What is happening?

THE NORFOLK COUNTY COUNCIL

(KESWICK AND INTWOOD, A140 IPSWICH ROAD) (HARFORD PARK & RIDE)

(BUS, TAXI AND CYCLE LANE) AND (40 MPH SPEED LIMIT) ORDERS 2025

Norfolk County Council has made the following Orders under the Road Traffic Regulation Act 1984 on the 10th November 2025, which come into force on the 21st November 2025:

The Norfolk County Council (Keswick and Intwood, A140 Ipswich Road and U71576 Ipswich Road Service Road) (40 mph Speed Limit) Order 2025

The effect of this Order is to prohibit any motor vehicle from exceeding 40 miles per hour along the lengths of road specified in Schedule 1 below. This is a reduction to the previous National Speed Limit.

The Norfolk County Council (Keswick and Intwood, A140 Ipswich Road) (Harford Park & Ride) (Bus, Taxi and Cycle Lane) Order 2025

The effect of this Order is to prohibit any vehicle except a bus, taxi or cycle from entering, waiting or proceeding in the lane nearest the kerb (with a width of 3 metres) with a northerly direction of travel specified in Schedule 2 below. The period of operation for the bus, taxi and cycle lane shall be 24 hours Monday to Sunday.

. Copies are also available for inspection at Norfolk County Council, County Hall, Norwich, NR1 2DH and at the offices of South Norfolk District Council, The Horizon Centre, Peachman Way, Broadland Business Park, Norwich, NR7 0WF during normal office hours. Online viewing is recommended.

Any person who desires to question the validity of the Orders or of any provision contained in them on the grounds that they are not within the powers conferred by the Road Traffic Regulation Act 1984, or on the grounds that any requirement of that Act, or of any instrument made under it, has not been complied with in relation to the Order, may within six weeks from 10th November 2025 apply to the High Court for this purpose.

SCHEDULE 1 – In the Parish of Keswick and Intwood and in the City of Norwich

40 mph Speed Limit

A140 Ipswich Roadfrom the northern arm at the Harford/Southern Bypass Roundabout, at its junction with the A47 northwards to a point 105 metres north of its junction with the C802/2 Hall Road, a distance of 1400 metres.
U71576 Ipswich Road Service Roadfrom its junction with the A140 Ipswich Road for 40 metres south-eastwards.
SCHEDULE 2 – In the Parish of Keswick and Intwood

Bus, Cycle and Taxi Only Lane – 24 Hour

| A140 Ipswich Road (northbound lane only) | – | from its junction with the U99940 Harford Park & Ride northwards to a point 110 metres south of its junction with the U71576 Ipswich Road Service Road, a distance of 530 metres. |
