EWELL ROAD, SURBITON
NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 17 November 2025 made the following Order:
The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 27) Experimental Order 2025 under section 9 and 124 (insofar as applicable) and all other powers thereunto enabling as of the Road Traffic Regulation Act 1984(c.27), as amended:
The general effect of the Order, which will come into force on 1 December 2025, will be to facilitate the introduction of experimental with-flow cycle lanes/routes on both sides of the carriageway in Ewell Road (between its junctions with Red Lion Road and King Charles Road and Douglas Road and Broomfield Road and in a section of Broomfield Road and Douglas Road, will be to in place of existing restrictions and parking bays amend and introduce the following:
(a) ‘at any time’ waiting and loading restrictions (double yellow lines and kerb blips) will apply in lengths of Ewell Road at its junctions with Broomfield Road, Derby Road, Douglas Road, King Charles Road and Red Lion Road;
(b) ‘at any time’ waiting restrictions (double yellow lines) and no loading restrictions (kerb blips) operating Monday to Saturday 7am to 10am and 4pm to 7pm will apply in lengths of Ewell Road outside No. 316 to 334, 336 to 356 and at its junction with Egmont Road;
(c) at any time waiting restrictions (double yellow lines) and no loading restrictions (kerb blips) operating Monday to Saturday 4pm to 7pm will apply in lengths of Ewell Road outside Nos. 313 to 325, 327 to 333, 337 to 343a and b, 343a and b to 343, 345a to 347, 349 to 351;
(d) waiting restrictions (single yellow lines) and no loading restrictions (kerb blips) operating Monday to Saturday 4pm to 7pm in Ewell Road outside Nos. 343a and b, 343 to 345a and 347;
(e) a limited time parking bay to operate throughout the week 8am to 6.30pm, maximum stay 2 hours, no return within 2 hours in Broomfield Road adjacent to No. 311 Ewell Road; and
(f) a limited time parking bay to operate throughout the week 8am to 6.30pm, maximum stay 1 hour, no return within 2 hours in Douglas Road adjacent to No. 308 Ewell Road.
In pursuance of section 10 of the Road Traffic Regulation Act 1984, a person authorised by the Royal Borough of Kingston upon Thames, may, if it appears essential in the interests of the expeditious, convenient and safe movement of traffic, or in the interests of the suitable and adequate parking facilities on the highway, or for improving the amenities of the area through which any road affected by this Order runs, and after consulting the Commissioner of Police of the Metropolis, modify or suspend any provision of this Order.
4. Copies of the Experimental Order, the Council’s Statement of Reason for making the Order and map schedules showing the location and the effects of the Order may be inspected as follows:-
(a) online from 1 December 2025 at https://consultation.appyway.com/kingston-upon-thames

(c) by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays)
5. Any person desiring to question the validity of the Order or of any provision contained thereon on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any relevant requirements thereof or any relevant regulations made thereunder have not been complied with in relation to the Order may, within six weeks from the date on which the Order was made, make application for the purpose to the High Court.
The Council will consider in due course whether the provisions of the Experimental Order should be continued in force indefinitely by means of an Order made under sections 6 and 124 (insofar as applicable) of the Road Traffic Regulation Act 1984.
6. Any person may make comments to the making of an Order for the purpose of such indefinite continuation within a period of six months of the beginning from the date on which the Experimental Order came into force, or if the Experimental Order is varied or modified, beginning with the date on which such variation or modification came into force.
