1. NOTICE IS HEREBY GIVEN that the Council of the Royal Borough of Kensington and Chelsea (hereinafter referred to as “the Council”) propose to make the above-mentioned Orders under sections 6, 45, 46, 49 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended.
2. The general effect of the Orders would be:-
(a) increase the hours of operation of Pay-By-Phone visitors’ bays to include the periods between 6.30pm and 10pm on Mondays to Saturdays inclusive and between 1pm and 10pm on Sundays, the new operation hours would be between 8.30am and 10pm on Mondays to Saturdays inclusive and between 1pm and 10pm on Sundays, any such day not being Christmas Day, Boxing Day, New Year’s Day, Good Friday or a bank holiday, in the following streets or lengths of street:
Earls Terrace, Earls Walk, Edwardes Square, Pembroke Gardens, Pembroke Mews (entire length apart from arm fronting Nos. 1 to 8 Pembroke Mews), Pembroke Place, Pembroke Square, Pembroke Villas, South Edwardes Square and St Mary Abbot’s Place;
(b) increase the hours of operation of Pay-By-Phone visitors’ bays to include the periods between 6.30pm and 10pm on Mondays to Friday inclusive, between 1.30pm and 10pm on Saturdays and between 4pm and 10pm on Sundays, the new operation hours would be: between 8.30am and 10pm on Mondays to Saturdays inclusive and between 4pm and 10pm on Sundays, any such day not being Christmas Day, Boxing Day, New Year’s Day, Good Friday or a bank holiday, in the following streets or lengths of street: Abbotsbury Road, Addison Crescent, Addison Road, Clearwater Terrace, Cromwell Crescent, Elsham Road, Fairfax Place, Fenelon Place (from its junction with Warwick Road for a distance of 67 metres south-westwards), Hansard Mews, Holland Gardens, Holland Park Gardens, Holland Park Road, Holland Road, Holland Villas Road, Ilchester Place, Kensington High Street (so much as lies within the Royal Borough of Kensington and Chelsea west of the northeastern kerb-line of Earl’s Court Road), Kingham Close, Logan Place, Lorne Gardens, Lower Addison Gardens, Melbury Road, Napier Place, Napier Road, Oakwood Court, Radnor Terrace, Russell Gardens, Russell Gardens Mews, Russell Road, Upper Addison Gardens, Warwick Gardens, Warwick Lane and Warwick Road (between its junction with Kensington High Street and the south-eastern kerb-line of West Cromwell Road);
(c) increase the hours of operation of residents’ parking restrictions to include the periods between 6.30pm and 10pm on Saturdays and between 5pm and 10pm on Sundays, the new operation hours would be between 8.30am and 10pm on Mondays to Saturdays inclusive and between 1pm and 10pm on Sundays, any such day not being Christmas Day, Boxing Day, New Year’s Day, Good Friday or a bank holiday, in the following streets or lengths of street:

(e) increase the hours of operation of the residents’ lamp column electric charging bay on the northeast side of Russel Road, outside Creek House, to include the periods between 1.30pm and 10pm on Saturdays and between 4pm and 10pm on Sundays, the new operation hours would be between 8.30am and 10pm on Mondays to Saturdays inclusive and between 4pm and 10pm on Sundays, any such day not being Christmas Day, Boxing Day, New Year’s Day, Good Friday or a bank holiday;
(f) to convert double yellow line waiting restrictions situated at the following locations to zebra crossing markings:
i. on the north-west side of Bomore Road outside Kensington Leisure Centre and the electrical substation, a distance of 17 metres (56ft);
ii. on the south-east side of Bomore Road opposite Kensington Leisure Centre and the electrical substation, a distance of 20 metres (66ft);
iii. on the west side of Bramley Road from its junction with Crowthrone Road, a distance of 15 metres (49ft) south;
iv. on the east side of Bramley Road from the private access service road junction, a distance of 20 metres (66ft) south;
v. on the south-west side of Collingham Road outside No. 30 Collingham Gardens, located in Collingham Road, a distance of 13 metres (56ft);
vi. on the north-east side of Collingham Road outside the flank wall of Nos. 48 to 50 Harrington Gardens, located in Collingham Road, a distance of 11 metres (36ft);
vii. on the south-west side of Ledbury Road outside the flank wall of No. 178 Westbourne Grove, situated in Ledbury Road, a distance of 14 metres (46ft);
viii. on the south-west side of St Ann’s Road outside No. 95 St Ann’s Road to the existing bus stop cage on St Ann’s Road at its junction with Willow Way, a distance of 30 metres (98ft);
ix. on the north-east side of St Ann’s Road outside No. 116 St Ann’s Road to the northeastern corner of St Ann’s Road and Stoneleigh Place, a distance of 28 metres (92ft);
