What is happening?

REIGATE & BANSTEAD BOROUGH COUNCIL
THE BOROUGH OF REIGATE AND BANSTEAD (OFF-STREET PARKING PLACES) ORDER 2025

NOTICE IS HEREBY GIVEN that following the public consultation (8th May 2025 – 13th June 2025), Reigate & Banstead Borough Council made the Borough of Reigate and Banstead (Off-Street Parking Places) Order 2025 (“the 2025 Order”) on 24 November 2025, in exercise of its powers under Sections 32 and 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (“the 1984 Act”), the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations 1996 (“SI 1996/2489”) and the Road Traffic Act 1991 as amended by the Traffic Management Act 2004 and all other enabling powers. The general nature and effect of the 2025 Order is to maintain the provisions of the Borough of Reigate and Banstead (Off-Street Parking Places) Order 2024 and to:-

a) Inclusion of new car park based at Hearthstone Car Park, Portland Drive, Merstham, maximum period of waiting 2 hours no return within 3 hours. Disabled parking maximum waiting period 3 hours.

b) Inclusion of new car park based at Marketfield Way Service Yard, Marketfield Way, Redhill, only vehicle’s displaying a valid residents permit are permitted to park in designated bays & Loading bays maximum period of loading 40 minutes;

c) Introduction of new tariff within Donyngs Leisure Centre Car Park, Redhill;

d) Updated site plans for all car parks;

e) Varied all free car parks no return times (as set out in table 1 below);

f) revoke the Reigate and Banstead (Off-Street Parking Places) Order 2024.

Implementation date: The Borough of Reigate and Banstead (Off-Street Parking Places) Order 2025 will come into force on 01 December 2025.

Validity: If any person wishes to question the validity of the 2025 Order or any of its provisions on the grounds that they are not within the powers conferred by the 1984 Act as amended or on the grounds that any requirement of that Act or any instrument made under it has not been complied with that person may, within 6 weeks from the date on which the 2025 Order was made, apply for the purpose to the High Court.

Further details: Copies of the 2025 Order and other applicable documents may be inspected at the Reigate & Banstead Borough Council Offices, Town Hall, Castlefield Road, Reigate, Surrey, RH2 0SH on Mondays to Fridays between the hours of 10am and 4.00pm.
