Coastal Defence Scheme, Portsmouth - Traffic Restrictions

What is happening?

COASTAL DEFENCE SCHEME-FRONTAGE 3
PROPOSED TRAFFIC RESTRICTIONS

1. Notice is hereby given that the Portsmouth City Council proposes to make the following Orders under the Road Traffic Regulation Act 1984:
a) The Portsmouth City Council (Clarence Esplanade)(Waiting and Parking Restrictions) Order 2025
b) The Portsmouth City Council (Clarence Esplanade) (20mph Speed Limit) Order 2025.
c) The Portsmouth City Council (Clarence Esplanade)(One Way) Order 2025

2. The effect of the above Orders would be:
a) On the south side of Clarence Esplanade between Clarence Pier and the Blue Reef Aquarium:
(i) To reduce the length of the existing taxi rank near the Hovertravel terminal from 40 metres to 22 metres;
(ii) To extend the bus stop adjacent to Hovertravel by 5 metres, to accommodate two standard bus lengths;
(iii) To relocate and reduce the length of two bus stops located between the Rowing Club and the junction with Serpentine Way to 13 metres each;
(iv) To reduce the length of the existing loading bay outside the Hovertravel terminal from 40 metres to 20 metres;
(v) To reconfigure the existing "Pay & Display" parking places to provide approximately 69 echelon bays and a parallel parking bay 72 metres long, (accommodating approximately 13 cars)
(vi) To introduce "no waiting and no loading at any time" restrictions for approximately 150 metres centred on the Naval War Memorial
vii) To retain the existing number of Disabled Persons' Parking bays (seven bays outside the Chesapeake Monument just to the east of the Hovertravel Terminal, and four bays adjacent to the Trident memorial next to The Beach club restaurant)
b) On the north side of Clarence Esplanade between Clarence Pier and the Blue Reef Aquarium:
(i) To retain the existing "No waiting at any time" restrictions,and introduce a "no loading at any time" restriction for the entire length.
c) To introduce a 20mph speed limit on Clarence Esplanade from its junction with Serpentine Road to its junction with Pier road, and on Long Curtain Road for its entire length.
d) To introduce one way working for all traffic on Clarence Esplanade westbound from Serpentine Road to Clarence Pier, and clockwise on the gyratory west of The Esplanade Car Park.

3. The scheme would also introduce two new "Tiger" crossings (Zebra crossing with parallel cycle crossing) on Clarence Esplanade, one near the Hovertravel terminal and one near Blue Reef Aquarium.

Persons wishing to object to or make any other representation in relation to these proposals must do so by sending their representations to

or by post to the TRO Team, Portsmouth City Council, Civic Offices, Portsmouth PO1 2NE, quoting ref P016-24 within 21 days of the date of this Notice (i.e. by 19 December 2025), stating the grounds for the objection.
