Vale of White Horse - Multiple Traffic Notices, Parking and Loading Restrictions

OXFORDSHIRE COUNTY COUNCIL

(VARIOUS ROADS – VALE OF WHITE HORSE DISTRICT EXCLUDING THE PARISH OF NORTH HINKSEY) (MAP BASED) (PROHIBITION AND RESTRICTION OF WAITING AND PERMITTED PARKING) (VARIATION NO.*) ORDER 20**

NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order – as a result of inappropriate/obstructive parking – is to introduce new parking restrictions in the form of ‘No Waiting at Any Time’ (Double Yellow Lines), in Abingdon as follows:

  1. Audlett Drive (Both sides) from the existing DYLs south of Radley Road, southwards to beyond its junction with Thames View,

  2. Jackman Close (Both sides) from its junction with Audlett Drive, westwards for approx. 10 metres,

  3. Magnette Close (Both sides) from its junction with Abbey Close, eastwards to cover its entire length of public Highway,

  4. Penlon Place:

    a. Both sides – from the existing DYLs south of Radley Road, southwards to the turning island adjacent to Nos. 63–73 & Nos. 78–88 (excluding any sections of private parking allocation),

    b. Island adjacent to Nos. 63–73 & Nos. 78–88 – around the entire kerb line of the central island,

  5. Quakers Court (Both sides) – from its junction with Vineyard, southwards for approx. 30 metres on the west side, and approx. 55 metres on the east side,

  6. Radley Road (South side) – between No. 2 Radley Road & No. 5 Farriers Mews, a distance of approx. 110 metres.

The Oxfordshire County Council (Various Roads – the Vale of White Horse District excluding the Parish of North Hinksey) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended as necessary, updating Map Tiles: ‘FW62’, ‘FW63’, ‘FX62’ & ‘FX63’ in the process.

Objections to the proposals and other representations specifying the grounds on which they are made may be sent in writing to the address below by the end of 12 December 2025. The Council will consider objections and representations received in response to this Notice. They may be disseminated widely for these purposes and made available to the public. NOTICE is given that Oxfordshire County Council proposes to make the above order under the Road Traffic Regulation Act 1984 and all other enabling powers. The effect of the order – following an informal consultation with residents – is to introduce new parking & loading restrictions within central Abingdon as follows:

A. Formalise the existing ‘No Loading – Mon to Sun, 7.30am–9.30am & 4.30pm–6.30pm’ restriction:

  1. Drayton Road (Both sides) – between its roundabout junctions with Marcham Road/Ock Street & Caldecott Road/Suffolk Way.

B. Introduce new ‘No Loading – Mon to Sat, 7am–10am & 4pm–7pm’ restriction:

2. A415 Bridge Street (Both sides) – between No. 27 Bridge Street & ‘Maud Hale Cottages’, covering the entire length Abingdon Bridge & Burford Bridge.

C. Introduce new ‘No Waiting at Any Time’ (Double Yellow Lines) parking restrictions:

3. Lombard Street (North side) – in place of the existing 14 metre unrestricted section opposite access to ‘The Courtyard’,

4. St Edmunds Lane:

a. North side – from its junction with West St Helen Street, westwards for approx. 12 metres, replacing the existing ‘No Waiting Mon to Sat, 8am–6pm’ (single yellow lines) restriction,

b. South side – from its junction with West St Helen Street, westwards to the existing DYLs, replacing the existing ‘No Waiting Mon to Sat, 8am–6pm’ (single yellow lines) restriction.

5. St Helens Court (South side) – from its junction with West St Helen Street to No. 4, replacing the existing ‘No Waiting Mon to Sat, 8am–6pm’ (single yellow lines) restriction.

6. West St Helen Street

a. West side

i) Either side of its junction with St Edmunds Lane,

ii) South of its junction with St Helens Court for approx. 7 metres, replacing existing sections of ‘No Waiting Mon to Sat, 8am–6pm’ (single yellow lines) restriction, and

iii) Between the existing Bus Stop & Loading Bay opposite the junction with Lombard Street,

b. East side – replacing the existing ‘Pay & Display’ (Mon–Sat 8am–6pm) bay adjacent to No. 12 in its entirety,

7. St Helens Wharf (North/West side) – approx. 6 metres at the eastern corner of Mill Lane, adjacent to No. 4

D. Introduce new ‘Resident Permit Holders Only’ parking bays (with ‘AB’ prefix) in:

8. St Edmunds Lane (North side) –

  • One new 13 metre bay adjacent to No. 4, and

  • One 4.5 metre bay adjacent to No. 1.

Residents of Nos. 1–16 St. Edmunds Lane will be able to apply for annual Residents and Visitors’ Parking Permits, with a local identifier of ‘AB’, where:

  • Residents permits will be limited to one per resident with a maximum of two permits per property, with a cost of £132 per permit,

  • Visitors permits usually have a maximum of 50 days’ worth of permits issued per year. For residents aged 70 or over, permits will be free of charge for the first block of 25 visitors permits. The second block will cost £31.50.

E. Introduce a new ‘30-minute Limited Waiting Parking Bay, Mon–Sat 8am–6pm, No Return Within 1 Hour’ parking bay:

9. West St Helen Street (West side) – new 16.5 metre bay adjacent to No. 15–19, replacing the existing ‘No Waiting at Any Time’ (double yellow line) restriction.

