ROAD TRAFFIC REGULATION ACT 1984
LANCASHIRE COUNTY COUNCIL
(VARIOUS ROADS, BURNLEY, CHORLEY, FYLDE, HYNDBURN, LANCASTER, PENDLE, PRESTON, RIBBLE VALLEY, ROSSENDALE, SOUTH RIBBLE AND WEST LANCS) (REVOCATION AND VARIOUS PARKING RESTRICTIONS 23-24 NO2) ORDER 2025

NOTICE IS HEREBY GIVEN that on 03 November 2025 Lancashire County Council made the above Traffic Regulation Order under Sections 1, 2 and 4 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984, as amended, the effect of which will be to:
1. Revoke the following:
a) The "Lancashire County Council (Various Roads, Burnley, Chorley, Hyndburn, Pendle, Preston, Rossendale, West Lancashire and Wyre) (Revocations and Various Parking Restriction 21-22 (No2)) Order 2023" insofar as it relates to Items (o) and (n) of Schedule 4.
b) The "Lancashire County Council (Fishergate Hill (U4369), Preston, Preston City) (Revocation, Prohibition of Waiting and Loading, Disabled Parking, Goods Vehicle Loading and Limited Waiting) Order 2023" insofar as it relates to Item (b) Schedule 6.
c) The "Lancashire County Council (Hyndburn Area) (On Street Parking Places, Prohibition and Restriction of Waiting) Consolidation Order 2009" insofar as it relates to the following:
i. Item (2) of Schedule 2.10;
ii. Items (155)b)(i), (228)f)(ii), (228)f)(iv) and (228)f)(v) of Schedule 10.01;
iii. Items (70), (79)a) and (112)e)(ii) of Schedule 11.075

p) The "Lancashire County Council (Various Roads, Chorley, Fylde, Hyndburn, Lancaster, Pendle, Preston, Ribble Valley, Rossendale, South Ribble, West Lancashire, Wyre) (Revocations and Various Parking Restrictions 2018 September (No1)) Order 2020" insofar as it relates to Item h) of Schedule 2.
q) The "Lancashire County Council (Garrick Street, Nelson, Pendle Borough) (Disabled Parking Place) Order 2009" in full.
r) The "Lancashire County Council (Queens Road and Turner Street, Clitheroe, Ribble Valley Borough) (Restriction of Waiting) Order 2014" in full.
2. Introduce a prohibition of waiting in the following lengths of road:
a) Aspen Fold, Oswaldtwistle, the east side, from its junction with the centreline of Blackburn Road for a distance of 15 metres in a southerly direction;
b) Aspen Fold, Oswaldtwistle, the west side, from its junction with the centreline of Blackburn Road for a distance of 34 metres in a southerly then westerly direction;
c) Blackburn Road, Oswaldtwistle, the south side, from a point 25 metres west of its junction with the centreline of Aspen Fold for a distance of 40.5 metres in an easterly direction;
d) Blackburn Road, Padiham, the south east side, from its junction with the centreline of Bridge Street for a distance of 15 metres in a south westerly direction;
e) Bolton Road, Abbey Village, both sides, from a point 31 metres north west of its junction with the centreline of Dole Lane for a distance of 81.5 metres in a south easterly direction;
f) Boundary Lane, Wrightington, both sides, from its junction with the centreline of Mossy Lea Road for a distance of 20 metres in an easterly direction;
g) Bridge Street, Padiham, both sides, from its junction with the centreline of Blackburn Road for a distance of 16 metres in a south easterly direction;
h) Brindle Road, Bamber Bridge, the north east side, from a point 75 metres south of its junction with the centreline of Withy Trees Avenue for a distance of 340 metres in a generally south easterly direction;

oo) Ormerod Street, Accrington, the north west side, from its junction with the centreline of Brown Street to its junction with the centreline of Scaitcliffe Street;
pp) Oxford Street, Morecambe, the north east side, from its centreline junction of Townley Street for a distance of 5.5 metres in a south easterly direction;
qq) Park Road, Great Harwood, both sides, from its roundabout junction with Queen Street for a distance of 62 metres in a northerly direction;
rr) Pittman Court, Preston, the north west side, from a point 50 metres south west of its junction with the centreline of Pittman Way for a distance of 36.5 metres in a north easterly then north westerly direction;
ss) Pittman Court, Preston, the north west side, from its junction with the centreline of Pittman Way for a distance of 62 metres in a south westerly then north westerly direction;
tt) Pittman Court, Preston, the south east side, from its junction with the centreline of Pittman Way for a distance of 44.5 metres in a south westerly direction;
uu) Pointer Court, Lancaster, the east side, from a point 1 metre south of its junction with the projected centreline of Beeching Close for a distance of 7.5 metres in a southerly direction;
vv) Pointer Court, Lancaster, the east side, from a point 75.7 metres south of its junction with the centreline of Ashton Road for a distance of 19 metres in a southerly direction;

hhh) Whalley Road, Padiham, the south side, from a point 14 metres east of its junction with the centreline of Vicarage Avenue for a distance of 26 metres in a westerly direction;
iii) Willow Coppice (Eastern Spur), Preston, the north and north west side, from a point 71.5 metres north east of its junction with the centreline of Miller Field to a point 7.5 metres north east of its junction with the centreline of Willow Coppice (northern spur);

