(School Streets) (Pedestrian and Cycle Zone) Experimental Order 2025
On 13 November 2025 Surrey County Council made the above-named Order, under Sections 9 and 10 of the Road Traffic Regulation Act 1984 (as amended) and of all other enabling powers, the general effect of which will be to, on an experimental basis, prohibit motor vehicles from entering or proceeding in the length of road specified in the Schedule to this Notice, between Mondays to Fridays (inclusive) between 8am and 9am and between 3pm and 4pm, and which will be signed as a Pedestrian and Cycle Zone. Exemptions apply for permit holders which can be applied for via the electronic permit exemption scheme, free of charge. Vehicles that are already in the lengths of roads specified, before the pedestrian and cycle zone commences, will be permitted to leave. Those eligible for permits will be:- residents of Potters Gate and Beavers Road, carers/healthcare workers who provide care/support to residents, blue badge holders of either a parent or carer of a pupil and school transport providers.
The prohibition will not apply in relation to:- (a) Any vehicle being used for ambulance fire brigade or police purposes in an emergency; (b) Anything done upon the direction or with the permission of a police constable in uniform; (c) Any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or 67 of the Act; and (d) any vehicle operated by the Post Office for the purpose of any of its functions; and (e) Where necessary for the following operations:- (i) building industrial or demolition purposes; (ii) the removal of any obstruction to traffic; (iii) the maintenance, improvement or reconstruction of the road; (iv) in connection with works on any sewer, gas, water, electricity, electronic communications system or telecommunications system. (v) for the placing, maintenance or removal of any traffic sign.
A copy of the Experimental Order, which will come into operation on 24 November 2025, together with the plan showing the lengths of roads to which this Order relates and a Statement of the Council’s reasons for proposing to make the Order may be viewed online at https://pottersgateschoolstreet.commonplace.is/. These documents and a copy of the Order may also be viewed at (1) Reception, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ, between 10am and 4pm; (2) Reception, Waverley Borough Council, The Burys, Godalming, GU7 1HP, during normal office hours; (3) Farnham Town Council, Council Offices, South Street, Farnham, GU9 7RN and (4) Farnham Library, Vernon House, 28 West St, Farnham GU9 7DR, during normal opening hours. If you wish to object to the Experimental Traffic Order, or any provision contained in it, on the grounds that it is not within the powers conferred by the Act, or on the grounds that any requirement of the Act or any instrument made under it has not been complied with in relation to the Experimental Traffic Order, you may, within six weeks of from the date of the making of the Order, apply to the High Court for this purpose.
If the provisions of the Experimental Traffic Order continue for a period of not less than six months, or if the Order is subsequently varied by another Order under Section 10 of the Act, or modified pursuant to Sub-section (2) of Section 10 of the Act, for a period of not less than six months from the coming into operation of that variation or modification (whatever is the latest), the Council will consider in due course whether the provisions of the Experimental Traffic Order should be reproduced and continued in force indefinitely by means of an Order Under Section 1 of the Act. Any person desiring to object or make other representations relating to the making of the Order under Section 1 of the Act for the purpose of such reproduction and continuation in force may, within the aforementioned period of six months, send a statement in writing of their objection or representations and the grounds thereof (1) to the undersigned at Traffic Regulation Orders Team, Surrey County Council, Hazel House, Merrow Lane, Guildford, Surrey, GU4 7BQ or (2) by using the online form via the webpage quoted above.