(g) to convert single yellow line waiting restrictions (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) situated at the following locations to zebra crossing markings:
i. on the west side of Bramley Road on the northwestern corner of its junction with Crowthorne Road, a distance of 7.5 metres (25ft);
ii. on the east side of Bramley Road outside Walmer House, a distance of 10 metres (33ft);
iii. on the north-east side of Ladbroke Grove outside No. 224 Ladbroke Grove, a distance of 10 metres (33ft);
iv. on the south-west side of St Ann’s Road outside Nos. 97 to 99 St Ann’s Road, a distance of 8.5 metres (28ft);
v. on the north-east side of St Ann’s Road from the southeastern corner of St Ann’s Road and Stoneleigh Place, a distance of 7 metres (23ft) south;
(h) to convert residents’ parking restrictions situated at the following locations to zebra crossing markings:
i. on the south-west side of Ladbroke Grove outside Nos. 251 to 257 Ladbroke Grove, a distance of 18 metres (59ft);
ii. on the north-east side of Ladbroke Grove outside Nos. 220 to 224 Ladbroke Grove, a distance of 10 metres (33ft);
iii. on the south-west side of Ledbury Road outside the flank wall of No. 178 Westbourne Grove, situated in Ledbury Road, a distance of 0.5 metres (2ft); Page 3 of 4
(i) to convert residents’ parking situated at the following locations to double yellow line waiting restrictions:
i. on the north-west side of Britten Street outside the flank wall of the Britten Wing of the Royal Brompton Hospital, located in Britten Street, the westernmost 5 metres (16ft);
ii. on the south-east side of Denbigh Terrace outside the flank wall of No.92 Portobello Road, located in Denbigh Terrace, the westernmost 3.5 metres (11ft);
iii. on the north side of Hans Road outside the Hans Road/Basil Street entrance to Harrods, a distance of 5.5 metres (18ft);
iv. on the north-west side of Harrington Gardens outside Nos. 48 to 50 Harrington Gardens, the easternmost 1.4 metres (5ft);
v. on the south-east side of Harrington Gardens outside No. 75 Harrington Gardens, easternmost 1.4 metres (5ft);
vi. on the west side of the western arm of Lowndes Square outside No. 43 Lowndes Square, a distance of 12 metres (39ft);
vii. on the north-east side of St Ann’s Road outside Nos. 118 to 120 St Ann’s Road, a distance of 15 metres (49ft);
(j) on the north-west side of Berkeley Gardens to convert 2 metres (7ft) of solo motorcycle bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside the flank wall of 106 Kensington Church Street, situated in Berkely Gardens, to single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm);
(k) on the north side of Bomore Road to convert the one westernmost Pay-By-Phone visitors’ parking bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) outside Kensington Leisure Centre, to 5 metres (16ft) of zebra crossing markings;
(l) on the south side of Bomore Road to convert one Pay-By-Phone visitors’ parking bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) outside the flank wall of No. 44 Avondale Park Road, located in Bomore Road, to 5.5 metres (18ft) of zebra crossing markings;
(m) on the south side of Bomore Road to convert 5 metres (16ft) of double yellow lines located adjacent to the existing Pay-By-Phone visitors’ bays outside The Foreland Medical Centre, located in Bomore Road, to one Pay-By-Phone visitors’ parking bay (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours);
(n) on the north-east side Cheltenham Terrace to convert three Pay-By-Phone visitors’ bays (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) opposite the flank wall of No. 1 St Leonard’s Terrace, situated on Cheltenham Terrace, to 10 metres (33ft) of double yellow lines and kerb build out. The remaining seven Pay-By-Phone visitors’ bays will be re-aligned due to the kerb build out;
(o) on the north-east side of Collingham Road to convert one Pay-By-Phone visitors’ parking bay (hours of control: hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 4 hours) outside the side entrance to Nos. 48 to 50 Harrington Gardens, located in Collingham Road, to 5.1 metres (17ft) of zebra crossing markings;
(p) on the west side of Dalgarno Way to convert 10 metres (33ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) opposite its northernmost junction with Shrewsbury Street, to double yellow lines;
(q) on the north-west side of Denbigh Terrace to convert 6 metres (20ft) of residents’ parking opposite Nos. 25 and 26 Denbigh Terrace, to blue badge bay (hours of control: Monday to Friday 8.30am to 6.30pm, maximum stay 4 hours. No maximum stay outside these times);
