What is happening?
ROYAL BOROUGH OF KINGSTON UPON THAMES
ROAD TRAFFIC REGULATION ACT 1984
1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kingston upon Thames on 17 November 2025 made the following Order The Kingston upon Thames (Parking, Waiting, Loading and Stopping Restrictions) (Amendment No. 31) Order 2025 under sections 6, 45, 46, 49 and 124 (insofar as applicable) and all other powers thereunto enabling as of the Road Traffic Regulation Act 1984 as amended –
2. The general effect of the Order will:-
(a) introduce/extend waiting restrictions operating ‘at any time’ (double yellow lines) in:-
(i) Alexandra Drive, Surbiton opposite Nos. 12 to 13
(ii) Berrylands Road, Surbiton outside Nos 47 to 51
(iii) Brown’s Road, Surbiton opposite No 55
(iv) Chiltern Drive, Surbiton outside Nos. 21, 23, 24 and 26
(v) Pine Gardens, Surbiton, at its junction with Chiltern Drive, Queens Drive and at its junction with Kings Drive and outside Nos. 69 to 73b
(vi) Pine Walk, Surbiton adjacent Nos 153 and 155 Raeburn Avenue and at its junction with Raeburn Avenue, Surbiton and Chiltern Drive Surbiton
(vii) Raeburn Avenue, Surbiton outside Nos 8 and 41 and Nos. 106 to 112
(viii) Surbiton Hill Park, Surbiton outside Nos 112 to 120 and outside Nos 207 to 211
(b) introduce waiting restrictions operating Monday to Saturday 7am to 7pm in Raeburn Avenue, Surbiton outside Nos. 221 to 223, 225 to 227 and 284 to 286 and 288 to 290
(c) convert existing waiting restrictions operating Monday to Saturday 8am to 6.30pm to waiting restrictions operating ‘at any time’ (double yellow lines) in
(i) Raeburn Avenue, Surbiton outside Nos. 1 to 1a
(ii) Douglas Road, Kingston adjacent No. 44
(iii) Waters Road, Kingston at its junction with Douglas Road, Kingston
3. Please be advised that the following proposals, which were originally published on 19 June 2025; are under further consideration.
(a) to introduce/extend waiting restrictions operating ‘at any time’ (double yellow lines), Hollyfield Road, Surbiton at its junction with King Charles Road, outside School Cottage and
(b) to introduce a free parking bay operating Monday to Saturday 8am to 6.30pm with a maximum stay of 1 hour no return within 2 hours in Hollyfield Road, Surbiton opposite Ivey House
4. Copies of the Order, of the Council’s Statement of Reasons for making the Order and map schedules showing the location and the effects of the Order may be inspected as follows:-
(a) online at https://streets.appyway.com/kingston-upon-thames
selecting the road name and restriction as detailed 2(a) (b) and (c) above
(b) Council libraries; or
(c) copies of the made Order can also be obtained by calling 020 8547 5000 (between 9am and 5pm Mondays to Fridays);
5. If any person wishes to question the validity of this Order or any of their provisions on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984; or that any requirement of the said Act of 1984; or of any instrument made under the said Act of 1984 has not been complied with, that person may, within 6 weeks from the date on which the Order were made, apply for the purpose to the High Court.
