What is happening?

CYNGOR BWRDEISTREF SIROL CASTELL-NEDD PORT TALBOT (PEN YR ALLT, YSTALYFERA) (PROHIBITION OF WAITING, LOADING AND UNLOADING AT ANY TIME) AND (PROHIBITION OF WAITING AT ANY TIME)ORDER 2025
On the 2nd December 2024 the Neath Port Talbot County Borough Council advertised its intention to make a Road Traffic Regulation Order in pursuance of its powers contained in the Road Traffic Regulation Act 1984 (as amended).
The proposals were advertised under the heading Neath Port Talbot County Borough Council (Pen yr Allt and Pen yr Grug, Ystalyfera) (Prohibition of Waiting, Loading and Unloading at any Time) and (Prohibition of Waiting at any Time) Order 2024 and the draft order placed on deposit for inspection by the Council contained a number of provisions for imposing waiting restrictions.
NOTICE is now hereby given that in consequence of objections received to the advertised proposals:-
(1) The Council has on the 11th November 2025 made an Order in pursuance of its powers contained in the Road Traffic Regulation Act 1984 the general effect of which is to put into operation only those provisions contained in the advertised draft Order which are set out in the Schedule below.
A copy of the Order and plan can be inspected on the Council’s Internet Website https:// www.npt.gov.uk/traffic-regulation-orders-tros.
The Order will come into force on the 21st November 2025.
If any person wishes to question the validity of the Order or of any of its powers on the grounds that it or they are not within the powers conferred by the Act or that any requirements of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for that purpose to the High Court.
SCHEDULES
Schedule 1 - Prohibition of Waiting, Loading and Unloading at Any Time
1.1 Pen Yr Allt, Ystalyfera (East Side)
From a point approximately 144 metres north of a point opposite and in line with the northern kerbline of Bron Yr Allt to a point approximately53 metres north and then approximately 11 metres west thereof, a distance of approximately 64 metres. For clarification this will cover the eastern side of the cul-de-sac end at Pen Yr Allt, Ystalyfera.
Schedule 2 - Prohibition of Waiting At Any Time.
2.1 Pen Yr Allt, Ystalyfera (West Side)
From a point approximately 147 metres north of its junction with the northern kerbline of Bron Yr Allt to a point approximately 25 metres north and then a point approximately 13 metres east thereof, a distance of approximately 38 metres.
For clarification this will cover the western side of cul-de-sac end at Pen Yr Allt, Ystalyfera.
