Sylwch fod Cyngor Bwrdeistref Sirol Blaenau Gwent, wrth arfer ei bwerau o dan adrannau 32 (1) a 35 (1) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984, a phob pŵer galluogi arall, ac ar ôl ymgynghori â Phrif Swyddog yr Heddlu, wedi gwneud y gorchymyn uchod ar 27 Tachwedd 2025.

Effaith y gorchymyn fydd dirymu darn o linellau melyn sengl a dwbl. Mae’r cyngor o’r farn y byddai’r gorchymyn i gael gwared ar y llinellau melyn sengl a dwbl lle nad oes eu hangen mwyach yn darparu parcio ychwanegol heb gyfyngiadau i drigolion yn yr ardal.

Daw’r gorchymyn hwn i rym ar y 4 diwrnod hwn o Rhagfyr 2025 a gellir cyfeirio ato fel Gorchymyn Gorfodi Parcio Sifil a Chydgrynhoi Cyngor Bwrdeistref Sirol Blaenau Gwent (Gwahardd a Chyfyngu ar Aros a Llywtho a Mannau Parcio ar y Stryd) 2019 (Rhif Diwygio 19).

Mae’r gorchymyn a map sy’n dangos y ffyrdd yr effeithir arnynt ar gael ar wefan Cyngor Bwrdeistref Sirol Blaenau Gwent.

Os ydych chi am herio dilysrwydd y gorchymyn, neu unrhyw ddarpariaeth sydd ynddo, ar y sail nad yw o fewn y pwerau a roddir gan Ddeddf Rheoleiddio Traffig Ffyrdd 1984, neu ar y sail na chydymffurfiwyd ag unrhyw un o ofynion y Ddeddf honno neu unrhyw offeryn a wnaed oddi tani mewn perthynas â’r gorchymyn, gallwch, o fewn chwe wythnos o 27 Tachwedd 2025, wneud cais i’r Uchel Lys at y diben hwn.

ROAD AND TRAFFIC REGULATION ACT 1984
(PROHIBITION and RESTRICTION OF WAITING and LOADING and ON-STREET PARKING PLACES) CIVIL PARKING ENFORCEMENT and CONSOLIDATION ORDER 2019 (AMENDMENT NO. 19)

Take notice that the Blaenau Gwent County Borough Council in exercise of their powers under Sections 32 (1) and 35 (1) of the Road Traffic Regulation Act 1984, and all other enabling powers and after consultation with the Chief Officer of Police have on 27th November 2025 made the above Order.

The effect of the Order will revoke a length of single and double yellow lines. The council considers that the Order to remove the single and double yellow lines where the need no longer exists, would provide additional unrestricted parking to residents in the area.

This order shall come into operation on the 4th day of December 2025 and may be cited as the Blaenau Gwent County Borough Council (Prohibition and Restriction of Waiting and Loading and On-Street Parking Places) Civil Parking Enforcement and Consolidation Order 2019 (Amendment No. 19).

The Order and a map showing the affected road are available on the Blaenau Gwent County Borough Council website.

If you wish to question the validity of the Order, or of any provision contained in it, on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act or of any instrument made under it has not been complied with in relation to the Order, you may, within six weeks from 27 November 2025 apply to the High Court for this purpose.
