  1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Merton propose to make the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.

  2. The general effect of the “Waiting and Loading Restriction” Orders would be to consolidate the waiting and loading restrictions for The Broadway, SW19, with minor amendments to better reflect the current on-site layout.

  3. A copy of the proposed Orders and other documents giving more detailed particulars of the Orders, can be inspected Mondays to Fridays during normal office hours at Merton Link, Merton Civic Centre, London Road, Morden.

  4. Any person desiring to make representations or to object to the proposed Order should send a statement in writing of their representations or objections and the grounds thereof, to the Environment, Civic Pride and Climate Department at the Merton Civic Centre, London Road, Morden SM4 5DX, or alternatively by email to trafficandhighways@merton.gov.uk

    quoting reference ES/BROADWAY25, no later than 12 December 2025.

ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)

LONDON BOROUGH OF MERTON

(BURLINGTON ROAD AND WEST BARNES LANE, KT3) (NO. 2) (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

  1. The London Borough of Merton Council hereby give notice that to facilitate signal and telecoms maintenance works at the northernmost level crossing on West Barnes Lane, they intend to make an Order, the effect of which would be to temporarily prohibit pedestrian and vehicular traffic in the said road and prohibit waiting by vehicles in Burlington Road.

  2. Whilst the works take place, no person would:

    (a) cause or permit any vehicle to enter or proceed in West Barnes Lane, between the eastern kerb-line of Burlington Road and the western kerb-line of Linkway;

    (b) cause or permit any vehicle to wait, including for the purposes of loading or unloading, in:

    (i) the length of West Barnes Lane specified in sub-paragraph (a) above;

    (ii) West Barnes Lane, both sides, between the northern building wall of No. 50 West Barnes Lane and its junction with Burlington Road;

    (iii) Burlington Road, both sides, between its junction with West Barnes Lane and the Burlington Road Tesco supermarket exit;

    (c) enter or proceed on foot in the length of West Barnes Lane specified in sub-paragraph (a) above.

  3. The restrictions would only apply during such times and to such extents as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

  4. Any vehicle in contravention of any waiting restrictions imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

  5. The alternative routes for:

    (a) vehicles affected by the road closure would be via Cannon Hill Lane and Burlington Road, or vice versa;

    (b) pedestrians affected by the road closure would be via the adjacent footbridge.

    1. Nothing in the Order would apply: –

      (a) to any person carrying out the works or any vehicle being used in connection with the execution of the said works;

      (b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

      (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

      (d) so as to prevent pedestrian or vehicular access to premises in or adjacent to the length of road specified in sub-paragraph 2(a) above.

    2. The Order would come into operation at 12.01am on Sunday 4th January 2026 and remain in force until 7.30am on 4th January 2026.

    ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

    LONDON BOROUGH OF MERTON

    (MITCHAM PARK, MITCHAM)

    (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

    1. The Council of the London Borough of Merton hereby give notice that to facilitate sewer works in Mitcham Park, Mitcham; they have made an Order, the effect of which will be to temporarily restrict vehicular traffic in the said road.

    2. During the works, no person will cause or permit any vehicle to:–

      (a) enter or proceed in Mitcham Park, between its junction with London Road and the common boundary of Nos. 102 and 104 Mitcham Park; or

      (b) wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above.

    3. Any designated parking place situated in the road or length or road specified in paragraph 2 above will be suspended for the duration of the works in that road or length of road.

    4. The restrictions will only apply during such times and to such extent as will from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

    5. Nothing in the Order will apply to:–

      (a) any vehicle being used in connection with the execution of the said works; or

      (b) anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

      (c) any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

      (d) any person requiring vehicular access to properties adjacent to the prohibited road or length of road insofar as access is reasonably practicable without interference with the said works.

    6. Vehicular traffic affected by the road closure should proceed using Mitcham Park, the south to north arm, Baron Grove, London Road and Lower Green West as required.

    7. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

    8. The Order will come into force on Wednesday 3rd December 2025 and it is anticipated that the works will be carried out that day. However, the Order will remain in force for a period of 3 months should further works be required.

    (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

    1. The Council of the London Borough of Merton hereby give notice that to facilitate water utility remedial works in Links Road, SW17, they have made an Order, the effect of which would be to temporarily restrict pedestrian and vehicular traffic in the said road.

    2. During the works no person would:–

      (a) cause or permit any vehicle to enter or proceed in Links Road, SW17, between its junction with London Road and its junction with Ascot Road;

      (b) cause or permit any vehicle to wait, including for the purpose of loading or unloading any vehicle, in the road or length of road specified in sub-paragraph (a) above;

      (c) enter or proceed on the northern footway of Links Road, between its junction with Ascot Road and its junction with Links Way.

    3. Any designated parking place situated in the length of Links Road specified in paragraph 2 above would be suspended for the duration of the works in that road or length of road.

    4. The restrictions would only apply during such times and to such extent as would from time to time be indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

    5. Nothing in the Order would apply: –

      (a) to any person engaged in or any vehicle being used in connection with the execution of the said works; or

      (b) to anything done with the permission or at the direction of a police constable in uniform or a police community support officer in uniform; or

      (c) to any vehicle being used for police, fire brigade or ambulance purposes, subject to site conditions; or

      (d) so as to prevent vehicular access to premises in or adjacent to the road or length of road specified in paragraph 2(a) above;

      (e) so as to prevent pedestrian access to premises adjacent to the length of footway specified in paragraph 2(c) above.

    6. Vehicular traffic affected by the road closure in Links Road should proceed via Streatham Road, Gorringe Park Avenue and London Road or vice-versa.

    7. Pedestrians affected by the footway closure should use the footway opposite.

    8. Any vehicle waiting in contravention of any restriction imposed by the Order may be removed under the provisions of the Removal and Disposal of Vehicles Regulations 1986.

    9. The Order would come into operation on Monday 1st December 2025 and it is anticipated that the works would be completed within 2 days. However, the Order would remain in force for a period of 3 months should further works be required.

      ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

      LONDON BOROUGH OF MERTON

      (CAMBRIDGE ROAD, OAKWOOD ROAD AND RICHMOND ROAD, SW20)

      (TEMPORARY RESTRICTION OF TRAFFIC) ORDER 2025

      1. The London Borough of Merton Council hereby give notice that to facilitate gas main replacement works in Cambridge Road, Oakwood Road and Richmond Road, SW20; they intend to make an Order, the effect of which would be to temporarily restrict vehicular traffic in the said roads.

      2. During the works, no person would cause or permit any vehicle to:–

        (a) enter or proceed in:–

        (i) Cambridge Road, from its junction with Coombe Lane to its junction with Panmuir Road; or
