CYNGOR BWRDEISTREF SIROL CASTELL-NEDD PORT TALBOT (COMMERCIAL STREET, WERN ROAD AND ZOAR ROAD, YSTALYFERA) (REVOCATION), (NO WAITING AT ANY TIME) (NO WAITING, LOADING AND UNLOADING AT ANY TIME) (LOADING ONLY) AND (LIMITED WAITING) ORDER 2025

NOTICE is given that the Council intends to make an Order under Sections 1, 2, 32, 35 and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984 (hereinafter referred to as “the Act of 1984”) and of all other powers them enabling and after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 of the Act of 1984, the effect of which is as set out in the Schedule below.

A copy of the draft Order, plan and statement of reasons can be inspected on the Council’s Internet Website https://www.npt.gov.uk/traffic-regulation-orders-tros.

Any objections should be submitted in writing, setting out the reasons thereof, to reach the Head of Engineering and Transport, The Quays, Baglan Energy Park SA11 2GG by 17th December 2025.

SCHEDULES

Schedule 1 - Revocation of Prohibition of Waiting at Any Time - Neath Port Talbot County Borough Council (Ystalyfera - Traffic Management) Order 1998

1.1 Commercial Street, Ystalyfera (North-West Side)
From a point in line with the northern kerbline of Gurnos Road for a distance of approximately 50 metres in a south westerly direction.

1.2 Commercial Street, Ystalyfera (North-West Side)
From a point in line with the south-east kerbline of Tirbach Road for a distance of approximately 35 metres in a north easterly direction.

1.3 Wern Road, Ystalyfera (North-West Side)
From a point approximately 23 metres southwest of the south western kerbline of Allt-y-Grug Road for a distance of approximately 35 metres in a south westerly direction.

Schedule 2 - Revocation of Monday to Saturday 8am to 6pm 30 minutes Loading only - Neath Port Talbot County Borough Council (Various Places) (Loading Only) Order 2007

2.1 Loading Only, Maximum Duration 30 Minutes Monday to Saturday 8am-6pm Wern Road, Ystalyfera - South East Side Between points approximately 60 metres and 70 metres south west of its junction with Darren Road.

Schedule 3 - Prohibition of Waiting at Any Time

3.1 Wern Road, Ystalyfera (North-West Side)
From a point approximately 23 metres southwest of its junction with the south western kerbline of Allt-y-Grug Road to a point approximately 75 metres southwest of its junction with the south western kerbline of Allt-y-Grug, for a distance of approximately 52 metres in
a south westerly direction.

3.2 Commercial Street, Ystalyfera (North-West Side)
From its junction with the south eastern kerbline of Tirbach Road to its junction with the north western kerbline of Gurnos Road for a distance of approximately 200 metres in a north easterly direction.

Schedule 4 - Prohibition of Waiting, Loading or Unloading at Any Time

4.1 Commercial Street, Ystalyfera (South-East Side)
From a point approximately 85 metres north east of its junction with the north eastern kerbline of Old Wern Road for a distance of approximately 10 metres in a north easterly direction.

4.2 Wern Road, Ystalyfera (South-East Side)
From its junction with the north western kerbline of Zoar Road for a distance of approximately 30 metres in a north easterly direction.

4.3 Zoar Road, Ystalyfera (North-West Side)
From its junction with the south eastern kerbline of Wern Road for a distanceof approximately 5 metres in a south easterly direction.

Schedule 5 - Loading Only 30 minutes Monday to Saturday 8am to 6pm

5.1 Wern Road, Ystalyfera (South-East Side)
From a point approximately 70 metres southwest of its junction with the western kerbline of Darren Road for a distance of approximately 6 metres in a south westerly direction.
