Speed Cushions – Glebe Road, Chelmsford
Notice is hereby given that the Essex County Council proposes to make the above Order under sections 1(1), 2(1) to (3), 3(2), 4(1), 4(2), 32(1), 35(1), 45, 46, 47, 49, 53, and Part IV and Part III of Schedule 9 of the Road Traffic Regulation Act 1984 (as amended), and Section 90(A-F) of the Highways Act 1980.
Effect of the order:
1. To Revoke: ‘No Waiting at Any Time’ Restrictions
Road Description
Marconi Road North Side: From its junction with Glebe Road, east for approximately 18 metres.
South Side: From its junction with Glebe Road, east for approximately 22 metres.
Access Road on Marconi Road
North Side: From its junction with Marconi Road, east for approximately 10 metres.
East Side: From its junction with Marconi Road, south for approximately 18 metres.
2. To Implement: ‘No Waiting at Any Time’ Restrictions
Road Description
Marconi Road North Side: From its junction with Glebe Road, east for approximately 17 metres.
South Side: From its junction with Glebe Road, east for approximately 23 metres.
Glebe Road East Side:
(i) From its junction with Marconi Road, south for approximately 18 metres.
(ii) From its junction with Glebe Road New Access Road, south for approximately 6 metres.
North Side: From its junction with Glebe Road New Access Road, east for approximately 5 metres.
Glebe Road New Access Road
North Side: From its junction with Glebe Road, east for approximately 26 metres.
South Side: From its junction with Glebe Road, east for approximately 17 metres.
3. To Realign: ‘‘No Waiting Mon-Sat 8am-6pm’ Restrictions
Road Description
Glebe Road North Side: From a point approximately 2.5 metres southeast of the boundary of property numbers 3 and 4 Glebe Road, northwest for approximately 9 metres.
This Order will be incorporated into ‘The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On-Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019’ by substituting Map Tile: TL705 072 Revision 1 or 2 to Revision 2 or 3.
Under Section 90(A-F) of the Highways Act 1980, The Essex County Council proposes to install Speed Cushions on Glebe Road, Chelmsford, as detailed below.
4. To Implement: ‘Speed Cushions’.
Road Description
Glebe Road
(i) From a point approximately 55 metres south of its junction with Marconi Road.
(ii) From a point approximately 107 metres south of its junction with Marconi Road.
Each cushion is approximately 3.5 metres in length, approximately 75mm in height, and a gradient of approximately 1 in 10 max.

(Footpath 30. Margaretting) (Temporary Prohibition of Use) Order 2025
Further to notice: Under section 14(2) of the Road Traffic Regulation Act 1984 (as amended), which commenced on 15 October 2025 and 5 November 2025.
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close Footpath 30, Margaretting in the City of Chelmsford, from its junction of Footpath 32 southeast for approximately 534 metres to its junction with Footpath 36.
The closure is scheduled to commence on 26 November 2025 to 26 May 2026, weather permitting, or where appropriate signs are showing and is required for the safety of the public due to erosion of the footpath adjacent to a watercourse. The work to make it safe will be programmed in due course.
Alternative route: Footpath 39, Bridleway 40, Footpath 36 and vice versa.
The Order will come into effect 26 November 2025 and may continue in force for 6 months, or until the footpath has been made safe, whichever is the earlier.
(Baker Street, Chelmsford) (Temporary Prohibition of Traffic) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Baker Street, Chelmsford in the City of Chelmsford, from a point approximately 50m south west of its junction with New Writtle Street for a distance of approximately 15m in a south westerly direction. The closure is scheduled to commence on 15th December 2025 for 3 days, or where stated on a valid permit (EN014M148626 – Essex And Suffolk Water). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while replacement of boundary box works are undertaken by Essex And Suffolk Water.
An alternative route is available via Lower Anchor Street, New London Road, New Writtle Street and vice versa.
The Order will come into effect on 27th November 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Broomfield Road, Broomfield) (Temporary Closure of Cycle Lane) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of Broomfield Road, Broomfield (Cycle Lane) in City of Chelmsford, from a point approximately 10m south west of its junction with Second Avenue for a distance of approximately 30m in a south westerly direction. The cycle lane closure is scheduled to commence on 1st December 2025 for 5 days, or where stated on a valid permit (EP0222980230 – Stour Valley TM). The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The cycle lane closure is required for the safety of the public and workforce while drop kerb works are undertaken by Stour Valley TM.
An alternative route is available via B1008.
The Order will come into effect on 27th November 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Dixon Avenue, Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close that length of road in the City of Chelmsford as specified in the schedule.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on that length of road specified in the schedule. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
“The Essex County Council (Chelmsford City) (Prohibition of Waiting, Loading and Stopping) and (On Street Parking Places) (Civil Enforcement Area) Consolidation Order 2019” will be temporarily amended to include the temporary ‘No Waiting, No Loading and No Stopping at Any Time’ restriction and suspend any existing parking and waiting restrictions on the above length of road only. All other restrictions and exemptions contained in the aforementioned Order and Amendments to that Order shall remain in force.
The works being undertaken will take place within an 18-month period from 27th November 2025 exact dates will be specified on One.Network. The road will be closed to facilitate each phase of works and then re-opened to the public. Access will be maintained for emergency services. Diversion routes will be signed at each location and residents will be informed of the dates of each phase via letter/leaflet drop and advanced warning signs on the roads.

Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order: To temporarily close that length of South Hanningfield Road, South Hanningfield in the City of Chelmsford, from a point approximately 420m south west of its junction with Middlemead for a distance of approximately 100m in a south westerly direction. The closure is scheduled to commence on 18th December 2025 for 2 days, or where stated on a valid permit (BC411001WG7LHP5V – Openreach).
The scheduled dates may vary for these works with appropriate signs showing and/or displayed on one.network. The closure is required for the safety of the public and workforce while pole replacement works are undertaken by Openreach.
An alternative route is available via: South Hanningfield Road, Hawkswood Road, Brock Hill, Church End Lane, A132, B1012, B1418, Priory Road, Bicknacre Road, The Tye, Main Road, East Hanningfield Road, Main Road, South Hanningfield Road and vice versa.
The Order will come into effect on 27th November 2025 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
(Various Roads, City of Chelmsford) (Temporary Prohibition of Traffic & Temporary Introduction of a Clearway) & (Springfield Road, Springfield) (Temporary Introduction of a No Left Turn) (No.20) Order 2025
Notice is hereby given that the Essex County Council has made the above Order under section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order:
1. To temporarily close those lengths of road in the City of Chelmsford as specified in the schedule.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of road specified in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
3. To temporarily introduce a no left hand turn from Springfield Road, Springfield into Pump Lane, Springfield for the duration of the above closure only.

1. To temporarily close those lengths of road in the City of Chelmsford as specified in
the schedule.
2. A temporary ‘No Waiting, No Loading and No Stopping’ restriction will be introduced on both sides of carriageway on those lengths of road specified in the schedule for the duration of the closures to facilitate the works. Signs will be installed indicating when the No Waiting, No Loading and No Stopping restriction will be in force.
3. To temporarily suspend the 7.5T weight restriction on that length of Patching Hall Lane, Chelmsford/Broomfield/School Lane, Broomfield, from the junction with School Lane to the junction with Oliver Way as detailed in the “Borough Of Chelmsford (Broomfield) (Prohibition Of Heavy Commercial Vehicles Of Over 7.5 Tonnes Maximum Gross Weight) Order 1985 “ for the duration of the closures only.
4.