(r) on the south-west side of Elm Park Gardens to convert 6.6 metres (22ft) of residents’ parking outside No. 67 Elm Park Gardens, to personalised disabled bay No. 867;
(s) on the south-west side of Elm Park Gardens to convert 6.6 metres (22ft) of residents’ parking outside No. 71 Elm Park Gardens, to personalised disabled bay No. 870;
(t) on the eastern dead-end of Farnell Mews to introduce 3 metres (10ft) of single yellow line (hours of control: Monday to Saturday 8.30am to 6.30pm) outside the gate of No. 4 Farnell Mews;
(u) on the north-west side of Holland Park to convert 5 metres (16ft) of residents’ parking outside No. 66 Holland Park, to a diplomatic parking bay (hours of control: at all times);
(v) on the east side of Holland Park to convert 25 metres (82 ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside No.80 Holland Park, to double yellow lines;
(w) on the north-west side of Ixworth Place to convert 6.6 metres (22ft) of residents’ parking opposite Delmerend House, located on Ixworth Place, to personalised disabled bay No. 869;
(x) on the north-east side of Kensington Church Street to convert 15 metres (49ft) of single yellow line (hours of control: Monday to Saturday 8.00am to midnight) outside Nos. 56 to 62 Kensington Church Street, to three Pay-By-Phone visitors’ bays (hours of control: Monday to Saturday 8.30am to 6.30pm, maximum stay 4 hours);
(y) on the south-west side of Latimer Road to convert three Pay-By-Phone visitors’ bays (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm, maximum stay 10 hours) outside Olympic House, located on Latimer Road, to 17 metres (56ft) of residents’ parking;
(z) on the north-west side of Lexham Gardens to convert 20 metres (66ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside No. 1A Lexham Gardens (formerly the Mecure Hotel), starting at the junction of Lexham Gardens and Cromwell Road extending northeast to the boundary of No. 1 Lexham Gardens, to double yellow lines;
(aa) on the north-east side of Limerston Street to convert 4.5 metres (15ft) of car club bay (KC-198) outside the flank wall of No. 361 Fulham Road, located in Limerston Street, to pay-by-phone visitor parking (hours of control: Monday to Saturday 8.30am to 6.30pm, maximum stay 4 hours);
(bb) on the north-west side of Longridge Road to convert 6.6 metres (22ft) of residents’ parking outside No. 2 Longridge Road, to personalised disabled bay No. 873;
(cc) on the north-west side of Mallord Street to convert 9 metres (29ft) of single yellow line (hours of control: Monday to Saturday 8.30am to 6.30pm) outside Nos. 6 to 8 Mallord Street, to double yellow lines;
(dd) on the north-west side of Redcliffe Street to convert 6.6 metres (22ft) of residents’ parking outside No. 20 Redcliffe Street, to personalised disabled bay No. 874;
(ee) on the south-west side of Russell Road to convert one echelon residents’ parking outside Todber House (the third bay going north to south), to personalised disabled bay No. 871;
(ff) on the south side of Silchester Road to convert 5.5 metres (18ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside the access gate to Bramley House between personalised disabled bays No. 764 and 733, located in Silchester Road, to double yellow lines;
(gg) on the north-east side of St Ann’s Road to convert 15 metres (49ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) outside Nos. 120 to 124 St Ann’s Road, to residents’ parking;
(hh) on the south-west side of Tadema Road to convert 6.6 metres (22ft) of residents’ parking outside Nos. 20 to 21 Tadema Road, to personalised disabled bay No. 868;
(ii) on the north-east side of Tite Street to convert 5.5 metres (18ft) of single yellow line (hours of control: Monday to Friday 8.30am to 6.30pm and Saturday 8.30am to 1.30pm) on the southeastern corner of its junction with Royal Hospital Road, to double yellow lines;
(jj) on the south-east side of Vicarage Gardens to convert 6.6 metres (22ft) of residents’ parking outside Nos. 13 and 14 Vicarage Gardens, to personalised disabled bay No. 872; (kk) to update certain Articles and Schedules in The Kensington and Chelsea (Charged-For Parking Places) Consolidation Order 2025 and The Kensington and Chelsea (Free Parking Places, Loading Bays and Waiting, Loading and Stopping Restrictions) Consolidation Order 2025 to accurately reflect the provisions as they currently operate; and
(ll) to modify the traffic order definitions of certain other parking places and waiting restrictions so they better reflect what is currently on the ground (there would be no change to the way these restrictions and parking places currently operate on-street).
