What is happening?

THE NETWORK RAIL (KETTERING
TO WIGSTON SOUTH JUNCTION AND
NAPSBURY LANE) (LAND
ACQUISITION) ORDER
TRANSPORT AND WORKS ACT 1992

Notice is hereby given under section 14(4) of the Transport
and Works Act 1992 (“the Act”) that the Secretary of State
for Transport has determined under section 13(1) of the
Act to make the Network Rail (Kettering to Wigston South
Junction and Napsbury Lane) (Land Acquisition) Order
(“the Order”).
The Order was applied for by Network Rail Infrastructure
Limited, 1 Eversholt Street, London NW1 2DN. The Order
will authorise the compulsory acquisition of land and rights
in land and to use land temporarily and for oversailing
(where cranes and/or scaffolding extend into the airspace
beyond the boundaries of their own land) for the purposes
of works forming part of the Midland Main Line
Electrification (“MMLe”) programme. The Order relates to
the section of the line north of Kettering to Wigston South
Junction. It would also provide for the Applicant to acquire
rights of access to the electrified railway over a private road
at Napsbury Lane, St Albans and powers to extinguish
rights over the railway at Bridge 34 (“Three Arch Bridge”)
in the District of Northamptonshire. The Order, once made,

The Secretary of State has, pursuant to section 14(1)(a)
of the Act, given notice of this by way of a decision
letter dated 31 October 2025, copies of which may
be obtained from the Transport Infrastructure Planning
Unit, via email at

reasons for the determination and the considerations upon
which it is based; information about the public participation
process; and information regarding the right to challenge
the validity of the determination and the procedures for
doing so.
