What is happening?

ROYAL BOROUGH OF KINGSTON UPON THAMES ROAD TRAFFIC REGULATION ACT 1984

1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 17 November 2025 made the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 30) Order 2025 under sections 6, 45, 46, 49 and 124 (insofar as applicable) and all other powers thereunto enabling as of the Road Traffic Regulation Act 1984, as amended -

2. The general effect of the Order will be to:-

(a) Introduce/extend/modify waiting restrictions operating 'at any time' (double yellow lines) in:-

(i) Barnsbury Lane, Surbiton opposite the access road to residential Garages

(ii) Queen Elizabeth Road, Kingston at its junction with Canbury Park Road

(iii) Dickerage Lane, New Malden opposite Nos. 1 and 2 Oak Cottage and Nos. 1 and 2 Holly Cottage

(iv) Gloster Road, New Malden at its junctions with Cleveland Road and Hill Cross Terrace

(v) North Parade, Chessington outside Nos. 3 to 7

(vi) Paragon Grove, Surbiton outside No. 32

(vii) Sussex Gardens, Chessington outside Nos. 11 to 25

(b) remove an existing length of waiting restrictions (single yellow line) and replace with shared use bay operating Monday to Saturday 8.30am to 6.30pm in:-

(i) Bearfield Road, Kingston outside Nos 30 and 32

(ii) Canbury Park Road, Kingston outside No. 122

(c) remove an existing length of waiting restrictions (single yellow line) and replace with residents only bay operating Monday to Saturday 8.30am to 6.30pm in Canbury Avenue, Kingston outside No. 24 to 26 and No. 59

(d) introduce a disabled persons parking place operating 'at any time' in

(i) Orchard Gardens, Kingston adjacent No. 1, Gosbury Hill Health

(ii) North Parade, Chessington outside No 11

Please be advised that the following proposals, which were originally published on 19 June 2025; are now under further consideration.

(a) to introduce/extend waiting restrictions operating 'at any time' (double yellow lines),

(i) Bakewell Way, New Malden in the turning head opposite No. 19 and opposite and adjacent No. 21

(ii) Gilders Road, Chessington outside No.1 to Milford Court

3. Copies of the Order, of the Council's Statement of Reasons for making the Order and map schedules showing the location and the effects of the Order may be inspected as follows:-

(a) online at https://streets.appyway.com/kingston-upon-thames selecting the road name and restriction as detailed 2(a), (b), (c) and (d) above

(b) Council libraries; or

(c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays);

4. If any person wishes to question the validity of this Order or any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984; or that any requirement of the said Act of 1984; or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
