Manor Farm Drive - Temporary Prohibition of Traffic

What is happening?

STATEMENT OF REASONS
DEFINITIVE BYWAY OPEN TO ALL TRAFFIC 14 WILLENHALL, MANOR FARM
DRIVE, BETWEEN BENTLEY LANE AND THRESHERS DRIVE, WILLENHALL
(TEMPORARY PROHIBITION OF TRAFFIC) ORDER 2025

Temporary closure of the above byway open to all traffic is required in the interests of public safety during surface reconstruction works which are being completed by Walsall Council’s maintenance contractors on behalf of public rights of way. In order to prohibit traffic from using the public byway, in the interests of public safety during the footpath construction work, it is necessary to serve appropriate temporary closure notice under the provisions of the Road Traffic Regulation Act 1984 – Section 14(1) (As Amended By the Road Traffic Temporary Restrictions Act 1991).
The alternative route for pedestrians affected by this order will be along Bentley Lane, Bloxwich Road North, Riding Way, Reid Avenue and footpath 14 Willenhall.
Access will be unavailable for the duration of the construction works, which are programmed to commence at 08.00am on 24th November 2025. The Order will remain in force for up to a maximum period of 6 months, or until the footpath reconstruction works are completed, whichever is sooner. It is anticipated that the footpath reconstruction works will be completed during 2 days and the footpath will be closed between 8am and 3pm on 24th November and reopened following the works.
Closure during this period is necessary in the interests of public safety during the footpath reconstruction works.
Works will include the installation of a soakaway crate drainage system on 18th November and upgrade of the natural surfaced section of the byway surface to tarmac on 24th November. Access will be retained during the drainage works which will be installed in the verge alongside Manor farm Drive. Closure is only required for 1 day during the surfacing works scheduled for 24th November.
The works were prioritised following the most recent public rights of way condition survey which highlighted areas requiring repair, and receipt of complaints regarding the natural byway surface.