F. Introduce new ‘2-hour Limited Waiting Parking Bays, Mon–Sat 8am–6pm, No Return Within 1 Hour’ parking bays:

10. Manor Court:

a. West side – new 12 metre bay, northwards from a point opposite the northern kerb line of Mill Paddock, replacing the existing ‘No Waiting Mon to Sat, 8am–6pm’ (single yellow lines) restriction

b. North side – new 22 metre bay opposite Nos. 1 & 2, replacing the existing ‘No Waiting Mon to Sat, 8am–6pm’ (single yellow lines) restriction

G. Introduce a new ‘Pay & Display’ Parking Place, Mon to Sat, 8am–6pm, Max Stay 2 Hours, No Return Within 1 Hour parking bay (Resident Permit Holders exempt):

11. St Helens Wharf (North/West side) – new 32 metre bay adjacent to Nos. 2–4/Public House.

H. Additionally, existing ‘Pay & Display’ & ‘Resident Permit Holders Only’ parking bays within the Town Centre area will remain, BUT their associated signage will be updated to show/confirm that permit holders with the ‘AB’ prefix remain eligible to park, with no change to provisions.

The Oxfordshire County Council (Various Roads – the Vale of White Horse District excluding the Parish of North Hinksey) (Map Based) (Prohibition and Restriction of Waiting and Permitted Parking) Order 2021 will be further amended as necessary, updating Map Tiles: ‘FY60’, ‘FY62’, ‘FY63’, ‘FZ60’ & ‘FZ62’ in the process.

NOTICE is given that on 10 November 2025, Oxfordshire County Council made the above orders under the Road Traffic Regulation Act 1984 and all other powers. The Orders, which come into force on 17 November, further amend:

ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)

Notice of Temporary Traffic Order

Littleworth, London Street

Prohibition of Through Traffic and Temporary 30 mph Speed Restriction

Date of Order: 10 November 2025

Coming into force: 17 November 2025

This Order is being introduced because of carriageway improvement works which are anticipated to be completed on 5 December 2025.

The effect of the Order is to temporarily prohibit any vehicle proceeding in the section of London Street between the A420 and London Street service road. The order also restricts the speed limit to 30 mph on the A420 from a point 250 metres north of its junction with London Street southwards for a distance of 500 metres. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is:

Westbound traffic: London Street – Marlborough Street – A417 – A420 – A417 – A420

Eastbound traffic: A420 – A417 – A4095 – London Street

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Date of Order: 03/11/2025

Coming into force: 10/11/2025

This Order is being introduced because of excavation for fibre cabling works which are anticipated to take 18 days to complete. The effect of the Order is to temporarily prohibit any vehicle proceeding in High Street. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via Broad Street and Woolstone Road. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Western Valley, Didcot Footpath 423/2/10

Prohibition of Through Traffic

Date of Order: 10 November 2025

Coming into force: 13 November 2025

This Order is being introduced because of road construction works which are anticipated to take 6 months to complete. The effect of the Order is to temporarily prohibit use of that part of Footpath 423/2/10 running eastwards from Cow Lane. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of footpath. The footpath will be diverted in stages close-by around the works. This Order will remain in force for a maximum period of 6 months or until the works have been completed whichever is the sooner.

Kidmore End, Dysonswood Lane

Prohibition of Through Traffic

Date of Order: 10 November 2025

Coming into force: 17 November 2025

This Order is being introduced because of excavation to install fibre cabling works which are anticipated to take 12 days to complete. The effect of the Order is to temporarily prohibit vehicles proceeding in the section of Dysonswood Lane from Lower Lodge to the side of No.2 Dysons Wood. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. There is no diversion for this closure and access will be only in place. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Notice of Temporary Traffic Order

Milton Heights, Trenchard Avenue

One Way Traffic

Date of Order: 10 November 2025

Coming into force: 17 November 2025

This Order is being introduced to allow construction works around Trenchard Avenue as part of the A4130 Steventon Lights project, with associated drainage, kerbing and resurfacing works which are anticipated to be completed 30 January 2026. A One-Way traffic system will be temporarily introduced in Trenchard Avenue allowing traffic to only emerge onto the A4130 and not turn into Trenchard Avenue. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works. The alternative route for traffic is via the A4130 and Abingdon Road to Milton Hill.

Note: this restriction will be removed for the Christmas period, between 19th December and 5th January.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

Abingdon, Fitzharrys Road

Prohibition of Through Traffic

Date of Order: 10 November 2025

Coming into force: 17 November 2025

This Order continues in force a closure by Notice on 28 October introduced because of a collapsed concrete road surface slab. Remedial works are anticipated to be completed 21 November 2025. This is a 24 hour road closure. The effect of the Order is to temporarily prohibit any vehicle proceeding in the length of Fitzharry’s Road outside No.9. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The alternative route for traffic is via Boxhill Walk, Wootton Road and Letcombe Avenue.

This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.

This Order is being introduced because of excavation to install fibre cable ducting works which are anticipated to take 3 weeks to complete. The effect of the Order is to temporarily prohibit vehicles proceeding in the unnamed road running south-westwards from Collins End to Oak Cottages E. Appropriate traffic signs will be displayed to indicate when the measures are in force. Exemptions are included for emergency services and for the works and for access to premises which are only accessible from the closed section of road. The diversion will be signed locally. This Order will remain in force for a maximum period of 18 months or until the works have been completed whichever is the sooner.