3. Introduce a prohibition of loading/unloading in St Helens Road, Ormskirk, the west side, from its junction with the centreline of Moor Street for a distance of 72 metres in a southerly direction.
4. Introduce a restriction of waiting Monday to Friday 8am – 6pm in the following lengths of road:
a) Queens Roads, Clitheroe, the north west side, from a point 32.5 metres south of its junction with the centreline of Queensway to its junction with the centreline of Turner Street;
b) Turner Street, Clitheroe, the north east side, from its junction with the centreline of Queens Road for a distance of 10 metres in a westerly direction.
5. Introduce a restriction of waiting Monday to Friday 8am – 9.30am and 2.30pm – 4pm in the following lengths of road:
a) Oxford Road, Nelson, the south east side, from a point 221.56 metres north east of its junction with the centreline of Walton Lane for a distance of 19 metres in a north easterly direction;
b) Oxford Road, Nelson, the south east side, from a point 126 metres north east of its junction with the centreline of Walton Lane for a distance of 52 metres in a north easterly direction.
6. Introduce a restriction of waiting Monday to Friday 8.30am – 4pm Bright Street, Clitheroe, the south east and south west side, from its junction with the centreline of Taylor Street for its entire length, to the entrance of Brookside County Primary School, including the south eastern turning head.
7. Introduce a restriction of waiting Monday to Saturday 8am – 6pm in the following lengths of road:
a) Queen Street, Great Harwood, the north side, from a point 21 metres east of its junction with the projected centreline of St Huberts Street for a distance of 266 metres in an easterly direction;
b) Queen Street, Great Harwood, the south side, from its junction with the centreline of St Huberts Street to its junction with the centreline of Station Road;
c) St Austins Place, Preston, the north west side, from a point 4 metres west of its junction with the centreline of Dickson Street for a distance of 25 metres in a north easterly direction;
d) Strang Stee, Clitheroe, the south side, for its entire length;
e) Whalley Road, Clayton-le-Moors, the west side, from its junction with the centreline of Mill Entrance for a distance of 170 metres in a northerly direction.
8. Introduce a prohibition of stopping on school keep clear markings Monday to Friday 8am – 6pm in the following locations:
a) Elker Lane, Billington, the east side, from a point 2 metres north of its junction with the centreline of Elker Meadows for a distance of 43.56 metres in a northerly direction;
b) Hollins Road, Nelson, the south west side, from a point 31.5 metres south east of its junction with the centreline of Oxford Road for a distance of 43.56 metres in a south easterly direction;
c) Oxford Road, Nelson, the south east side, from a point 240.56 metres north east of its junction with the centreline of Walton Lane for a distance of 43.56 metres in a north easterly direction;
d) Oxford Road, Nelson, the south east side, from a point 178 metres north east of its junction with the centreline of Walton Lane for a distance of 43.56 metres in a north easterly direction.
9. Introduce a limited waiting parking place for 20 minutes with no return within 1 hour Monday to Friday 8am – 6pm in Bradley Road East, Nelson, the south west side, from a point 28.5m south east of its junction with the centreline of Bradley Road for a distance of 34 metres in a south easterly direction.
10. Introduce a limited waiting parking place for 1 hour with no return within 1 hour Monday to Saturday 8am – 6pm in the following lengths of road:
a) Fishergate Hill (U4369), Preston, the south east side, (located south of the carriageway), from a point 5 metres east of its junction with Broadgate for a distance of 19 metres in a north easterly direction;
b) Whalley Road, Accrington, the south west side, from a point 41 metres north west of its roundabout junction with Burnley Road for a distance of 22 metres in a north westerly direction;
c) Whalley Road, Accrington, the south west side, from a point 20.5 metres north west of its junction with the projected centreline of Gable 40 Whalley Road for a distance of 25 metres in a north westerly direction;
d) Whalley Road, Accrington, the south west side, from a point 7.5 metres north west of its junction with the projected centreline of Back Water Street for a distance of 45 metres in a north westerly direction.
11. Introduce a limited waiting parking place for 1 hour with no return within 2 hours Monday to Saturday between 8am and 6pm in the following lengths of road:
a) Pointer Court, Lancaster, the east side, from a point 10 metres north of its junction with the projected centreline of Beeching Close for a distance of 11 metres in a southerly direction;
b) Pointer Court, Lancaster, the east side, from a point 41.5 metres south east of its junction with the centreline of Ashton Road for a distance of 26 metres in a southerly direction.
12. Introduce a disabled persons limited waiting parking place for 3 hours with no return within 1 hour Monday to Saturday 8am – 6pm in Whalley Road Accrington, the south west side, from a point 7.5 metres north west of its junction with the projected centreline of Gable 40 Whalley Road for a distance of 13 metres in a north westerly direction.
13. Introduce a disabled persons parking place in the following lengths of road:
a) Perth Street, Nelson, the south side, from a point 46 metres east of its junction with the centreline of Chapel Street for a distance of 6.6 metres in an easterly direction;
b) Ribby Road, Kirkham, the south side, from a point 6 metres west of its junction with the projected centreline of Willows Lane for a distance of 6.6 metres in a westerly direction.

This Order will come into force on the 17 November 2025. Any person wishing to question the validity of the Order or of any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the order is made, apply for the purpose to the High Court.
