Southend-on-Sea - Temporary Road Closures and Parking Suspensions due to Better Queensway Project

What is happening?

SOUTHEND-ON-SEA CITY COUNCIL
ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
TEMPORARY PROHIBITION OF TRAFFIC,
BANNED TURNS, PARKING, STOPPING, WAITING,
LOADING AND UNLOADING ORDER 2025
VARIOUS ROADS FOR THE BETTER QUEENSWAY PROJECT

Notice is hereby given that Southend-on-Sea City Council intends, no less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

PLEASE NOTE THESE CLOSURES & PROHIBITION OF PARKING WILL BE COMPLETED IN PHASES AND MAY CHANGE SUBJECT TO OPERATIONAL NEEDS

The effect of the order will be to prohibit any vehicle from the following:

For the duration of the Better Queensway Project

1. Proceeding on Queensway (underpass) from Short Street to Warrior Square.

2. Porters Grange underpass (pedestrian subway) full closure.

Phase 1

1. Prohibition of traffic proceeding from Sutton Road to Southchurch Road (west) around Porters Grange Roundabout.

2. Prohibition of traffic proceeding from Sutton Road to Queensway Slip Road NW around Porters Grange Roundabout

3. Prohibition of traffic proceeding from Southchurch Road (east) to Sutton Road around Porters Grange Roundabout

4. Prohibition of traffic proceeding from Southchurch Road (east) to Southchurch Road (west) around Porters Grange Roundabout

5. Prohibition of traffic proceeding from Southchurch Road (east) to Queensway Slip Road NW around Porters Grange Roundabout

6. Prohibition of traffic proceeding from Queensway Slip Road SW to Sutton Road around Porters Grange Roundabout

7. Prohibition of traffic proceeding from Queensway Slip Road SW to Southchurch Road (east) around Porters Grange Roundabout

Phase 2

1. Entering Sutton Road (slip) from No 26 Sutton Road to its junction with Southchurch Road is prohibited.

2. Parking on Sutton Road (slip) from No 26 Sutton Road to its junction with Southchurch Road is suspended.

3. Entering and exiting Lancaster Gardens at its junction with Southchurch Road & Montague Building is prohibited except where access can be managed safely.

4. Parking on Lancaster Gardens from its junction with Southchurch Road to outside and opposite The Triangle is suspended.

5. Parking on Tyrrel Drive from its junction with Southchurch Road to outside & opposite No 6 Tyrrel Drive is suspended.

Phase 3

1. Proceeding on Sutton Road from Boscombe Road to its junctions with Porters Grange Roundabout & Southchurch Road is prohibited.

2. Parking on Sutton Road (slip) from No 26 Sutton Road to its junction with Southchurch Road is suspended.

Phase 4

1. Whitegate Subway will be closed to pedestrians with alternative pedestrian route signposted.

Please note during this period of works the below will also be implemented for a duration of 3 days, dates will be advertised with prior notice.

Queensway, Queensway Slip Road NW & Queensway Slip Road NE will be closed to traffic from its junction with Short Street & Chichester Road to Porters Grange Roundabout.

And banned left turn from Short Street into Queensway.

The closure is scheduled to commence from the 8th December 2025 until the 30th January 2027 or where appropriate signs are showing and weather permitting and maybe subject to operational adjustments.

The alternative routes will be via local traffic and diversion routes will be displayed on site to provide clear guidance to road users.

The Order will come into effect on 8th December 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.

The closure and suspensions are required for the safety of the public and workforce whilst Better Queensway project works takes place and to ensure safe working conditions throughout the construction period.

Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure where it is safe and feasible.

The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016.

Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
