The Brent (Waiting And Loading Restriction) (Amendment No. 653) Order 2025 The Brent (Wembley Stadium Area) (Waiting And Loading Restriction) (No. 1, 2012) (Amendment No. 2) Order 2025
1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Brent on 17th November 2025 made the above-mentioned Orders under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended by section 8 of and Part 1 of Schedule 5 to the Local Government Act 1985, the Parking Acts of 1986 and 1989 and the Traffic Management Act 2004.
2. The general effect of the 'Waiting and Loading Restriction' Order will be further to amend the Brent (Waiting and Loading Restriction) Order 1979, so that:-
(a) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited at any time in the lengths of streets specified in Schedule 1 to this Notice;
(b) waiting by vehicles (otherwise than for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited in the times and in the lengths of streets specified in Schedule 2 to this Notice;
(c) waiting by vehicles (for the purpose of delivering or collecting goods or loading or unloading a vehicle) will be prohibited in the times and in the lengths of street specified in Schedule 3 to this Notice;
(d) waiting by vehicles for the purpose of delivering or collecting goods or loading or unloading a vehicle for a period of more than 40 minutes in the same place will be prohibited at the times and in the lengths of streets specified in Schedules 1 and 2 to this Notice;
(e) the sale or offer for sale of goods from a vehicle will be prohibited (except on Sundays) in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice, unless there is in force a valid licence issued by the Brent Borough Council or the goods are immediately taken into or delivered at premises adjacent to the vehicle from which the sale is effected;
(f) the use of any vehicle or of any animal or the wearing of fancy dress or other costume, wholly or mainly for the purpose of advertising will be prohibited in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice;
(g) any existing prohibition on the waiting by vehicles, the sale or offer for sale of goods from a vehicle or the use of any vehicle or animal or the wearing of fancy dress or other costume wholly or mainly for the purpose of advertising in the lengths of streets specified in Schedules 1 to 3 inclusive to this Notice will be revoked.
3. The prohibitions referred to in sub-paragraphs 2(a) to (d) inclusive above will not apply in respect of anything done with the permission or at the direction of a police constable in uniform or in certain circumstances, e.g., the picking up or setting down of passengers; the carrying out of statutory powers or duties; the taking in of petrol, etc., from roadside petrol stations; to licensed street traders, etc. The usual exemption relating to vehicles displaying a disabled person's "Blue Badge" will apply.
4. Copies of the Orders, which will come into operation on 1st December 2025, of maps of the relevant areas and of the above-mentioned Orders of 1979 and 2012 (and of any Orders which have amended those Orders) can be requested via email during normal office hours on Mondays to Fridays inclusive until the end of six weeks from the date on which the Orders were made at: trafficorders@brent.gov.uk.
5. Any person desiring to question the validity of any of the Orders or of any provision contained therein on the grounds that it is not within the relevant powers of the Road Traffic Regulation Act 1984 or that any of the relevant requirements thereof or of any relevant regulations made thereunder has not been complied with in relation to any of the Orders may, within six weeks of the date on which the Orders were made, make application for the purpose to the High Court.

Waiting restrictions (At any time)
Acacia Avenue
(a) the north-west side, between St John's Road and 6 metres south-west of St John's Road;
(b) the south-east side, between St Johns Road and 7 metres south-west of St John's Road.
Boycroft Avenue, the west side, between 1 metres south of Nos. 29 and 31 Boycroft Avenue and Nos. 35 and 37 Boycroft Avenue.
Clarendon Gardens
(a) the north-east side, between 10 metres south-east of Pembroke Road and 4.5 metres north-west of the north-western boundary of No. 90 Clarendon Gardens;
(b) the south-west side, between a point opposite the south-western boundary of No. 117 Clarendon Gardens and a point 10.00 metres south-east of the south-eastern kerb-line of Pembroke Road;
Kenton Road, the south-west side, between 10 metres north-west of Salehurst Close and 10 metres south-east of Salehurst Close.
Kinross Close
(a) the north-west side, between Kenton Road and 10.4 metres south-west of Kenton Road;
(b) the south-east side, between Kenton Road and 13.4 metres south-west of Kenton Road.
Llanover Road, the north-east side, between Nos. 73 and 75 Llanover Road and 2 metres north-west of the south-eastern boundary of No. 98 Llanover Road.
Manor Drive, the south-east side, between Nos. 5 and 7 Manor Drive and 2 metres north-east of Nos. 5 and 7 Manor Drive.
Regal Way, the north-east side, between 2 metres north-west of Nos. 86 and 88 Regal Way and 2 metres south-east of Nos. 96 and 98 Regal Way.
Salehurst Close
(a) the north-west side, between Kenton Road and 13.5 metres south of Kenton Road;
(b) the south-east side, between Kenton Road and 12.7 metres south of Kenton Road.

Stewart Close, between Boycroft Avenue and the north-eastern building wall of No. 33 Boycroft Avenue.

Waiting restrictions (7.00 a.m. to 7.00 p.m. on Mondays to Sundays and 7.00 a.m. to midnight on event days)
Clarendon Gardens, the south-west side
(a) between Nos. 72 and 74 Clarendon Gardens and 10 metres south-east of Meadow Way;
(b) between 10 metres north-west of Meadow Way and the south-western boundary of No. 117 Clarendon Gardens.
Waiting restrictions (7.00 a.m. to 9.30 a.m. and 2.00 p.m. to 4.00 p.m. on Mondays to Fridays)
Lindsay Drive, between 10 metres north-east of Regal Way and the carriageway immediately surrounding the roundabout island site situated at the junctions of Falcon Way and Imperial Way.

Loading restrictions (7.00 a.m. to 7.00 p.m. on Mondays to Sundays)
Empire Way, the north-west side, from 43 metres north-east of Engineers Way to 13 metres south-west of the south-western wall of No. 16 Empire Parade, Empire Way.
