CYCLEWAY C51 – ST. JOHN’S WOOD TO MARYLEBONE (SECTION B)
STAGE 2 ABERDEEN PLACE, ASHBRIDGE STREET, BOSCOBEL STREET, BROADLEY STREET, BROADLEY TERRACE, CUNNINGHAM PLACE, FRAMPTON STREET, LISSON GROVE, LYONS PLACE, NORTHWICK TERRACE, ORCHARDSON STREET, PENFOLD STREET AND PLYMPTON STREET
1. NOTICE IS HEREBY GIVEN that Westminster City Council proposes to make the following Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended:
• The City of Westminster (Parking Places) (B Zone) (Amendment No. *) Order 202*;
• The City of Westminster (Prescribed Routes) (No. *) Traffic Order 202*; and
• The City of Westminster (Waiting and Loading Restriction) (Amendment No. *) Order 202*.
2. The general effect of the Orders, in connection with the staged introduction of the St. John’s Wood to Marylebone Cycleway (C51), would be to:
(a) revise parking provisions and waiting and loading restrictions along the cycle route as set out in the Schedule to this Notice;
(b) introduce one-way working, with advisory contra-flow cycling, in:
(i) Broadley Terrace, between Lisson Grove and Harewood Avenue, in a north-eastbound direction;
(ii) Orchardson Street, between Penfold Street and Fisherton Street, in a north-eastbound direction; and
(iii) Penfold Street, between Frampton Street and Orchardson Street, in a north-westbound direction;
(c) introduce a mandatory contra-flow cycle lane on the north-west side of Broadley Street, between Penfold Street and Salisbury Street;
(d) introduce a “no entry” prohibition for vehicles, except pedal cycles, for that length of Orchardson Street that lies between the south-western kerb-line of Penfold Street and the north-eastern kerb-line of the access road leading to Wyatt House Car Park; and
(e) introduce a compulsory right turn for vehicles, except pedal cycles, from Penfold Street into Orchardson Street.
3. FURTHER NOTICE IS HEREBY GIVEN that Westminster City Council, in accordance with the provisions of section 23 of the Road Traffic Regulation Act 1984, intends to:
(a) introduce a “zebra” pedestrian / cycle crossing and associated zig-zag markings outside No. 81 Lisson Grove which would extend from a point 18.4 metres south-east of its junction with Broadley Street and continue north-westward across that junction to connect with the pedestrian crossing outside No. 95 Lisson Grove;
(b) amend the “zebra” pedestrian crossing outside No. 95 Lisson Grove to include a cycle crossing facility - the associated zig-zag markings on the south-eastbound approach would be shortened to 13.2 metres; and
(c) shorten the associated zig-zag markings for the “zebra” pedestrian crossing outside No. 63 Penfold Street to 17.4 metres on the north-westbound approach and to 13.1 metres on the south-eastbound approach.
4. The proposed Orders and other documents giving more detailed particulars of the Orders are available for inspection until six weeks have elapsed from the date on which either the Orders are made or the Council decides not to make the Orders at https://westminstertransportationservices.co.uk/notices and, in person by appointment only, at Westminster City Hall, 64 Victoria Street, London, SW1E 6QP, between 9.00 a.m. and 5.00 p.m. on Mondays to Fridays (except bank / public holidays). All objections must specify the grounds on which they are made.

Ashbridge Street both sides, at its junction with the north-western kerb-line of Broadley Street introduce “at any time” loading restrictions
Boscobel Street both sides, at its junction with Penfold Street introduce “at any time” loading restrictions the north-west side, opposite Venables Street introduce double yellow line “at any time” waiting and loading restrictions, replacing 16.4 metres of single yellow line waiting restrictions
Broadley Street both sides, at its junction with Penfold Street introduce “at any time” loading restrictions north-west side, between its junctions with Penfold Street and Lisson Grove introduce double yellow line “at any time” waiting and loading restrictions, replacing all parking places and waiting restrictions south-east side, outside Broadley Street Gardens extend the residents’ parking place nearest to Penfold Street north-eastward by 16.2 metres (3 spaces) and shorten the residents’ parking place nearest to Salisbury Street by 2.7 metres (1 space) south-east side, outside the pedestrian entrance to Broadley Street Gardens introduce “at any time” loading restrictions (8.4 metres) around a new kerb build-out situated between the residents’ parking places south-east side, outside Lyon House and adjacent to Whitfield House, Nos. 2-10 Salisbury Street introduce a 35.2 metre residents’ parking place (7 spaces) south-east side, outside Lyon House introduce a 33 metre pay-by-phone parking place (6 spaces) south-east side, outside Nos. 1 to 27 and adjacent to Nos. 5A-D Ashbridge Street introduce a 60-metre residents’ parking place (12 spaces)
Broadley Terrace both sides, at its junction with Lisson Grove introduce “at any time” loading restrictions
Cunningham Place south-west side, outside Nos. 11 to 18 change the orientation of the parking bays from echelon to perpendicular, resulting in an increase of 6 parking bays south-west side, at its junction with Aberdeen Place introduce “at any time” loading restrictions north-east side, outside Elmton Court shorten the residents’ parking place by 4.8 metres (1 space) at its south-eastern end north-east side, at its junction with Aberdeen Place extend the double yellow line “at any time” waiting restrictions north-westward by 4.8 metres
Frampton Street both sides, at its junction with Penfold Street introduce “at any time” loading restrictions
Lisson Grove north-east side, outside Nos. 104 to 110 combine two residents’ parking places to create one continuous bay of 29 metres (5 spaces) north-east side, outside Nos. 104 to 106 introduce double yellow line “at any time” waiting restrictions (21.1 metres) south-west side, outside Nos. 77 and 79 shorten the residents’ parking place by 4.3 metres (1 space) at its north-western end
Lyons Place north-east side, at its junction with Aberdeen Place introduce “at any time” loading restrictions
