luton Borough Council’s Policies and
6. in particular comply with the following: -
a) provide a Hackney Carriage that satisfies the Council’s Policies in that it is a vehicle of the
same type and design as Hackney Carriages licensed to ply for hire in London by the Metropolitan Police (minutes 2263(91)/89 & 2656(94)/89) (Appendices 2 & 3), now the responsibility of Transport for London, i.e. a London type “Black Cab” or approved wheelchair-accessible vehicle as set out in Luton Borough Council Minute 796/96 of 16th May 1996, and is less than 12 months old when first licensed, Or
b) provide a copy of an order for a Hackney Carriage that satisfies the council’s Policies
(Appendix 2) in terms of access, manufacture and design, i.e. a London-type “Black Cab or
approved wheelchair-accessible vehicle as set out in Luton Borough Council Minute
534/96 of 16th May 1996, and is less than 12 months old when first licensed.

ALL COMPLETED APPLICATIONS SHOULD BE SUBMITTED ONLINE OR TO THE LICENSING SERVICE, TOWN HALL, LUTON, LU1 2BQ NO LATER THAN 4.00pm ON FRIDAY 2ND JANUARY 2026 NO LATE APPLICATIONS WILL BE ACCEPTED.
